Art. 1- Denominación y definición

1.1 La denominación oficial de la presente organización será la de Instituto de Formación eCubano, en su forma abreviada, IFeC.

1.2 El IFeC es una institución pública de carácter gubernamental, dependiente del Ministerio de Educación (o equivalente).

1.3 La finalidad del IFeC es la de prestar asesoramiento, guía y formación lo más personalizada posible a todos los ciudadanos de eCuba, no solamente a los novatos.

1.4 El IFeC es una institución social y no política. Ningún miembro participante del IFeC podrá utilizar este organismo ni sus canales de difusión para expresar ningún tipo de ideología, programa o anuncios de carácter político- partidista.

1.5 El objetivo último del IFeC es incrementar la población eCubana con nuevos ciudadanos críticos, bien formados y comprometidos con la República.


Art. 2- Organización

2.1 El IFeC estará gestionado por un Director, el cual será el Ministro de Educación (o equivalente) o, por designación de éste, su Ayudante en el ministerio.

2.2 El IFeC estará financiado por una partida presupuestaria especial, incluida dentro del presupuesto asignado al Ministerio de Educación (o equivalente), la cual nunca será inferior a 6k CC. Esta partida será aumentada responsablemente por cada gobierno a fin de que la Beca Diaria de Formación del IFeC tenga un efecto suficiente en la economía de cada Matriculado (siendo muy recomendable que nunca sea inferior a 80cc diarios por Matriculado becado).

2.3 El canal de actividad y difusión oficial del IFeC será un grupo de Telegram denominado “IFeC”, cuyo administrador será el Director del IFeC. Asimismo, se habilitará un mass mp ingame homónimo para aquellos ciudadanos que por circunstancias no tengan acceso al outgame.


Art. 3- Director

3.1 El Director del IFeC será el máximo responsable de esta institución. Velará por su correcto funcionamiento, poniendo en práctica sus mecanismos de actuación y aplicando sus sanciones cuando proceda.

3.2 El Director del IFeC será el Administrador del grupo de Telegram “IFeC”, dará publicidad a este canal entre los nuevos eCubanos y se encargará de incluir dentro del mismo a aquellos que lo soliciten.

3.3 Todos los días, el Director del IFeC estará al menos 1 hora conectado al grupo de Telegram de la institución (de ser posible, a la misma hora todos los días), publicitando sus horarios de conexión.

3.4 En su horario de conexión al grupo de Telegram “IFeC”, el Director deberá resolver todas las dudas que se le planteen, compartir los enlaces de las Guías de Formación del IFeC y contabilizar qué matriculados se conectan y comentan para hacerles entrega de la Beca Diaria de Formación del IFeC, tal y como se indica en el Art. 5.2 de la presente Ley.

3.5 El Director del IFeC deberá velar por la realización y la actualización de las Guías de Formación del IFeC, a fin de que éstas sean lo más claras y completas posibles, y de que abarquen todos los puntos fundamentales de eR.


Art. 4- Matriculados

4.1 Todo ciudadano eCubano podrá matricularse en el IFeC, sin discriminación por diferencias económicas, de nivel o de tendencia política.

4.2 Se considerará Matriculado a todo aquel ciudadano eCubano incluido por el Director en el canal de Telegram “IFeC”. Finalizará su condición de Matriculado en el momento en el que deje de estar en el canal de Telegram “IFeC”.

4.3 El Matriculado tendrá derecho a recibir información sobre todas aquellas cuestiones relativas a eR por las que pregunte. El matriculado tendrá acceso a las Guías de Formación del IFeC, y podrá solicitar y recibir su Beca Diaria de Formación del IFeC en caso de cumplir con los requisitos estipulados en el Art. 5.2.

4.5 Todo Matriculado puede participar recibiendo, otorgando y compartiendo información. Es decir, no solo el Director será el encargado de aportar los contenidos formativos, sino que cualquier Matriculado puede compartir sus conocimientos con los demás. No obstante, el Director mediará en ese proceso y siempre prevalecerá su palabra por encima de la de los demás participantes para clarificar, simplificar y coordinar las lecciones que se impartan.


Art. 5- Mecanismos de actuación

5.1 Guías de Formación del IFeC: se confeccionarán como decida el Director del IFeC, y serán mantenidas, actualizadas y difundidas por éste. Son el mecanismo que garantiza la formación de los matriculados, para lograr que alcancen una madurez crítica y con conocimientos plenos sobre eR.

5.2 Beca Diaria de Formación del IFeC:

5.2.1 Para facilitar y hacer más atractivos los primeros meses de juego de los nuevos eCubanos, y a fin de colaborar con su despegue económico inicial, el IFeC repartirá una cantidad de CC entre todos aquellos matriculados que, diariamente, pongan un mensaje en el grupo de Telegram “IFeC” solicitando la Beca Diaria.

5.2.2 Podrá solicitar la Beca Diaria todo aquel ciudadano eCubano con la condición de Matriculado en el IFeC que cumpla una de las siguientes condiciones: no superar 1 año de eVida; tener una fuerza igual o inferior a 25k y un rango aéreo igual o inferior a 50k.

5.2.3 La cantidad de CC repartida cada día será resultado de dividir el presupuesto total del IFeC entre 25 (días de legislatura mensual “efectiva” de cada gobierno). Por ejemplo, con un presupuesto mensual de 6k, diariamente se podrían repartir 240 cc. Si postean 10 matriculados ese día, a cada uno se le hará entrega de 24 cc. De esta manera, el presupuesto íntegro del IFeC se empleará en financiar la Beca Diaria de Formación.

5.2.4 Aquellos Matriculados eNacidos en los últimos 3 meses, recibirán una bonificación del 15% más en la Beca Diaria si renacen como referidos de algún otro jugador (siendo muy recomendable que ese otro jugador le done al novato todo el gold que gane por su referencia).

5.2.5 El Director hará captura de todas las peticiones de la Beca Diaria que los Matriculados soliciten, dejando ver el día y el nombre del Matriculado solicitante. El Director publicará esas capturas en un gdoc público y publicitado. Cada domingo de cada mes, el Gobierno (bien el Ministro de Educación, el de Economía o quien corresponda), donará las cantidades correspondientes a cada Matriculado en concepto de Beca Diaria.


Art. 6- Sanciones por malos usos

6.1 El Director será el responsable de juzgar sobre el buen uso del IFeC, de sus mecanismos de actuación y de sus canales de difusión. Su palabra tendrá prioridad sobre la de cualquier otro miembro del IFeC, tanto en materia didáctica como en lo relativo a juzgar sobre los malos usos de la institución.

6.2 Cualquier infracción de la presente Ley, así como cualquier uso perjudicial o con fines diferentes a los previstos del IFeC, será sancionado previa demostración pública de los hechos, empleando para ello como base legal la presente Ley o cualquier otra ley vigente de la legislación eCubana.

6.3 El Director contabilizará el número de sanciones de cada Matriculado y, al alcanzar la cifra de 3 sanciones, el Matriculado será expulsado del IFeC sin posibilidad de volver a matricularse durante 1 mes. Pasado ese mes, el expulsado podrá recuperar su condición de Matriculado.


Art. 7- Mecanismos de control: cada partido con representación en el Congreso podrá solicitar que uno de sus miembros (sin necesidad de que sea uno de sus congresistas) tenga acceso al grupo de Telegram “IFeC”, a fin de poder controlar más de cerca la labor de la institución y de su Director.

Art. 1- Denomination and definition

1.1 The official name of the present organization will be eCubano Training Institute, in its abbreviated form, IFeC.

1.2 The IFeC is a public institution of a governmental nature, under the Ministry of Education (or equivalent).

1.3 The purpose of the IFeC is to provide advice, guidance and training as personalized as possible to all citizens of eCuba, not just the novices.

1.4 The IFeC is a social institution and not a political one. No member of the IFeC may use this agency or its channels to express any type of ideology, program or political-partisan announcements.

1.5 The ultimate objective of the IFeC is to increase the eCuban population with new citizens, well trained and committed to the Republic.


Art. 2- Organization

2.1 The IFeC will be managed by a Director, who will be the Minister of Education (or equivalent) or, by appointment of the latter, his Assistant in the ministry.

2.2 The IFeC will be financed by a special budget, included within the budget assigned to the Ministry of Education (or equivalent), which will never be less than 6k CC. This budget will be increased responsibly by each government so that the Daily Training Scholarship of the IFeC has a sufficient effect on the economy of each student enrolled (it is highly recommended that it never be less than 80cc per day per enrolled scholarship holder).

2.3 The official channel of activity of the IFeC will be a Telegram group called "IFeC", whose administrator will be the Director of the IFeC. It will be another mass mp ingame for those who prefer this channel of communication.


Art. 3- Director

3.1 The Director of the IFeC will be the person in charge of this institution. It will watch over its correct functioning, putting into practice its mechanisms of action and applying its sanctions when appropriate.

3.2 The Director of the IFeC will be the Administrator of the Telegram group "IFeC", will publicize this channel among the new eCubans and will be responsible for including those who request it.

3.3 Every day, the Director of the IFeC will be at least 1 hour connected to the Telegram group of the institution (if possible, at the same time every day), publicizing their connection schedules.

3.4 In his schedule of connection to the Telegram group "IFeC", the Director will have to solve all the doubts that may arise, share the links of the IFeC Training Guides and record which students are connected and comment to deliver the Scholarship Training Day of the IFeC, as indicated in Art. 5.2 of this Law.

3.5 The Director of the IFeC should ensure the realization and updating of the IFeC Training Guidelines, so that they are as clear and complete as possible, and that they cover all the fundamental points of eR.


Art. 4 - Enrolled

4.1 Every citizen of Cuba can enroll in the IFeC, without discrimination due to economic differences, level or political tendency.

4.2 Any citizen of eCuba included by the Director in the Telegram channel "IFeC" will be considered Registered. You will end your enrollment status at the time you stop being on the Telegram channel "IFeC".

4.3 The Registered will have the right to receive information on all issues relating to eR for which you ask. The enrolled will have access to IFeC's Training Guidelines, and may request and receive their IFeC Training Daily Scholarship if they meet the requirements stipulated in Art. 5.2.

4.5 All Registered can participate by receiving, granting and sharing information. That is, not only the Director will be responsible for providing the training content, but any enrollee can share their knowledge with others. However, the Director will mediate in this process and his word will always prevail over that of the other participants to clarify, simplify and coordinate the lessons taught.


Art. 5- Action mechanisms

5.1 IFeC Training Guides: will be drawn up as decided by the IFeC Director, and will be maintained, updated and disseminated by the IFeC. They are the mechanism that guarantees the training of the enrolled, to achieve that they reach a critical maturity and with full knowledge about eR.

5.2 IFeC Training Daily Grant:

5.2.1 To facilitate and make more attractive the first months of play of the new eCubanos, and in order to collaborate with its initial economic takeoff, the IFeC will distribute a quantity of CC among all those enrolled who, daily, put a message in the group of Telegram "IFeC" requesting the Daily Scholarship.

5.2.2 Any citizen of Cuba may apply for the Daily Scholarship with the condition of Registered in the IFeC that meets one of the following conditions: not to exceed 1 year of eVida; have a force equal to or less than 25k and an air rank equal to or less than 50k.

5.2.3 The amount of CC distributed each day will be the result of dividing the total budget of the IFeC by 25 ("effective" monthly legislative days of each government). For example, with a monthly budget of 6k, 240 cc could be distributed daily. If 10 registered students post that day, each one will be given 24 cc. In this way, the entire IFeC budget will be used to finance the Daily Training Grant.

5.2.4 Those registered in the last 3 months, will receive a bonus of 15% more in the Daily Scholarship if they are reborn as referrals from another player (it is highly recommended that this other player donates to the rookie all the gold that he / she wins for his / her reference).

5.2.5 The Director will capture all the requests for the Daily Scholarship that the Registrants request, allowing to see the day and the name of the applicant Applicant. The Director will publish these captures in a public and publicized gdoc. Every Sunday of each month, the Government (either the Minister of Education, the Ministry of Economy or whoever corresponds), will donate the corresponding amounts to each Enrolled as a Daily Scholarship.


Art. 6- Sanctions for bad uses

6.1 The Director will be responsible for judging the proper use of IFeC, its action mechanisms and its dissemination channels. His word will have priority over that of any other member of the IFeC, both in didactic matters and in relation to judging the bad uses of the institution.

6.2 Any infraction of the present Law, as well as any harmful use or for purposes other than those foreseen by the IFeC, will be sanctioned upon public demonstration of the facts, using as a legal basis this Law or any other current law of the eCubana legislation. .

6.3 The Director will count the number of sanctions of each Enrolled and, upon reaching the figure of 3 sanctions, the Enrolled will be expelled from the IFeC without the possibility of re-enrolling for 1 month. After that month, the expelled person may recover his / her status as enrolled.


Art. 7- Control mechanisms: each party with representation in the Congress may request that one of its members (without the need of being one of its congress members) have access to the Telegram group "IFeC", in order to be able to control more closely the work of the institution and of its Director.
