Art. I - La Biblioteca de Leyes de Cuba es mantenida por el Gobierno.
Art. I - The Library of Laws of Cuba is maintained by the Government.
Art. II - La Biblioteca de Leyes de Cuba se almacena en un artículo del Boletín Oficial de Cuba, accesible a todos los ciudadanos.
Art. II - The Library of Laws of Cuba is stored in an article of the Boletín Oficial de Cuba, accessible to all citizens.
Art. III - La Biblioteca de Leyes de Cuba incluye todas las leyes en vigor o derogadas, con un enlace a un artículo publicado en el Boletín Oficial de Cuba con la correspondiente ley.
Art. III - The Library of Laws of Cuba includes all the laws in force or repealed, with a link to an article published in the Boletín Oficial de Cuba with the corresponding law.
Art. IV - En caso de aprobarse, modificarse o derogarse una ley, la Biblioteca de Leyes de Cuba debe ser actualizada en las siguientes 72 horas.
Art. IV - In case of approval, modification or repeal of a law, the Library of Laws of Cuba must be updated in the following 72 hours.
Art. V - Debe incluirse un enlace a la Biblioteca de Leyes de Cuba en todos los artículos publicados en el Boletín Oficial de Cuba.
Art. V - A link to the Library of Laws of Cuba must be included in all articles published in the Boletín Oficial de Cuba.

Was the law changed in Congress?? If so, why are citizens not informed about the proposal and results of voting?? Why is the law presented without any additional information about the change??
If it was not changed in Congress, why is the government publishing wrong version of the law??
Where is the transparency you promised??
