[Referendum] Ley de Transparencia // Transparency Law

Desde el Comisariado del Pueblo para los Asuntos Internos, queremos llevar a referendum, una propuesta de transparencia en los futuros Gobiernos que existan en la Isla.

Este referendum se debe a que al intentar tratarse en el Congreso de eCuba, los Congresistas refieren que al no haber base legal para su aprobación, debe ser el pueblo cubano quien decida esta ley para su aplicación en futuros gobiernos.

La propuesta que realiza este Comisariado y por consiguiente este Gobierno es la Siguiente.

El Gobierno de eCuba, en aras de la transparencia e información a la ciudadanía eCubana, tramitará semanalmente un informe de gestión que será publicado en el Boletin Oficial de Cuba y donde se desarrollarán los siguientes aspectos.

1.- Explicación de lo realizado y acontecido durante la semana en cada uno de los Comisariados//Ministerios.

2.- Exposición de las cuentas de eCuba semanalmente con sus ingresos y gastos, así como un balance de éstas.

3.- Exposición en un artículo el día 6 de cada mes saliente de la gestión realizada durante el mes de mandato.

4.- Dichos artículos, serán publicados en uno de los dos idiomas oficiales de la isla, aunque es preferible que se haga en los dos.

Con esta propuesta, desde este Gobierno, buscamos el compromiso de todos los ciudadanos eCubanos, así como de los partidos políticos para que eCuba esté constantemente informada de las gestiones que realiza el Gobierno durante el mes de mandato.

La votación de esta propuesta, tendrá de duración los dos dias que dure el artículo publicado.

Si // A favor
No // En contra
Abstención.

Para evitar jaleos a la hora del recuento, los votos no podrán ser comentados, es decir, se podrá comentar esta propuesta, pero en el propio voto no.

Obviamente, solo contarán los votos de los ciudadanos cubanos.

From the Commissary for Internal Affairs, we want to do a referendum about a transparency in the future Governments which exist in the island.

This referendum is because we were trying to deal with it in the Congress of eCuba, the congressmen said that because there is no legal base for its approval, the Cuban population must be the one who decide if this law continue to its application in future governments.

The proposal that this Commissary and, as a consequence, this government is making is the following one:

The Government of eCuba, in order to make the country transparent and to keep the citizenship informed, will make a report about the weekly management which will be published in the Official Bulletin of Cuba and where these different aspects will be develope😛

1.-Explanation about what has been realized and what has happened during the whole week in each Ministry/Commissary.

2.-Exposition of the eCuban accounts weekly with their incomes and expenses, as well as a balance of them.

3.-Exposition in an article each 6th day of each month of the management realized during the month of the management.

4.-These articles will be published in one of the official languages of the island; however, it is better if it is done in both of them.

With this proposal, from the Government, we search for the compromise of all eCuban citizens, as so as of the different political parties so that Cuba is constantly informed of the management that the Government have realized during the whole month.

The vote of this proposal will have the duration during the two days in which this article will be published.

Options for voting:

Yes/ in favour.

No / Against it.

Abstention.

In order to avoid problems in counting the votes, the votes cannot be commented, I mean, the proposal can be commented but not in the proper vote.

Obviously only the votes of eCuban citizens will be counted
