Congrats to all newcomes and veterans alike. I hope we can make the eUSA better. To those that lost, especially my friends and great congressman like Jewitt and Talia, we will miss having you in congress very very much.

For all of those who are new congressman, listen to me, I was there once and made my mistakes. While learning is a process, I hope that we can keep the “oops” out of it as much as possible. I know that Kyle321n is going to pm you with important information, but listen up to some advice.


New Congressman Advice

Please get active on the eusforum.com. Sign up for an account and start posting in the congressional area. Here is where lots of important things go down for the US government. Without access to this site, a lot of important things can’t happen properly as a congressman. We have a history, bylaws, and procedure. Here’s a rundown of what you need to know.

Be flexible, you will never get exactly what you want, so work on finding a ground where everyone can be happy. Be respectful, otherwise you will never be listened to and nothing will get anywhere.

Procedure:

If you want to propose something, the first thing you do is go to the congressional boards and in the appropriate area (Foreign Affairs, Congressional Caucus (for sensitive topics), General Congressional Debate Area…) post a thread about what it is that you want to propose and why. Then, what you have to say will be debated and when you have garnered 5 “approvals” from other congressman, you can propose the bill in game or if it is an out of game measure in the voting area.

Even if it is an in game deal, you need to post a thread in the voting area with a link to the debate, the bill number, and Kyle’s spreadsheet. Go to the Voting area and you will see the proper format on any bill that you click on that you can follow.

This requires the use of google docs which are easy to use, just search “google docs” sign up for an account, and the general format is easy to catch on to. If not, contact Tiacha for her tutorial on google docs.

Committees

Committees are somewhat new to Congress, but what they do is funnel conversation in a more direct and smaller debating area so that things can get done faster. So say you want to propose something about buying a Defense System (or DS)…

well ok, send the idea to the infrastructure committee, they’ll either approve of the idea and draft up a proper bill (which may be a little altered on the knowledge and experience of the committee) and contract for it, and then send it to the general discussion area for approval.

If it goes through, you can propose it, if it doesn’t... try again but in a different way.

There are four committee’s and the members are chosen by the Speaker of the House (SoH) in regards to party affiliation, people with knowledge that the SoH feels should be in the committee, and through a google doc where each congressman chooses which committee he/she would like to be on. They are chosen every month.

Speaker of the House

This person is elected every two months into congress to be the moderator for the congessional area. It’s his/her duty to keep things up and running, unclog threads, lock ones that don’t make sense, keep track of everybody’s voting record via a spreadsheet on google doc… and mayhaps other things that I am personally unaware of.

Lingo

You might have noticed me use “DS”… “SoH”. .. etc. There is a lingo within congress itself which I wish I knew all of off the top of my head but I don’t. If it ever gets confusing, just ask a question! The funny thing is that congress is its own sub-culture of the subculture in this game. What is so great is its like being part of a tight knit family of 51 people… even if half of them get on your nerves sometimes *smiles*. You know who you are 😛.

Being in congress is a lot to digest if you do it right (get on eusforum.com!). However, it is worth it. We don’t expect you to have your ideas perfectly down, they will be beaten around by other people with different points of view, trust me. You can’t learn it all in one day or sitting, but you should get the hang of it in a week or so. Just try your best and hang on! It’s a lot of information to digest.
