In congress there is about 5-6 active speakers and now and again someone will wake from a coma to comment and then drift off again for several months. I'd estimate that 75% of a typical congress does nothing but click on a vote button when prompted and take their gold. (when you think about it, this is also true for about 75% of real life politicians in Parliament as well)

Yes I agree. I don't even think ingame votes count for actual activity, I think participating in the thread is more important - another good reason to give people proper stuff to talk about
