CS Committee Clarification

After reading last CP article and the comments below I couldn't stay silence. I follow the rules and know when I need to comment and when to abstain of saying anything. Here no screen shots will be provided and also quote taken from messages shall not be published but 30 congress members can open their mail box and find what our CP said few days ago about forming CS committee.
Still waiting for the call about volunteers because APP has such congressman and he is not Gueneo. In our party thread I said that I shall wait for this call and that was the reason I didn't nominate anyone.
Why I didn't respond instead of just easily pointing the one who want to take this position? Because following Rusty's message in congress hall I have no obligation to reply from that moment.
Why I am writing whole article about such thing? Because "picking" random players to take different positions is not a constructive method. There is a system and we need to follow it. If something is missing we can add it, if it's working not properly we will fix it, if it's working against our interests then we will try to replace it. In his pre-election article our CP wrote:

Not sure how to qualify our president speech and all his comments - not truths, half truths, misleading with purpose or not. It is important to note that not everything written in Prime Minister's Offence newspaper can be taken as face value. Better people think more and talk less while searching the truth. So your saying the previous CS committee was still active?
When I messaged some of those players they said no it wasn't.
The general consensus inside congress was that it wasn't active, if it was, one of those members should of spoke up.
My message to all Party Presidents, only a handful replied.
If the APP disagreed with one of their members being their rep for it, you being the PP and being in the congress thread, could of spoke up and said something.
J, the government can only run properly with the involvement of the elected members. If those members choose not to partake for what ever reasons, the government is left with two options. 1) to stop functioning and sit stagnate for one month or 2) try and find the best solution that will work for the majority of people.
For the record, the members that sat in the last week of my Feb term:
Guagature, from ADP
Kattrrina, from RSU

Me, as chair and from KHMC
APP declined to participate, for various reasons that J Seemore can elaborate on if he wishes.
The very nature of its function required the CP-of-the-day to be present. Since I was no longer CP and only the KHMC rep by default, the old committee ceased to function as needed. I can confirm that the old thread has not been used since the CP election.
Formation of a new committee, or implementation of a new CS policy, was the responsibility of the incoming government.
For the record out of the previous CS committee that was formed by last months CP we had 4 people present with 3 of those actually taking part making suggestions to move forward.
ASIO worked far better than this newly formed pre-selected committee has, yet individuals still insist that ASIO is biased.
About now Callum should chime in about how efficient ASIO can be before the trolls get to respond.
First let me apologize for my absence. No big explaination, RL got busy. I kept wanting to respond but didn't want to speak half cocked because I didn't catch up on everything. I'm responding here cold without even opening one PM so my response will be limited.
IF there was a previously accepted means of vetting cs AND it was being used to good effect there is no reason to change. IF the accepted means was used with poor effect or not being used at all if should be obvious that at least a rework of the original or perhaps something different be tried.
CS is a serious issue and though Australia doesn't appear to have a severe problem that should encourage us to use due viligence not ignore the situation.
I'll shut up now and spend the next couple hours trying to figure out what I've missed.
