Dear citizens of the Netherlands,

Recently the Ministry of Defense has published three articles concerning our Training War. I'd like to a final article explaining what has been done this term.




Interest
When this term started I knew about several possibilities for a Training War we could all enjoy and benefit from. When our president Gwom presented his team for this month I decided to write a comment below the article stating that I would try my best setting up a Training War. I'm happy to day that we are now enjoying this TW.

Communication with Canada
How and why did we manage to start a training war with our Orion ally Canada? It's been almost two months ago now that I learned about the Canadians aspirations of a military campaign. They wanted to fly towards the middle east and have some fun or start a TW with a suitable partner. I jumped the gun and mentioned that eNL would be willing to host a TW in their regions. At the time Lithuania was still an Orion member and the only one at real war. A month later (last month) Canada still hadn't launched their campaign and I started talking with their government again. Rylde and Exalted Druid were interested in the training war proposal but did not want to start it because of various international as well as domestic circumstances. Another month passed but we continued talked about a TW. This term with a new government installed I contacted the Canadian government a few days after the presidential election. The new government was also interested in the idea of a TW. However there were some things that made them question about their airstrike which was needed for them to fly to our core regions.

Determination in Canadian regions
Canada has a rental agreement with both Serbia and Romania. They have to reset the determination bonus which builds up as time passes. Because of this reason They could not fly to the Netherlands just yet. They had to fight with Romania and Serbia first.

MPP stacks
After the issue of determination in Canadian regions Canada dropped the only MPP they had left which meant they now had to pay less for an airstrike on our core regions. But there still was a problem. The Netherlands had 10 MPPs consisting of strong countries in order to keep them safe from enemy countries. They made it impossible for Canada to land by means of an Airstrike. We had to drop most of our MPPs in order to create the opportunity for Canada to win the airstrike campaign. I spoke with the government, created a plan. We now knew which MPPs to drop and which ones to keep.

Congress
Both Canadian and Dutch congress had to agree with the start of a training war. For Canada this meant investing money into an airstrike and for the Netherlands this meant offering our regions as a place to fight as well as lowering our defenses by dropping several MPPs from our at the time MPP stack. A tread on our national forum was create and congress members were made aware of this topic by means of an in game group PM. There was a discussion followed by a vote. Both the congress of Canada and the Netherlands agreed to the proposed training war.

Foreign Affairs
Dropping MPPs involves speaking with governments of other countries. With a little help from some government members we spoke with most of our allies and explained why we did not want to renew our MPP. Of course when special circumstances arise and we will be forced to sign MPPs or our allies require an MPP with us we will be able to temporarily end the TW or simply sign the MPP with our allies.

Money
By decreasing our MPP stack from 10 to only 4 MPPs we've saved about 60k cc this term. This is a lot of money for a small country like eNL. For once a government did not spend all the budget that was made available for them. A Training war means less tax income since not everyone will be able to work as a manager in the occupied regions. To counter this the medals won by our citizens also offer a source of tax income yet this does not outweigh the tax collected from working as a manager. The government thus misses out on a little amount of tax income every day. On the contrary fighters for the Netherlands see their income increase due to the medals that can be won in the duration of the training war. Essentially this training war is for you!

In the past few months my dedication towards government has declined compared to last year. I used to publish battle order articles every other day and update them every few hours. Nevertheless I am happy that I have realized the aspirations I had for this term. Setting up the training war and keeping the MU commanders informed about the situation has been my priority. Next month I will not be a minister in any government. June is the month of exams and I will focus on my study. I will be active behind the scenes but will not be able to commit myself towards a role as minister. It’s time for someone else to step up!
