Rosa has questioned the integrity of our treasury.
Some of it was deliberately slanderous, but some of the questions he raised were legitimate. I'm trying to be as transparent as possible. So, let me know if there's anything I didn't cover.

These aren't tax dollars that were are talking about. This is the result of fundraisers, communes and generous donations. Some of us put every dime we make into the party programs. Should we forfeit the money, if we lose a popularity contest? Let us know what you think, in the comments.
Congress:
It's time to seek reelection. I'll tell you what I did last month and then, I'll state this month's goals.
The latest tax increase was met with a massive public outcry. Therefore, I promised to support a lower tax. I can't take credit for the decrease, but I did my part. I messaged congress members in-game, I asked for their help in lowering taxes and I voted for the decrease. So, what do you think of the tax rate? Let me know in the comments.
This month, I'd like congress to consider raising the import tax. There are 100s of foreign companies that are operating in the eUS. The pollution drives down production for everyone else and the extra competition drives down profit. An import tax would make these businesses less competitive and add more funds to the national treasury. Let me know of any potential problems this could cause. Causing trouble is not my intention.
I'd like to run for speaker of the House, if I'm elected to congress. I have administrative experience on the forum and on discord.
I think Blackbower has done well in his last term, but I don't yet know his intentions and I figured that I wouldn't get nominated if I didn't express interest.

You have my vote, Jimmy. I tried to raise the import tax to 3% but it lacked support from 4 more members to get it on the ballot. It is still pending if anyone wants to go vote.

Although I would never tell somehow to vote I also support a 3% Import Tax. Sadly for personal reasons, my approvals and votes are not counted. Only my voice in Congress should be censured and should not also exclude my approvals and/or votes.
If anyone should be censored, it would be the person who was caught cheating. As far as I know; Animas never considered for censure or blacklist.
Feds don't elect a treasurer either. For whatever that's worth. We keep our funds with someone we trust and that doesn't change until that person asks to be relieved.

A moderate import tax increase can really help producers who either pay 100% of their WaM tax in eUSA or hire employees who pay their work tax to eUSA while not driving the prices high.
My suggestion:
Weapons: 2%
Foo😛 5%
Aircraft Weapons: 2%
Moving Tickets: 1%
Houses: 1-2%
Food Raw Materials: 1%
Weapon raw Materials: 1%
Aircraft Raw Materials: 1%
House Raw Materials: 3%

Are Moving Tickets even produced any more? Why 2% on everything but food? Why not simply 3% across the board?
Because some goods are overproduced more than others but, most importantly, also have different profit margins,. For food you earn more than double the cost of FRM and Work Tax.
Houses on the other hand leave you with around 1-4% (guesstimated) profit after HRM and Employee Work.
So, with the same import tax you have different effects on the profitability for the importing person.
FRM/WRM are producable by only paying Work Tax, so the percentual profitability might be higher, but those are usually less profitable per WaM and Gold/CC spent than producing the finished products. (In the case of Weapons/WRM it's actually quite balanced atm)
ARM isn't profitable at all (so no need to tax it) and HRM is produced more than enough in the eUSA. I wouldn't mind however if HRM stays at 1%. Most (of my) HRM sales are made to people travelling to the cheapest offers (I think).
Moving Tickets aren't produced anymore so it doesn't make sense to tax them more than the minimum possible.

It didn't 'cost' you money unless you were already in unprofitable or very borderline markets. It may have lowered your profit, but it didn't COST anything.
It costs us (referring to everyone producing anything) money everytime we click this "Start Production" button. The cost is directly withdrawn from your account. So, it costs us millions of profit - or for most people only self-supplying, it just costs their money.
It's not like these Tax-Dollars are generated out of nowhere, they are taken away from people who might need it and actually do stuff with it, instead of letting it rot in possession of some private treasurers who might get banned, go inactive or just steal it.
Things that have never happen certainly could happen, that's true.
And yes, taxes come from places. Buuuuuuuuuuuuut, for the vast majority of players (especially the self suppliers you speak of), you can easily get that back from social programs and government combat orders during active warfare.
It's really not super complicated, either.

I can live without imports. They really don't save me enough money to sacrifice my own economy.
At scale, I don't think production will increase. You may have people who say they will make more, but that isn't how things work once you get beyond a handful of people. The vast majority of producers kept on producing when other taxes changed, and I don't see any reason to believe that won't continue.
