For hospitals and define systems:
1, After receiving the will of donation, Minister of Information should announce it in game.
2, After the announcement, the public have two days to express their views to congressmen.
3, After majority support (50😵 from congressmen, the President should sign a contract with the seller and donor and initial the proposal.
4, If the proposal is approved, the nation will by the hospital or defense system with 1 CNY.
5, if the donor is not the same person of the seller, the donor should donate the bill to the seller within 24 hours after the proposal is approved.

For assets of organizations:
1, After receiving the will of donation, Minister of Information should announce it in game.
2, After the announcement, the public have two days to express their views to congressmen.
3, After majority support (50😵 from congressmen, the President should sign a contract with the seller and donor.
4, If the donor is an organization, responsibility of the parties should be specified in the contract. If the donation is for assets, then the transaction should be made with 0.1G when both parties are present.
