Report on the 27th Congress of the eUnited States

As you all are most assuredly aware, the 27th Congress has received a lot of bad press over the last month. We have been blamed for a great many scandals, some of which we accept responsibility for and some in which we were mistakenly blamed. We are to blame for the messy way in which we reformed the US tax policy. We should have continued working on a compromise within our chambers rather than making numerous in-game proposals that changed them several times. We apologize for this and will strive to work harder on an acceptable compromise before making changes in-game in the future.

However, we are not to blame for the citizenship approval scandals. Yes, mistakes were made in clicking links on IRC, but that problem has been rectified and will not accidently happen again. But those Congress members blamed for approving the citizenship of several blacklisted players did not purposefully approve them. The blame for those scandals rests on other parties who willfully deceived Congress members for their own entertainment.

Scandals aside, the 27th Congress did accomplish some great things this term. We worked diligently to make some changes that are beneficial to the nation.

1) New Constitution: Early this term, we voted on a new Constitution to replace all others before it. Unlike the others, this constitution is based on the realities of game mechanics rather than roleplay. It breaks the government into three branches: the Executive, Congress, and the Military. Each branch plays a very important part in the governance of our nation and now has an equal footing within the government.

2) New Tax Policy: We debated furiously for weeks on a change in tax policy that accounts for the current economic depression we face and the reduction in revenue from taxes. After several attempts, we finally reached a compromise that passed both on the forum and in-game, giving us an adequate revenue to meet expenses.

3) New Chat Room Owner: Early this month, we discovered that Congress can propose an owner for the in-game national chat room. Since a lot of new citizens use the in-game chat room and many of our enemies troll it, we chose to place ownership powers in the presidency, granting him the ability to appoint moderators.

4) Congressional Procedure Reform: To alleviate some of the problems within Congress, we began working on reforming the way in which we do things. One reform that passed this term was to make greater use of the Congressional committees as proponents of discussion before we approved proposals and voted on bills. This will force us to carefully consider a proposal before allowing it to be put to a vote.

5) Reviving this Paper: Part of our public image problem is that we have remained isolated from the public, conducting our affairs behind the curtains where the public cannot watch. From now on, we will post regular updates in this paper about what is happening in Congress.

Soon, the results of a Congressional peer review poll will be published to give you a better idea as to how each of us did during this term. Hopefully, this will help you decide who to vote for in the upcoming elections.

A report will also be released soon from the Immigration Enforcement Subcommittee regarding each Congress members citizenship approvals during this term. Hopefully, you also use this to decide which candidate to support in the election.
