Ministry of Culture and Spam - Beginnign

As you can see, our president Xanthar Zaiban, on my wish expressively, introduced a new ministry that has never before existed in our beautiful country. Since We don't have an organisation, I'll use mine newspaper to write articles of such matter in. Before I move to the more important parts of my message, I want to say that I really wish this ministry will become a constant.

1. Explanation

What is Culture?
I believe the closest explanation of the term is: "An integrated pattern of human knowledge, belief, and behavior that depends upon the capacity for symbolic thought and social learning." (copied from wikipedia)

What is spam?
I hope you are going to find it out by yourself.
