Editor's Notes: Welcome to the final edition of the 71st Congress Speaker's Word.
I have signed up to run for Congress, and if re-elected I expect to continue publishing this newspaper through the 72nd Congressional term.



Follow-up to Last Week's Congressional Activity Reports
This week's activity was mostly about finishing up business which had been started the week before. See Vol 4 if you're not familiar with what's described below.

Last week Speaker Evry started [Discussion] SCI Related eUS Code Amendments, intended as a sort of "tune-up" to existing SCI (Select Committee on Intelligence) hiring and firing guidelines.
This did move to Proposal and then to Vote, where it was killed (Yes: 8; No: 9; Abstain: 6).

[Discussion] Congressional Procedural eUS Code Amendments sought to codify (make definite law) what has been to the Speaker's discretion, i.e. which types of Discussions might move directly to an in-game Proposal/Vote without being delayed at forum Proposal and Vote threads.
This same Discussion also brought up defining and codifying precedent; the Proposal of which would automatically make law any action taken which had not been previously codified.

If this sounds a bit confusing, just try and follow this through (thankfully split into separate Proposals) [Proposal] In-Game Voting Code Ammendment and [Proposal] Precedent Code Ammendment.

The Precedent Proposal (linked above) did not get the required 10 Approvals to move to a Vote.
The In-Game Voting Code Amendment did gain the required Approvals and did move to a [Vote], where it was killed (Yes: 8; No: 10; Abstain: 5).



This Week's Congressional Activity

Sign-In 11/20/13: 29 Congressmen signed in; Quorum is set at 15

As reported in Vol. 4, Congressman don hrleone made an in-game Proposal outside accepted Congressional guidelines. His automatic censure was overturned; instead his punishment was to be "smited."
Being "smited" serves to chastise the Congressman, letting him know his action was wrong but not so severe as to deserve censure. don hrleon continues as an active Congressman.

New US citizens receive an automated game mail message from the President, guiding them to tutorials and resources which will help them get through the initial growing pains of starting in this silly game and orient them to how we do things in the eUSA.
The New Citizen Message thread is the President asking Congress for help fine tuning his message, and Approval to move it to an in-game Vote.
Due to Ajay/RGR's changing of his Party's name (part of his strategy to confuse and dupe new players), there was another Vote to approve another new message.
Note to Ajay/RGR: We'll change and Approve the President's New Citizen Message every time you change your Party's name. Thanks for providing this simple exercise to help keep Congressmen active and involved.

Private Congressional Proceedings is where topics which are national security sensitive are discussed, and just as its name suggests it is not open for public viewing.
Topics discussed here this past week have been related to the US-Spain-Poland Treaty and diplomatic relations, as well as Occupied Country Taxes since eRep Admins have tossed this new wrinkle into the game with the new Empires & Determination change to the War module.
Without revealing any details (Private Congress gets made Public when it's moved to the Congressional Library some time after it becomes not- or less-sensitive), I'll say that it's all good. Your Executive and Legislative branches are working together for a better future for our nation.

All current term business is finished up, and with just a couple days to the next Congressional Elections we don't expect any serious new business to be started.

First order of business for the 72nd Congress will be the election of a new (or re-election of the same) Speaker of the House. Next we'll dive into Budget Discussions.
