In the Event of Urban Unrest

Many late-adopters have repeatedly stated their annoyance of essentially being unable to compete with long-established accounts in combat on equal footing. Quite a few have taken to the air to get their fair shot, but the divide is rapidly growing deeper there as well. If only there was a way to harness their squandered potential and turn festering frustration into raw power for them and their countries, right? Until a more permanent solution can be found, let me pitch the Urban Unrest event.

During the Urban Unrest event any ground battle fought in a region where a City, a Large City or a Metropolis is located can turn into a Street Fight under any of the following conditions:
> The same player leads the Fighter Statistics board on both sides
> A player switches Divisions and fights
> The player leading the Fighter Statistics board on either side out-tanks the player trailing the board on that same side with a wide enough margin (say 10:1)
> A player whose citizenship country has an active MMP with one of the combatants fights against it

Once a battle turns Street Fight all standard multipliers (eg. strength), buffs (eg. Legend rank), bonuses (eg. Natural Enemy bonus), boosters (eg. damage booster) and items (eg. energy bars) are off. Everyone fights with the same base hit. The battle retains this status until it is over. There is combo damage (say +20😵 added for extensive participation. Combo damage is triggered after a certain total damage output threshold is exceeded (say 100.000.000) and remains active for as long as more than a certain number of players (say 20) fight simultaneously for one side. We can call Street Fights where combo damage was on at some point Vicious Street Fights. If a battle ends up a Vicious Street Fight the upcoming battle after it will automatically play out as a Street Fight.

As for compensation for going old-school brawl, consider:
> Street Fighter Decoration: Awarded to any player landing above a certain amount of damage (say 1.000.000) in winning Vicious Street Fights
> Monkeywrenches (Debuffs): Expiring rare drops in Vicious Street Fights; when activated turn any battle into a Street Fight
> x2 gold rewards for Battle Hero medals in Street Fights
> Battle Hero medal with normal gold reward for division-native damage leader in Street Fights
