Resource Wars II - The pointy end

It’s been awhile since eRepublik announced the Second Resource Wars, and a new industry to go with it. After the game community spent much of May staying up way too late, neglecting their children and/or final exam preparation, goofing off at work and eating too many Doritos while hunched in front of IRC we were greeted with this resounding announcement.
... However, note that even though officially, Day 3,121 is the last day of the Resource Wars, the new resources will not populate the map yet.
The current resources together with the current economy will remain in place for the time being. The post Resource Wars updates will be launched step by step, as one change triggers another.
If you were excited at the changing game and added complexity that was promised (like yours truly), then that announcement had the sadly-familiar feeling of disappointment. The more things change, the more they stay the same...
So, with a tingle of the old excitement I clicked on that big red balloon a few days. Things are finally changing! If you haven’t yet, go have a read of the first post in the forum thread here. Ignore everything after the first page - as far as I can tell it’s mostly just complaining and/or questions specific to the asking individual.
Was that forum post too long, and you didn’t read it? Here’s the executive summary. It’s also too long, but this change is complicated. You’re going to get one shot at it, so stop whining and read at least this article before you click on Day 3145.
Your companies (that means factories, farms and mines) must be allocated to a Holding Company if you want to use them. A Holding Company is A New Thing that resembles An Old Thing called an Organisation. Your companies (factories/farms/mines) can be moved between Holding Companies, but this is expensive and shouldn’t be done without a good reason.
You get one Holding Company for free. Each one after that costs 25 gold more than the one before (the second costs 25 gold, the third costs 50 gold etc.). Holding Companies can’t be bought, sold, moved or disbanded so don’t rush off and do something foolish with your freebie.
A Holding Company is tied to a specific region. All companies (factory/farm/mine) that are in a Holding Company use the bonuses and penalties that belong to that region. And here’s where things get fun.
The productivity for a company (factory/farm/mine) will be:
100% (the “sticker production” of 100 units for a food factory, 10 units for a weapon factory etc).

The national bonus of the country that owns the region (this is a maximum of 100% and functionally the same as it is now). The old “must have a route to the capital” thing is still in effect.

One fifth of the region bonus (the best region bonus is 90% making this a maximum of 18

Pollution effects (which are capped at 25

So, pollution. What’s up with that?
The game admins refuse to disclose the formulae used to calculate the pollution effect. That’s entirely in their rights - it will probably be a few days before someone (or someones) can work out an empirical correlation.
Pollution will increase based on the “number of works” [sic] that occurred in the region the previous game day. The more industry operating in a region the more polluted it is. So far so good, and that makes sense, right?
Here’s the curveball. Pollution is specific to the product produced. A Q7 weapons factory will not pollute the production of a Q1 food factory, or a rubber plantation (Q5 WRM), or a Q2 house factory, or even a Q6 weapons factory. It will only count for other Q7 weapons factories in the region. Huh, didn’t see that one coming…
I’m tired of reading Ilene, and my head hurts from all the letters and numbers. Just tell me what it means and what to do already…
Establish your free Holding Company somewhere with a good national bonus (like the eUSA). Any region in the country will get the full national bonus - even unloved places with no resources.
Picking a region with a large bonus set is not risk free. You can gain up to 18% extra production (compared to being in the middle of nowhere), but you may lose up to 7% production if the region is badly polluted. If you can afford to, don’t build a Holding Company on Day 3145 (you will lose a day’s production in your companies). This will give you a day’s worth of pollution data (although possibly misleading) to help decide with.
Most of us normal folk don’t need to build one Holding Company for Food (in D.C.), one Holding Company for Housing (in Florida) and one Holding Company for WRM (in Kentucky). You can put all your companies in one Holding Company and still get the full national bonus. Just remember it will cost lots of money to move them later.
Question: I want to build a magnetic stealth bomber out of Neodymium. Are aircraft and the new industry coming yet?

SINCE it mentions the direct route to this ,me thinks this will function independently from the HC ie a furthermore here is the kicker your glorious region bonuses will be nerfed to the negative by pollution since each citizen in the world can start a HC in the USA.
here is an example of what i think : im serbian so we will have full bonuses due to occupied regions
that gives me the 100% country bonus based on each industry . that is the first 2 parts of the formula. then we go to the region itself where the region bonuses will be determined by the location of the region. here you get 98% divided by 5 gives you 18% gain but then we get immediately the pollution up to 25% well if most citizens place their HC in high bonus regions that regions will have 1000 times the jobs of crappy regions and by the law of averages since they will be on the high end of pollution i think they will far succeed the averages and will carry a - 25% penalty the highest one. therefore 18 - 25 = - 7% net.
NO to comparison with orgs as well. Org is a limited feature with only a 1000 storage and the ability to trade on the MM I doubt we will be able to trade on the MM with the HC. A holding company is a holding company for example here we get first national bank (the HC) Wesbank is a division of it and does vehicle finance mostly. dont get mixed up by your comparisons when its a common economic term.
Orgs are very different, I know. They used to be the vehicle for company ownership and accessible to individuals. Their current incarnation is not their original form.

The baseline "national bonus" relates to the national bonus of the region owner, not the HC owner's citizenship. It's quite clear if you read the forum post.
Pollution is region specific. The eUS has 50 regions to pollute at full national bonus. Serbia has 9 (I think). You can chase the big region bonus of 18% if you want, but I think that you will probably lose overall because of pollution. It is impossible to know until Day 3146.
naw dont think either of you is correcft. how can i inherit the bonuses of a country outside that region? the first 2 parts will function exactly like it does now. why your not tied to a country is because if you move you just get their country bonuses.
The Country Productivity Bonus is the sum of distinct industry resources the Country owns.
IE: if a Country holds all 5 resources for an industry and the regions are linked to the capital, the Country Productivity Bonus will be 100%.
Keep in mind that if a region is not linked to the Country capital, half of its resources’ productivity bonuses will be used in the formula (ex: 25% for rare will become 12.5😵.
The Region Productivity is the sum of the industry specific resources available in the region divided by 5.
IE: if a region holds the best 4 resources for an industry, its productivity bonus will be 18%.
therefore you see there is no mention of the holding company in the calcs of the country bonuses its what the country owns mine being serbia. it operates independently from the region bonuses which is what your referring to
You're categorically wrong. Citizenship does not determine your access to bonuses anymore.
To be sure, it's still important. It will no longer be the decider of factory production though.
i read your article now for a second time seems our viewpoints aligned . anyway let the dust settle. i will have 1 company in ireland(70% region bonus) and 1 on empty ground(serbia) and 1 in a high bonus region(canada or japan cant remember our rental agreement). i have plenty of factories to play with. so will provide you with feedback if you want 😃
Don't believe him he is wrong like Ilene Dover said. Clearly he doesn't see the hole picture.
Your country bonus is your country bonus. Is the sum of the region bonuses. If a new region is included in a country by conquering it, then it will add up to the country bonus and the Holding will pay 80% Work tax to the new country ak the country that owns the region.
Direct route cuts your region bonus to half.
a small country player cannot inherit the country bonuses of a big country by placing his factories in them. however the risk in placing on foreign soil is trading embargoes and wars.

It's always going to be the country holding the region. That country can be your citizenship country or another foreign country.

if you base country bonuses on the region of the HC then what will happen is that there is no more motivation to occupy other regions in the world .

We should consider a lot of things.
1. Communes
If we put our Holding Company on the area where a lot of communes put their HCs, we'll have max pollution factor.
2. Taxes
There will be many players who want to place their HC on our land. How should we deal with taxes? Congress thing.
3. Country relationship
Placing on our land might be safe for this reason, but those who want to place their HC on other countries must consider this.
4. New industry
Where should we place airplane factories?
Not easy for me...

Tax considerations and employees are complicated and worth an article all by themselves. Give me a day or two...
Communes will have the biggest issue with RM production I thi k. It may be worth splitting RM companies into a separate HC somewhere remote, so they don't run into epic pollution problems.

Ilene, I'd appreciate your thoughts:
As a producer with over 100 companies, raws, etc, to work every day, producing multiple types of goods (housing, weapons and food of different varieties), I think it may make solid sense to have 3 holding companies allocated to 3 high resource regions.
I had thought of going for a random location to avoid pollution, but even without a resource in the region, there will still be pollution. So surely better to have the resource bonus countering at least some of the pollution than nothing at all?
Also to confirm, a region is a state (like Utah is a region, Washington is a region)?

The easiest first... In the context of the eUS, yes a state is a region (plus DC). Other eCountries are different (London, UK is a region just like East Midlands).
The answer to your other question can only be speculation at the moment, which is why I advise waiting a day (don't make a HC and skip a day of production) if you can afford it.
If you establish four HCs (one for each industry type in a high regional bonus) you will be paying a fairly large sum of gold - 150 in fact. 60k CC worth. That's quite a lot of extra profits you need to earn in order to make the investment pay. At best, you earn 18% more per company adopting this tactic (that's almost as good as having a sixth resource and nothing to be sneezed at). If you have enough strong companies and employees to make it pay then go for it!
Selecting the maximum bonus regions and aiming for that 18% can backfire. If pollution is bad (you can bet other big fish are chasing 18% too!), you'll actually get a penalty to national production instead of a bonus. We can't know how bad pollution will be until Day 3146.
So just wait a few weeks then do it, by then everyone has settled and pollution is localised, then just choose the best of what's left 😉

I'm probably going to take a couple of days without producing (I can afford that with my employees), to build a slight trend, but too long and I'll need to start firing people. The obvious high pollution states should show up relatively quickly.
I thought that I'd only need 3 HCs, Food, Weapons and Housing... Am I missing something? That would be 75 gold (1 free, 1 @ 25 gold and 1 @ 50 gold). I no longer buy gold, so aircraft when they come will have to be something I aspire to (and considering I'd need 75 gold on top of building the companies and raw materials, I'll probably be happy to wait).

I am poor as a church mouse myself, George. In Fact, I do not own even one company, but I do plan on creating a holding company; maybe rent space for companies that were misplaced....
how where you able to dissolve your bread plant? The farms that came with registering were dissoluble, but not the factory :/
Old characters didn't get free companies. Not sure when the change was made, but it's possible that he created his character before that became customary.
My char is from 2008, so I had to send out a support ticket to get my starter companies. 🙂
Shazam...you are correct. I do actually have one cobweb filled Food Company that I clean forgot about. Well, anyway, it has never produced a loaf bread. 😛
you receive at least 10 gold a month plus the 30 from your levels what have you done with that?
Used it to upgrade my Training Centers, to maintain a 90% Training Contract and donated to my party and MU.

Yes, I know there is (and should be) fear of a bait and switch by the eUSA congress. Just like anywhere with unusually low taxes at the moment. But! The more companies that are setup here, the lower the work tax rate will be.
