The following proposal was put forward this in Parliament (Congress) is morning as part of the debate on how best to distribute the National Wealth in such a way that it does not become an opportunity target for uninvited PTOers or dishonest statesmen (and we have experienced BOTH over the past year! We need to learn from our experiences and put in place a mechanism that can reduce the risk, whilst at the same time providing a sense of fun and identity that will help to bind us together.
So - here is the idea....
I would like to propose a scheme for even wider distribution of the National Reserve - to be called upon on times of National Emergency.
The aim should be to reduce the risk of theft of funds by firstly spreading the reserve wider (making the total sum held less attractive as an tempting opportunity target), whilst combining some form of RECOGNITION for the holder which reflects the service that he/she is undertaking for the Nation.
The recognition part could take the form of an HONOUR or TITLE, such as a Knighthood, bestowed by the Monarch in recognition for services to the Nation.
The award system must be apolitical, with honours being distributed right across the political spectrum, with selection based upon nominations from Party Presidents, being made by the Country President, to then be approved and promulgated by the Monarch. This would ensure that it s made very difficult for one party or faction to 'pack' the list with stooges.
For individuals who put in long periods of service for the Nation, it is possible to bestow higher level honours (such as a Peerage), to be kept in on the 'Active Honours' List for as long as the Individual remains active. A certain amount of imagination and fun can be incorporated into the derivation of the titles (both Woldy and Horice (Privy Councillor?) have proven track records in this area).
If we do this right, the Honours system will generate that all important sense of fun, whilst generating a sense of National Identity which will help to bind our small Nation.
In summary:
- Trusty citizens (x 20?)
- Nominated by PPs, selected by CP, proved by Monarch
- Each successful candidate receives a Knighthood and a lump of Reserve Cash (5k?)
- Reserve funds to be 'mobilised' when needed by Government by signing of 'Kings Order' by Monarch
- Titles 'stripped' from individuals who 'lose' their reserve, fail to respond to 'King's Order', or go inactive.

Sounds fun, although I expect the funds required for a name change to 'Sir Gali' to come from the government.

The point here is that titles are *not* just handed out to those that are deemed 'worthy' - as before - but instead are given to those that undertake a commitment to serve eUK - in this case by acting a guardian and guarantor for a slice of the National Reserve.
In this way we can dramatically reduce the amount of currency held in Government Organizations, which by their nature present opportunity targets for hostile PTO-ers and BigAnt-like Government officials.
Spreading the risk across 'Twenty Good Men and True' should dramatically reduce the likelihood of us losing the majority of our reserve funding during times of National crisis.
Here is another thought (prompted by IRC chat):- What is our view on 'Cash for Honours'?
If an individual makes a major contribution to the eUK - either by direct contribution or indirectly (as demonstrated by Scarfar a couple of weeks ago when he 'bought' eUK back from MKD) - should they qualify for a Honour/Title?

So you didn't read the article properly.
To get the title you will need to hold part of the reserve for safe-keeping.
Or, under consideration, make a large contribution to the reserve.
Never said you'll leave; but judging by your history, it wouldn't surprise me if you did.
Hopefully, holding an eUK Title may make all the difference when deciding to leave for oversea or not. I would think that as long as an individual holds onto his/her eUK citizenship, then the title stands - but as soon as eUK Citizenship is forfeited, the title goes with it.
What we really need here are committed solid Englishmen (who could have been born in the Balkans)!
I think it's an interesting idea, the only thing I would say would be to make sure the monarch's approval is strictly a formality!
Distribution in chunks of ~ 5-10k sounds reasonable.

Sounds like a good idea - but make sure to spread it out as widely as practical - but not so widely the honours are meaningless.
