Suggestion: Training center loans[discussion, eNorway only]

I have been thinking on this for a while, the process is not 100% complete so I would like to ask your opinion. Its all about creating a loan system for players so they can upgrade their training centers.

Personal missions is influence * apx. 500 to reach the 100% goal.

No citizenship requirement on joining a Military Unit

Any player can now join a Military Unit even if he has a different citizenship than the Military Unit.
