The composition of Congress


Artículo 1.- El Congreso está compuesto por los congresistas elegidos democráticamente de acuerdo a las leyes de eRepublik. Con excepción de no tener Congreso ingame por estar sin regiones, situación en la cual rige la Ley de emergencia frente a situaciones de borrado.


Article 1.- The Congress is composed of democratically elected congressmen according to the laws of eRepublik. With the exception of having no congress ingame for being without a region, a situation in which the Emergency Law applies to situations of erasure.

Artículo 2.- La Mesa del Congreso es el órgano rector de la administración del Congreso.

Article 2.- The Bureau of the Congress is the governing body of the administration of Congress.


Artículo 3.- La Mesa del Congreso estará compuesta por tres miembros, elegidos de acuerdo a los Artículos 5, 6, 7 y 8 de esta Ley, y perduraran en su cargo por un período legislativo, pudiendo repostularse al inicio de sesiones del próximo Congreso al día 27.

Article 3.- The General Committee shall be composed of three members, elected according to Articles 5, 6, 7 and 8 of this Act, and will last in office for a legislative period and may run again at the beginning of the next Congress session day 27.


Artículo 4.- Adoptar cuantas decisiones y medidas requieran la organización del trabajo del Congreso, siendo los únicos administradores de la plataforma donde el Congreso se desarrolle. Es decir, organizar el Congreso en base a esta Ley.


Cumplir y hacer cumplir el Reglamento del Congreso.

La clasificación y tramitación de los escritos y documentos de índole parlamentaria

Dirigir los debates y mantener el orden de los mismos.


La Mesa del Congreso en ningun caso podrá decidir sobre proyectos de ley o cualquier otra propuesta menoscabando la decisión soberana del pleno del Congreso.

Cuando hubiera varias propuestas sobre un mismo texto, deberá considerar todas y cada una de las propuestas hechas por cualquier congresista.

La Mesa del Congreso tiene la potestad de crear los canales necesarios para lograr que el conjunto de los congresistas tomen todas y cada una de las decisiones de este cuerpo soberano, siendo el ingame obligatorio.


Párrafo: Aquellos miembros de la Mesa del Congreso que no sean congresistas al momento de su elección no tendrán voto en votaciones. Pudiendo ayudar a llegar a un consenso y hacer observaciones en tópicos donde se violen los preceptos de esta ley.

Artículo 5.- Al inicio del ciclo legislativo uno de los integrantes de la Mesa del Congreso de la pasada legislatura, o el CP, abrirá las postulaciones, con una duración de veinte y cuatro (24) horas, en el cual se postularán los candidatos a conformar la Mesa del Congreso que cumplan con los requisitos presentados en el Artículo 14 de esta ley.

Article 5. Artículo 6.- Si la cantidad de postulados es mayor a tres (3), se realizará un proceso de votación no mayor a 24 horas para seleccionar los integrantes de la Mesa del Congreso.

Artículo 7.- Cada Congresista podrá votar por hasta 3 postulados. Asumirán como integrantes de la Mesa del Congreso los tres (3) candidatos con más votos. En caso de empate, asume el que más medallas de congresista tenga.

Artículo 8.- Los integrantes seleccionados conformarán la Nueva Mesa del Congreso y estos darán apertura a la legislatura ordinaria del Periodo, reanudando los debates cerrados en la anterior legislatura y conociendo los nuevos proyectos de ley de acuerdo a lo que establece esta Ley y la Constitución de los Jugadores de eCuba.

Article 8.- The members selected form the new Bureau of Congress and these will open to ordinary legislature period, resuming discussions closed in the previous legislature and knowing the new bills according to the provisions of this Act and the Constitution of players of Ecuba.


Artículo 9.- Para poder ser miembro de la Mesa del Congreso es necesario cumplir con los siguientes requisitos:

Ser miembro o haber sido miembro del Congreso por uno o más períodos legislativos.

Conocer a fondo la aplicación de esta Ley.

Ser ciudadano eCubano Ingame. En caso de tener otra ciudadanía tiene que obtener la aprobación de las dos terceras partes del Congreso.

Article 9.- To be a member of the Bureau of the Congress is necessary to meet the following requirements:

Artículo 10.- Cualquier miembro de la Mesa puede dimitir si lo considera necesario. Una vez la dimisión sea efectiva el antiguo miembro de la Mesa no podrá ejercer en sus funciones en la Mesa del Congreso y podrá ser sustituido por el candidato que más votos haya tenido en las elecciones de la Mesa del Congreso después del tercer miembro.

Article 10.- Any member of the Board may resign if necessary. Once the resignation is effective the former member of the Board may not exercise their functions in the Bureau of Congress and may be replaced by the candidate who has had the most votes in the elections of the Bureau of Congress after the third member.


Artículo 11.- En caso que no existir más candidatos, se procederá a una nueva postulación de acuerdo a lo estipulado en el Artículo 5 de esta Ley aplicada para suplir el/los miembro(s) faltantes.

Articulo 12.- En caso de inactividad o abuso de poder o mal desempeño en sus funciones, los que resultan contrarios al presente Reglamento y a nuestra Constitución, de uno o más de los miembros de la Mesa, los demás integrantes del órgano rector del Congreso o cualquier congresista en funciones, tiene(n) el derecho de pedir la destitución de dicho/s miembro/s al Pleno del Congreso. En el caso de los congresistas, los mismos deberán elevar la pertinente denuncia a él o los restantes miembros del congreso, quien/es en un plazo no superior a 48 hs. y por mayoría absoluta decidirá/n la procedencia o no de la acción denunciada.

Article 12.- In the event of inactivity or abuse of power or malfeasance in their duties, which are contrary to this Regulation and to our Constitution, of one or more members of the Bureau, the other members of the governing body of Congress or any congressman in office, has (have) the right to request the removal of that/s member/s at full Congress. In the case of Congress, they must raise the appropriate complaint to him or the other members of Congress, who/is in a period not exceeding 48 hours. and by an absolute majority decide/n the admissibility of the action reported.


Artículo 13.- Para el caso, que la imputación recayera sobre los tres integrantes de la Mesa, los congresistas, se encontrarán facultados a los efectos de efectuar la pertinente denuncia. En ambos casos, se realizará una debate de urgencia (24 hrs) y luego una Votación de la misma cantidad de tiempo donde las únicas opciones serán "A favor" o "En contra", aprobándose por mayoría simple. En el cual no podrá votar el/los miembros de la Mesa del Congreso imputados. Para este caso cualquier congresista podrá abrir los Mass MP de debate y votación correspondientes.

Article 13.- In the case, that the complaint fall on the three members of the Bureau, Congress will find themselves empowered to carry out the purposes of the relevant complaint. Artículo 14.- De ser aceptado el pedido se procederá al reemplazo a través del siguiente candidato en la lista inicial de postulados a miembros de la Mesa del Congreso con más votos, y en caso de inexistencia de dicho candidato, realizar una nueva postulación como lo estipulado en el Artículo 5 de esta Ley.

Artículo 15.- Todo congresista o ciudadano eCubano, tiene el derecho de enviar proyectos de creación, modificación o derogación de leyes previamente elaborados, como así también, solicitar la creación de una comisión para la elaboración de una ley sobre un tema especìfico. Cualquiera de estas opciones será presentada por el congresista en el Mass General del Congreso. Para el caso de una propuesta presentada por un ciudadano que no es congresista, la misma será enviada por MP a cualquier miembro de la Mesa del Congreso, quien la trasladará al Mass General del Congreso.

Article 15.- Any congressman or eCubano citizen, has the right to send projects of creation, modification or repeal of laws previously prepared, as well as, request the creation of a commission for the elaboration of a law on a specific topic. Any of these options will be presented by the congressman in the Mass General of the Congress. In the case of a proposal presented by a citizen who is not a congressman, it will be sent by MP to any member of the Congress Committee, who will transfer it to the General Mass of the Congress.


Artículo 16.- Los Proyectos de Ley que sean presentados por los congresistas o ciudadanos en el Mass General del Congreso deberán contar con el apoyo del 10% de los congresistas habilitados (redondeando al entero próximo mayor), sin contar al proponente, para que el mismo pase a debate. Una vez logrados los apoyos en un plazo de 48 hs de hecha la propuesta, la Mesa del Congreso abrirá un Mass MP para su debate, estableciendo un plazo mínimo de 48 hs. para el trabajo, pudiéndose extender por 48 hs. más como máximo, a criterio de la Mesa del Congreso, cuando considere que dicha extensión favorece el consenso.

Artículo 17.- Los congresistas, durante el tiempo de la propuesta, podrán realizar las apreciaciones, críticas, propuestas de cambio que crean oportunas, siempre en Mass MP de debate en cuestión y respetando lo que estipula esta Ley y las Normas de Conducta y Convivencia.

Artículo 18.- En caso de lograr consenso en la instancia anteriormente mencionada, el proyecto de ley pasará directamente a votación.

Artículo 19.- Vencidos los plazos, en caso de no lograr consenso sobre la ley o propuesta en general, el proyecto pasa a votación. De haber surgido diferencias parciales al proyecto o propuesta de ley, la Mesa del Congreso, previo a la votación final sobre el proyecto, pondrá a consideración sólo los artículos que han generado discrepancia, considerando dichas discrepancias solo si son presentadas como contrapropuesta, ya sea como eliminación total del o los artículo/s en cuestión o como contrapropuesta alternativa, presentada en el mismo formato de el/los artículo/s en cuestión. Pudiendo extender el plazo de debate en busca de consenso, quedando a criterio de la Mesa del Congreso determinar la instancia en la que el pleno del Congreso resuelva dichas discrepancias.

Cuando haya más de tres propuestas diferentes sobre un mismo texto o articulo, para favorecer que en las votaciones haya una mayoría que pueda aceptar una de las propuestas, podrá sugerir a los congresistas proponientes una de las siguientes fórmulas:

1) Consensuar con los congresistas proponientes hacer dos votaciones, una primera donde se presenten todas las propuestas, y ahí se vota eligiendo cada congresistas 2 propuestas, y las 3 más votadas, pasan a una segunda votación en la que saldrá elegida la que sería aprobada.

2) Conceder un plazo de 48 horas para que los congresistas que presentaron propuestas, se pongan de acuerdo en decidir cuales pasan a votación, pudiendo ser una sola la que finalmente pase a votación.

Article 19.- Once the deadlines have expired, in case of not reaching consensus on the law or proposal in general, the project goes to a vote. If partial differences have arisen to the project or proposal of law, the Bureau of the Congress, will consider only the articles that have generated discrepancy, considering said discrepancies only if they are presented as a counterproposal and in the same format of the article (s) in question. Being able to extend the debate period in search of consensus, being left to the discretion of the Board of Congress to determine the instance in which the plenary session of Congress resolves such discrepancies.

When there are more than three different proposals on the same text or article, to favor that in the voting there is a majority that can accept one of the proposals, it may suggest to the proposing congressmen one of the following formulas:

1) Agree with the proposing congressmen to make two votes, a first where all the proposals are presented, and there is voted choosing each congressmen 2 proposals, and the 3 most voted, they pass to a second vote in which they will be elected which would be approved .

2) Allow a period of 48 hours for the congressmen who submitted proposals to agree on which ones to vote, and only one may finally vote.


Artículo 20.- Para las propuestas de modificación de una ley existente se seguirán los mismo procedimientos estipulados en los artículos 15, 16, 17, 18 y 19 de la presente ley.

Article 20.- For the proposed modification of an existing law the same procedures set out in Articles 15, 16, 17, 18 and 19 of this Law shall be followed.


Artículo 21.- Para las propuestas de derogación de una ley existente, será presentada por el congresista en el Mass General del Congreso. Para el caso de una propuesta de derogación presentada por un ciudadano que no es congresista, la misma será enviada por MP a cualquier miembro de la Mesa del Congreso, quien la trasladará al Mass General del Congreso, en ambos casos, dando los fundamentos para la derogación y deberán contar con el apoyo del 10% de los congresistas habilitados (redondeando al entero próximo mayor), sin contar al proponente, para que el mismo pase a debate. Una vez logrados los apoyos en un plazo de 48 hs de hecha la propuesta, la Mesa del Congreso abrirá un Mass MP específico y establecerá un plazo de 48 hs. para que cualquier congresista pueda hacer una propuesta de modificación de dicha ley en el mismo Mass MP, con los fundamentos para la no derogación. De no existir dicha propuesta de modificación, vencido el plazo, la derogación pasa a votación.

Artículo 22.- En el caso de que frente a una propuesta de derogación de una ley existente, surja una propuesta de modificación de dicha ley, la Mesa del Congreso reabrirá los plazos de trabajo de acuerdo a los artículos 15, 16, 17, 18 y 19 de la presente ley.

Artículo 23.- De no existir consenso entre una propuesta de derogación y una de modificación de una ley existente, luego de vencido los plazos, se seguirán los procedimientos de acuerdo al artículo 19 de la presente ley.

Artículo 24.- Vencidos los plazos de trabajo y debate de un proyecto de ley, modificación o derogación de ley existente, la Mesa del Congreso abrirá en el mismo MassMP específico, la votación del proyecto, modificación o derogación en particular. Presentándose de la siguiente manera:

Gdoc con el texto del proyecto, la modificación o la ley que se quiera derogar.


Las opciones válidas para votar, en este caso, son: "A Favor", "En Contra" y "Me Abstengo"

Artículo 25.- Las opciones válidas para votar son: "A Favor", "En Contra" y "Me Abstengo"

Artículo 26.- Todo Congresista tiene el deber y el derecho a votar o abstenerse en las propuestas presentadas en el Congreso. Se debe escribir únicamente la opción seleccionada.

Artículo 27.- Se dará por nulo todo aquel voto que:

a) La respuesta no sea una de las opciones establecidas en el Artículo 29 de esta Ley.

b) La respuesta incluya cualquier comentario que exceda las 3 líneas de texto (o se considere una justificación poco sintética-mayor cantidad de líneas de texto) de porqué seleccionó su opción, cualquier otro comentario, imagen y/o emoticones ajenos a la selección de su voto.

c) Si el voto se realiza después de vencido el plazo de la votación.

Article 27.- Shall be given by nule that vow:

Artículo 28.- Al finalizar el plazo la Mesa del congreso clausurará las votaciones, verificará el resultado. En caso que la opción ganadora sea “A Favor”, la propuesta; proyecto, modificación o derogación de ley, queda aprobada. En caso de que la opción ganadora fuera “En Contra”, la propuesta; proyecto, modificación o derogación de ley, queda rechazada; no pudiéndose presentar otra propuesta o proyecto sobre el mismo tema por un plazo de 30 días. En caso de que la opción ganadora fuera “Me abstengo”, la propuesta; proyecto, modificación o derogación de ley, queda rechazada; pudiendo volver a reiniciar el debate si cualquier congresista lo solicita. En caso de empate entre cualquiera de las opciones, la propuesta; proyecto, modificación o derogación de ley, vuelve a la etapa de debate. La mesa del Congreso comunicará tanto al solicitante como al resto del Congreso la aprobación o rechazo de la propuesta.

Article 28.- At the end of the term the Congress Committee will close the voting, verify the result. In case the winning option was "Against", the proposal; project, modification or repeal of the law, is rejected; not being able to present another proposal or project on the same subject for a period of 30 days. In case the winning option was "I abstain", the proposal; project, modification or repeal of the law, is rejected; being able to restart the debate if any congressman requests it. In case of a tie between any of the options, the proposal; project, amendment or repeal of the law, returns to the debate stage. The Congress table will communicate the approval or rejection of the proposal to both the applicant and the rest of the Congress.


Artículo 29.- La votaciones serán validadas por mayoría simple, salvo en los casos en los que los proyectos de ley incluyan en su contenido una mayoría especial para su derogación o modificación, en los cuales la validación para su aprobación requerirá la misma mayoría especial contenida en el proyecto, de acuerdo al artículo 13 de la Constitución de los Jugadores de eCuba.

Article 29.- The ratings will be validated by simple majority except in cases in which the projects be included in its content a special majority for repeal or modification, in which validation for approval require the same special majority contained in the project, according to Article 13 of the Constitution of the players of Ecuba.


Artículo 30.- La leyes o modificaciones aprobadas entran en vigencia inmediatamente después del del cierre de la votación.

Leyes Ingame.

Artículo 31.- Las leyes enviadas Ingame serán enunciadas en el/los massMP general del Congreso.

Artículo 32.- Cualquier congresista o ciudadano podrá proponer una ley Ingame previamente a lanzarla en el Mass General del Congreso, para buscar consenso previo, o para que algún congresista la lanze Ingame en caso de no serlo. Este procedimiento no es obligatorio.

Article 32.- Any congressman or citizen may propose a law Ingame before to launch in the General Mass of the Congress to seek prior agreement, or for any congressman lanze the Ingame should not be. This procedure is not required.


Artículo 33.- El CP o cualquier congresista que sea miembro del poder ejecutivo deberá dar recomendación en el/los massMP General del Congreso sobre las leyes Ingame lanzadas por el ejecutivo.
