En el dia 3943, el Congrés ha modificat la Llei de subvencions. Publiquem la nova llei i s'incorpora a la Biblioteca del Congrés. Al final podran veure el detall de les votacions.





Art.1. Requisitos generales para la solicitud de cualquier subvención incluida en esta ley

Tener activada una casa Q1. Requisito no aplicable a la Subvención a la División Aérea.
Un mínimo de 6 meses de antigüedad con CS cubana, reducible a 2 meses si quien solicita la ayuda o subvención participa en cualquiera de las distintas plataformas de comunicación outgame que el gobierno considere válidas (telegram, whatsapp, etc…).
Haber recibido un mínimo de dos veces en el último mes la subvención a la división aérea (Excepto la subvención a los Centros de Energía, que requiere un mínimo de 8 semanas seguidas). Rechazar la subvención aérea contará como no recibida. Requisito no aplicable a la Subvención a la División Aérea.
Presentar cualquier captura que la propia ley o el gobierno/congreso soliciten, así como capturas de cualquier operación de compra que la subvención requiera y captura de cualquier otro requisito expuesto en esta ley.

Art.2. El gobierno tiene la obligación de mantener actualizado un listado de los solicitantes de estas ayudas, complementado con cualquier información adicional que se le requiera al solicitante (fotos, mensajes, etc…).

Art.3. En caso de sumar entre el CT y la ORG, a día 7 del mes, una cantidad inferior a 1.000.000 Cup, esta ley quedará en suspenso durante el mes en curso.

Art.4. A principio de legislatura, se publicará un artículo con todas las subvenciones activas y su enlace a la ley que las cubre, en el Boletín Oficial de Cuba.


A los Centros de Energía Permanente

Art.5. Esta subvención estará vigente mientras se mantengan alquilados el/los recurso/s que Cuba posee por un importe igual o superior a 200.000 Cup en total.

Art.6. No se podrán solicitar en un mismo mes las dos ayudas expuestas en esta ley.

Art.7 El límite de gasto mensual destinado a esta ley será de 140.000. Las subvenciones se repartirán según el orden de llegada de las solicitudes.

Art.8. Para el Centro de Energía Permanente de Nivel 1 se dará una subvención de 15.000 Cup. En cuanto se haga efectiva la compra del Centro de Energía se deberá demostrar mediante una captura de pantalla. El plazo límite para la compra del Centro de Energía es de 11 días tras haber recibido la subvención. De no poder demostrar la compra del Centro de Energía el solicitante quedará excluido de cualquier otra ayuda o subvención.

Art.9. Para el Centro de Energía Permanente de Nivel 2 se dará una subvención de 30.000 Cup. En cuanto de haga efectiva la compra del Centro de Energía se deberá demostrar mediante una captura de pantalla. El plazo límite para la compra del Centro de Energía es de 11 días tras haber recibido la subvención. De no poder demostrar la compra del Centro de Energía el solicitante quedará excluido de cualquier otra ayuda o subvención.
Art.10. La petición de esta ayuda se realizará del 16 al 20 de cada mes (ambos días incluidos). Las ayudas se empezarán a repartir en cuanto lleguen las solicitudes siguiendo el orden de llegada (siempre que se cumplan todos los requisitos).


A las Casas Q2

Art.10. Esta ayuda será publicada de forma mensual, todos los día 10. El plazo para solicitar la ayuda finalizará el día 13 (este incluido).

Art.11. El importe de la subvención es de 300 Cup por cada Casa Q2 que se compre. Se podrá aumentar hasta los 400 Cup por cada Casa en caso de comprar la Casa en el Mercado Cubano. El límite de Casas a subvencionar por mes y persona será de 4. El límite de gasto de esta ayuda es de 30.000 Cup. Las ayudas se empezarán a repartir en cuanto lleguen las solicitudes siguiendo el orden de llegada (siempre que se cumplan todos los requisitos). Todas las casas para las que se pida subvención deben ser compradas y activadas después de la publicación del artículo para la subvención y se debe mandar foto de toda la operación mostrando la hora y fecha de eRepublik.


A la División Aérea

Art.12. La ley de subvenciones a la división aérea pretende ayudar a los aviadores con nacionalidad cubana que hayan realizado muertes (kills) durante la última semana.

Art.13. El gobierno es el encargado del reparto directo de ese dinero al jugador, debiendo cumplir con toda la reglamentación sobre transparencia económica vigente en el momento del reparto.

Art.14. Los datos para la distribución de la subvención se sacan de las estadísticas que eRepublik recoge, Ciudadanos -> Oponentes Derrotados -> Nacional-Aircraft (https://www.erepublik.com/es/main/leaderboards-damage)


Art.15. No cuentan para la subvención todos aquellos muertos o kills realizados por encima de los 1100 o por debajo de los 125.
Para recibir la subvención se requiere poseer nacionalidad cubana y un nivel superior a 25 en el momento del reparto, de no cumplirse estos requisitos el gobierno está obligado a informar al Congreso de la exclusión del jugador en cuestión. Los aviadores que no acepten o rechacen la subvención dos veces en el mismo mandato presidencial quedarán excluidos del reparto por lo que quede del tiempo de gobierno.

Art.16. El gasto semanal en esta subvención es de 7200cc.

Art.17. La subvención constará de la siguiente formulación:

donde: SUM: es la Suma total de muertes (kill) realizado por todos los aviadores, contemplado en el artículo 15,
CANT: es la cantidad de dinero semanal para el reparto, indicado en el artículo 16,
KILL: número de kill realizado por el jugador
N es el dinero a subvencionar por kill.

(La subvención a recibir por cada jugador será la cantidad de kills hechos por el jugador en cuestión multiplicado por el resultado de dividir el dinero disponible para la subvención entre el número total de kills que cumplen los requisitos expuestos en el artículo 15.)
(Dinero a recibir= kills realizados x total kills/dinero a repartir)

Art.18. Mientras esté vigente un alquiler sea de región o de recurso, de 200.000 cc o más mensuales, la cantidad indicada en el artículo 16 se cuadruplicará quedando el gasto semanal máximo en 28.800 cc. En el momento que cese dicho ingreso extraordinario la cantidad volverá a ser 7200 cc semanales. Si el alquiler en vigor fuera de menos de 200.000 cc se destinará un 25% del alquiler a incrementar la cantidad mencionada en el presente artículo.

Art.19. El reparto se realiza empezando por el número 1 de la lista anteriormente mencionada, y se va repartiendo a los siguientes clasificados hasta cumplir el límite de gasto semanal.

Art.20. Debido a las particularidades de eRepublik las estadísticas semanales se actualizan cada Martes, teniendo el gobierno tiempo para realizar el reparto de la subvención entre el Martes y el Domingo.


A los Campos de Entrenamiento

PREÁMBULO

El Gobierno de Cuba, a través del Ministerio de Economía, subvencionará a todo ciudadano Cubano que desee subir el campo de entrenamiento gratuito.

Art.21. La ayuda se realizará el día que haya rebajas en los trainings.

Art.22. El estado subvencionará el 100% del costo, hasta un máximo de 4.000 cc para subir el campo gratuito.

Art.23. Haber trabajado y entrenado 25 de los últimos 30 días antes de la oferta.

Art.24. Hacer 2 Capturas de Pantalla. Una primera con los trainings sin subir y una segunda con los trainings subidos. Ambas con la fecha y hora del sistema.

Art.25. Enviar dichas capturas al MoE correspondiente o a quien el Gobierno designe.

Art.26. El Estado empleará como máximo 20.000 cc en estas subvenciones.


Para la Mejora de la Agricultura Cubana

Subvencionar el 50% de la compra de 2 empresas q1 de panes, será del 75% mientras esté vigente un alquiler de 200.000cc o más mensuales. Dicha ayuda saldrá el día 27 de cada mes. El gobierno de turno tendrá que ofrecer esta ayuda a los ciudadanos que cumplan los requisitos que se mencionan a continuación. Se podrá optar a esta ayuda un máximo de 6 veces.

Se deberá informar a los ciudadanos cubanos de cuánta gente se ha beneficiado de la ayuda, bien podrá ser en los Informes Semanales o en el Informe Final de Gestión. Se darán un máximo de 15 ayudas mensuales, cuempliendo un estricto orden de de equidad. En caso de quedarse algún solicitante fuera del cupo, tendrá prioridad en caso de solicitar la ayuda el siguiente mes.

Los Ministros/Secretarios/Comisarios de Economía que ostenten el cargo deberán compartir la información relacionada con dicha subvención para evitar errores a la hora de su concesión.

Requisitos:
- Tener más de 6 meses de vida.
- Llevar más de 3 meses con la ciudadanía cubana.
- Las fábricas de pan se deben construir en el holding radicado en Cuba, con excepción de la región Western Cuba, o bien radicado en un país aliado o miembro de la alianza que cuba pertenezca y que posea un bonus igual o mayor al 50%, y cuyo holding debe poseer al menos una fabrica de panes y raw de pan.
- Tras la primera ayuda, tendrán que tener las fábricas iniciales, más las de las ayudas anteriores.
- Mandar al responsable de Economía las siguientes capturas de pantalla:
* Holding radicado en Cuba o en un país aliado (o miembro de la alianza que cuba pertenezca) cuyo bonus sea igual o mayor al 50%, y fabrica de panes que se posean ANTES de la construcción de las nuevas.
* Holding radicado en Cuba o en un país aliado (o miembro de la alianza que cuba pertenezca) cuyo bonus sea igual o mayor al 50%, y fabrica de panes NUEVA, la cual será subvencionada.
En ambas capturas debe esta las fecha y hora del sistema.

Enviar capturas de pantalla a la ORG.


Regla anticíclica de superávit fiscal

El primer día de legislatura el gobierno entrante debe presentar al Congreso un presupuesto para la legislatura. Este presupuesto debe establecer los gastos previstos por el Gobierno y los ingresos estimados. Estos presupuestos nunca podrán dar pérdidas económicas al estado, debiendo ser siempre mayores los ingresos que los gastos. Para eso el Gobierno podrá sugerir al Congreso una modificación de los impuestos.

Si esta modificación no fuese aceptada, el Gobierno estará en la obligación de reducir los gastos para adecuarlos al nivel de ingresos estimados. Primero se reducirán los gastos no estipulados por ninguna ley (excepto los MPP), después se reducirán los gastos estipulados por esta ley, de no ser suficiente se continuará con la reducción de los MPP, y se terminará por reducir los gastos estipulados por cualquier otra ley vigente en ese momento.

En ningún caso se permitirá al Gobierno hacer un gasto mayor al nivel de ingresos. Las únicas excepciones a esta norma será en caso de una guerra real entre Cuba y otro país o un Golpe de Estado en Cuba.






Art.1. General requirements for the application of any subsidy included in this law

Have a Q1 house activated. (this requirement is not applicable to the Subsidy to the Air Division)
A minimum of 6 months of Cuban CS, reducible to 2 months if the person requesting the aid or grant participates in any of the different outgame communication platforms, that the government considers valid (telegram, whatsapp, etc ...).
Have received a minimum of two times in the last month the subsidy to the air division (Except the subsidy to the Energy Centers, which requires a minimum of 8 weeks in a row). Rejecting the air grant will count as not received. Requirement not applicable to the Subsidy to the Air Division.
Submit any screenshot that the law itself or the government / congress requests, as well as captures of any purchase operation that the grant requires and screenshots of any other requirement stated in this law.

Art.2. The government has the obligation to keep updated a list of applicants for these grants, supplemented with any additional information that is required from the applicant (photos, messages, etc ...).

Art.3. In case the sum of money in the CT and the ORG, on day 7 of the month, is less than 1,000,000 Cup, this law will be suspended during the current month.

Art.4. When the term begins, the government will publish an article with all the active subventions and a link to each law, in the “Boletín Oficial de Cuba”.


Permanent Energy Centers

Art.5 This subsidy will be in force as long as the resource (s) that Cuba owns for an amount equal to or greater than 200,000 Cup in total is rented.

Art.6. The two aids set forth in this law can not be requested in the same month.

Art.7 The monthly spending limit for this law will be 140,000. The grants will be distributed according to the order of arrival of the applications.

Art.8. For the Permanent Level 1 Energy Center a subsidy of 15,000 Cup will be given. As soon as the purchase of the Energy Center becomes effective, it must be demonstrated by means of a screenshot. The deadline for purchasing the Energy Center is 11 days after receiving the grant. If the purchase of the Energy Center can not be demonstrated, the applicant will be excluded from any other aid or subsidy.

Art.9. A 30,000 Cup grant will be given to the Permanent Level 2 Energy Center. As soon as the purchase of the Energy Center becomes effective, it must be demonstrated by means of a screenshot. The deadline for purchasing the Energy Center is 11 days after receiving the grant. If the purchase of the Energy Center can not be demonstrated, the applicant will be excluded from any other aid or subsidy.


Art.10. This aid can be requested from 16th day to 20th of each month (both days included). The aids will begin to be distributed as soon as the requests arrive following the order of arrival (provided that all the requirements are met).


Houses Q2

Art.10 This aid will can be requested on a monthly basis on 10th day each month. The deadline for requesting the aid will end on the 13th (included).

Art.11. The amount of the subsidy is 300 Cup for each House Q2 that is purchased. You can increase up to 400 Cup for each House if you buy the House in the Cuban Market. The limit of houses to subsidize per month and person will be 4. The limit of expenditure of this aid is 30,000 Cup. The aid will begin to be distributed as soon as the requests arrive following the order of arrival (provided all the requirements are met) ). All the houses for which a subsidy is requested must be purchased and activated after the publication of the article for the subsidy and a photo of the whole operation must be sent showing the time and date of eRepublik.


Air Division

Art.12 The law of subsidies to the air division is intended to help aviators with Cuban nationality who have killed (kills) during the last week.

Art.13. The government is in charge of the direct distribution of money to the player, having to comply with all the regulations on economic transparency valid at the time of the distribution.

Art.14. The data for the distribution of the subsidy are taken from the statistics that eRepublik collects, Citizens -> Opponents defeated -> National-Aircraft (https://www.erepublik.com/es/main/leaderboards-damage)

Art.15. Kills made above 1100 or below 125 are not counted for the subsidy. To receive the subsidy it is required to have Cuban nationality and a level higher than 25 at the time of the distribution - if these requirements are not met. Government is required to inform Congress of the exclusion of the player in question. Aviators who do not accept or reject the subsidy twice in the same presidential term will be excluded from the distribution for what remains of the time of government.

Art.16. The weekly expenditure on this grant is 7200cc.

Art.17. The grant will consist of the following formulation:
N = (SUM * KILL) / CANT

where: SUM: is the total sum of deaths (kill) made by all the aviators, referred to in article 15,
CANT: is the weekly amount of money for the distribution, indicated in article 16,
KILL: kill number made by the player
N is the money to be subsidized by kill.

(The subsidy to be received by each player will be the number of kills made by the player in question multiplied by the result of dividing the money available for the subsidy by the total number of kills that meet the requirements set forth in article 15.)
(Money to receive = kills made x total kills / money to be distributed)

Art.18. While a region or resource rent of 200,000 cc or more per month is in force, the amount indicated in article 16 will quadruple, leaving the maximum weekly cost of 28,800 cc. When the extraordinary income ceases, the amount will be 7200 cc per week. If the current rent is less than 200,000 cc, 25% of the rent will be used to increase the amount mentioned in this article.

Art.19. The distribution is made starting with the number 1 of the aforementioned list, and is distributed to the following classified until the weekly spending limit is met.

Art.20. Due to the particularities of eRepublik the weekly statistics are updated every Tuesday, the government having time to make the distribution of the subsidy between Tuesday and Sunday.


Training Fields

PREAMBULE

The Government of Cuba,will subsidize any Cuban citizen who wishes to improve the free training field.

Art.21. The help will be made during the day that there are sales in the trainings.

Art.22. The state will subsidize 100% of the cost, up to a maximum of 4,000 cc to raise the free field.

Art.23. The receiver of the subsidy needs to have worked and trained 25 of the last 30 days before the offer.

Art.24. The receiver of the subsidy needs to make 2 Screenshots. A first one with the training fields without going up and a second one with the training fields upgraded. Both with the date and time of the game

Art.25. The receiver of the subsidy needs to send said screenshots to the corresponding MoE or to whom the Government designates.

Art.26. The State will use a maximum of 20,000 cc in these grants per month.


Improvement of Cuban Agriculture

The state will subsidize 50% of the purchase of 2 Q1 companies of bread, (or 75% while a rent of 200,000cc or more per month is active). This help will be released on the 27th of each month. The government will have to offer this help to citizens who meet the requirements mentioned below. You will be eligible for this help a maximum of 6 times.

The aid must be published in the newspaper of the Central Bank of Cuba.

Cuban citizens should be informed of how many people have benefited from the aid, either in the Weekly Reports or in the Final Management Report. A maximum of 15 monthly grants will be given, complying with a strict order of equity. In case of any applicant remaining outside the quota, it will have priority in case of requesting the aid the following month.

The Ministers / Secretaries / Commissioners of Economy who hold the position must share the information related to this subsidy to avoid errors when it is granted.

Requirements:
- Have more than 6 months of life.
- Take more than 3 months with Cuban citizenship.
- The bread factories must be built in the holding company based in Cuba, with the exception of the Western Cuba region, or located in an allied country or member of the alliance that belongs and that has a bonus equal to or greater than 50%, and whose holding company must have at least one factory of bread and raw bread.
- After the first aid, they will have to have the initial factories, plus the previous ones.
- Send the person in charge of Economy the following screenshots:
* Holding located in Cuba or in an allied country (or member of the alliance that belongs) whose bonus is equal to or greater than 50%, and manufactures of loaves that are owned BEFORE the construction of the new ones.
* Holding located in Cuba or in an allied country (or member of the alliance that belongs) whose bonus is equal to or greater than 50%, and makes NEW loaves, which will be subsidized.
In both captures must be the date and time of the system.

Anti-cyclical rule of fiscal surplus

On the first day of the legislature the incoming government must submit a budget to the legislature for Congress. This budget must establish the expenses foreseen by the Government and the estimated revenues. These budgets can never give economic losses to the state, and revenues must always be greater than expenses. For this the Government may suggest to Congress a modification of taxes.

If this modification is not accepted, the Government will be obliged to reduce the expenses to adapt them to the level of estimated income. First, the expenses not stipulated by any law (except MPPs) will be reduced, then the expenses stipulated by this law will be reduced, if it is not enough, the reduction of the MPPs will be continued, and the expenses stipulated by any other current law at that time will be reduced.

In no case will the Government be allowed to spend more than the income level. The only exceptions to this rule will be in case of a real war between Cuba and another country or a coup d'état in Cuba.
