[eBe] March/April Congress Report - 2

On the previous report, there came some questions and a promise was made to give some insights in the debates.
I do hope that this report will succeed in this.
All eBelgian citizens have the right to participate in the debates. An easy rule of thumb is: If you have the technical ability to make an post, you are allowed to do so 😉
In order to be able to make posts there and to read it, you do need special forum-access, this is granted by the citizenmask on the forum.
Introduce yourself here: http://www.erepbelgium.com/f1-welcome-bienvenue-welkom and an admin will take care of it.
Please enjoy reading this report.
Yours truly and CoC of the month,
NLSP

President-elections
Currently the president elections are still busy, but it seems that BrunoCND has a comfortable lead on Jonathan Clay. The two other candidates seems to be out of the race.
Since our CP is also part of congress, our current CP Goopypants will be replaced by the newly, freshly elected CP, who's name will be known for sure during day 1599.
UPDATE: BrunoCND is our new CP.

MPP

Our Congress received three MPP-proposals, from Thailand and Mexico, offered by their CP and our CP proposed Hungary.
Mexico is still in voting, but enough Members of Congress have voted yes for it to pass already.
The proposal for a mpp with Thailand was rejected, what could be explained since the debate reflected the wish to wait after the CP-elections.
The mpp for Hungary was accepted.
The debate of mpp's have happened in private congress.
The votes can be seen by clicking on the following links:

No NE
eBelgian congress had vote in favour of an no-NE-law. This had however no effect on the speed of ending the war. I'm pleased to say that eBelgium has liberated all of it's original regions from the dutch aggressors.
The vote can be seen here: http://www.erepublik.com/en/main/law/Belgium/102221

Move of funds
Money in our national treasury can not be easily used. A congress vote is necessary for every move, therefore it is in eBelgium, like in many other countries, the tradition to donate money from the national treasury to a national org, where it can be easier used. Such a vote is purely routine, but we see that eBelgium used for the first time the new limit of 400,000BEF.

Approval for dMoD
For the first time since eBelgium has the requirement that Honorary Citizens need congress approval to combine an eBelgian government position with a foreign government position, this actually happened.
Congress approved without objection the position of dMod for Fhaemita with his other foreign governmental jobs.

Vote: http://www.erepbelgium.com/t5996-fhaemita-dmod-accepted

Security Council
eBelgian has an Security Council (SeCo) that can in certain emergency situations take fast decisions in name of congress. Each party that has a representatives in congress, is allowed to appoint 1 person.
His job is, when the SeCo has to make a decision, to make such decision with the countries best interests in mind and not personal or party-politic ones.
The Seco has however never been used.
This month, the SeCo consists of
* Boklevski for BfB
* Goopypants for Om
* NLSP for RB
* Cotarius for BCP
* Jofroi for ATO

Current Forum Debates
The following debates have been opened since the last report, but didn't come to a vote:

http://www.erepbelgium.com/t5994-repeal-the-following-acts-blurps
http://www.erepbelgium.com/t5993-discussion-about-cabinet-legislation
Spin-off debates from the 'dMod-acceptance' debate, that goes about some of our laws and the presumed unconstitutionality of them.

Like always, feel free to give feedback and suggestions on this report or on congress.
