Al Raposas ninth State of the Republic Address



Friends, Filipinos, Fellowmen. Mabuhay!

On Day 3300, I announced my intentions to run my ninth presidential campaign in my political career. Five days later, the results of a highly competitive election has been finalized. Perhaps it is no coincidence that after my ninth run, I would deliver my ninth address to this noble nation. Thank the Lord God for His grace.

In this New World, we need a New Philippines. This is the main purpose of the efforts we expend. As we tend to see the forest, we also look at the trees.

1. Government reorganization
As of this moment, our current setup does not allow the president to make direct appointments to in-game ministerial positions. However, our benevolent dictator seems cooperative to us and I believe we can make good progress. Among the primary Cabinet positions we need to fill would be that of Foreign Affairs, Defense, Finance (Governor), and Education. If these positions are already filled, we would prefer a major Cabinet revamp the following year for a smoother transition.

2. Financial restructuring
We have coordinated with the current Minister of Finance to provide for our proposed budget. Since I have only presented a rough figure, I would take this opportunity to proposed a detailed budget (subject to changes depending on the prevailing economic circumstances).

a) Revitalized Supply Program (RSP):
Our target is to provide for 100 citizens. In the past, the government provided only Quality 6 (Q6) weapons and Quality 5 (Q5) food. We decided to upgrade the quality of our supplies by providing Q7 weapons and Q6 food. It is estimated that it would be operational with a budget of at least 30,000 pesos.



b) Philippine Associated Suppliers Cooperative (PASCO):
To make the Filipino market competitive and help our economy going, PASCO is primarily intended to encourage our citizens to buy Filipino. The cooperative would initially be set to influence Q1, Q4, and Q7 weapons. It is estimated that it would jumpstart with a budget of at least 6,000 pesos.

c) Government compensation
To create incentives for our officials in their work, it is proposed to provide a small compensation for each of them. For the president, it is proposed to give 6,000 pesos (200 pesos per day). For the ministers, it is proposed to give each one 1,500 pesos (a total of 6,000 pesos for all major Cabinet positions). The estimated budget for this program is at least 12,000 pesos.

d) Contingency fund
Emergency situations would require quick provision of necessary resources. A large contingency fund must be prepared since the Philippines is a country prone to disasters and to battles. It may also be used to provide for other projects that may come up, or realign them to existing programs that require more, along the way. It is proposed that the fund be at least 12,000 pesos.

All in all, the proposed budget for this term is 60,000 pesos. It is only a small sacrifice to restructure our financial standing. To put into context, the Treasury currently holds almost 454,000 pesos. We need to invest on our people for they are our greatest resource.

3. Building our foundations
We intend not to create a new order, but to build upon what has been achieved thus far. We can make this nation better because we have already been good. In order to unleash the hidden potential of our people, we would be involved in education, especially with young citizens below Level 30. We would also be involved in instilling values and traditions we have long kept. Lastly, we would introduce new and innovative ideas. I propose to form the initiative program called "Sandigan" which would primarily be a consultative and implementing body composed of non-government citizens in direct contact with the government. This is expected to boost coordination, cooperation, communication, and ultimately build our foundations. Any great task must be built upon solid foundation.

This is what I offer you. Not all may agree with my strategy, but I hope in my heart that we would all work for the betterment of the country. For unity, stability, and progress.
