[CONGRESS] (halfway) activity report October-November

Citizens.
You have elected the congress at the 25th, half a month ago. A lot of debates and votes did past the congress this month, but do you know how active our congress is?
Its not easy to find a answer on that question.
That’s why we publice this congress activity report, which we will update again just before the next elections.

At the activity report you can see all facts about the activity in the congress, and the activity from each congressmember.
The statistics are based from October the 26th untill November the 11th 2😇0.
No conclusion will be made from this newspaper about the statistics, however, it give a clear view about who is active and who isn't.

We have decided to make and publice this report to inform the Dutch citizens about the activity of the congress and his members. We do hope that this report will help you in your judgements at the ballot box.

Notes:
* open voting topics aren't taken into account (1)
* open debate topics are taken into account (because it can take up to a week before it's closed)
* debate percentages are that off all congress members, citizen contributions aren't included (because it would be too much effort to calculate these, and wouldn't give a inaccurate percentage of congress member activity)
* in-game state treasury donation topic and posts weren't taken into account
* no effort was taken to make distinction between content or form of posts because it would be too much work and sometimes too hard to determine (this entails that posts mainly made by (v)CoC come out higher that actually would be considered by some as actual 'debate-posts')
