December mandate programme

Day 379, 07:13 Published in Austria Austria by Aanok Tourmil

Hello again, citizens.

Some of you replied to my last article with a «yeah, right, good guy. Now what are you really going to do next month?».
So I say, here it is.
Please note that this comes largely from Mappina's suggestions. God bless that woman.

Economy

- Raw materials shortage
We are experiencing a dire shortage in many kinds of raw materials. Of course we must do something to stop this problem. Fact is, we can't produce many of the raws we need, for our Country is not productive in anything but grain (and just a bit of wood - not sufficient at all). So, we must go abroad. Now, the first act we must quickly take is finding foreign companies to sell their products here, and for reasonable prices. But that's not a good solution, in fact it has to be only temporarily enacted. As a better, long-term measure, the Bank of Austria will grant loans specifically designed for Austrian entrepreneurs to open raw materials companies abroad and then sell their products back here. So that, while the workforce employed won't be Austrian, collected money and products will come home to us.

- ATS depreciation
Remember when I told you about this same problem at the eve of my first mandate, back in late September? Well, turns out I was wrong with timing, and it has happened only now, for a large part by hand of that Petrescu guy (let's chant together "Damn, we hate him"). The Bank of Austria has currently come back to the old, trusty (yet damn expensive) policy of injecting relatively cheap Gold into the monetary market (exchange rate practiced, both ways, is 1 ATS = 0.018 Gold). This will have to go on, with as much Gold as we can afford, as long as will be needed.

Defense

- Army organization
Our Most Beloved General Mappina is making steady and heavy remixing of our military. She plans to continue doing so in the next month, with massive training drills, so that our Army can be as small as you want, yet kickass nonetheless.

-Equipment
We’ll need to stipulate contracts to buy weapons from private companies for our Army. It would be a wise idea to upgrade our public weapons company, Glock, from Q1 to Q2, too. A problem will have to be solved, though, as Glock currently stocks something like 480 Q1 weapons. We don’t want them to be wasted, so we’ll have to find some way to make good use of them, being it for our soldiers’ training or keeping them into Organizations’ inventories.
We’ll also need to buy gifts from private companies.

- Land protection (buildings)
The building of our Defense System will keep going on and, when it will be completed, we’ll place it in a highly populated Region, such as Lower Austria. Hospital production, on the contrary, is a problem, for I don’t believe it can go on at the same time as a DefSys’s, for market reasons (like that raw materials issue – when it will be solved, we’ll talk again of this). But, when SDI will complete its production, we’ll switch to building an Hospital and placing it in a Region bordering with Romania.

- Land protection (population)
With V1, a Regional wall’s hit points heavily depend on the Region’s population. So we’ll most probably want to move our citizens to our Romanian borders, to better defend them. We’ll try to make it so through some sort of incentive, like a monetary or gift bonus (and the ticket price payment, of course). In the best scenario, we’ll have that new hospital placed in an outer Region, working as incentive too.

Foreign affairs

-Mutual Protection Pacts
Spanish wars demonstrated that MPPs with Countries bordering the attacker don’t come into action and thus are useless. So, while an attack on us from Romania would mean both our MPPs to activate, one coming from Slovenia would invalidate our Italian alliance. So, we might want to make a new MPP with another nation, like France.

-Non Aggression Pacts
We will also try to stipulate a NAP with Germany. These things are never too many.

-PEACE
Of course, we will continue being an active member of PEACE too, and take part in its actions and decisions.

Bureaucracy

-Constitution
Like I said, I plan to quickly complete the Austrian Constitution. After its definitive drafting, it wil have to be approved by the Congress and then by you, through a referendum. I promise it will be worth the while.

-Congress
What I plan to do with the Congress is giving, once again, all non-Romanian Congressmen the link to our Congress forum and there make it so every of our Senators votes against any law that has not a thread for discussion in Congress. This, coupled with the fact that having the treasury kept in the Bank of Austria bypasses the game voting mechanics thus making budget decisions depending only on the Congress forum polls, will make up for a stronger and more democratic national parliament.

Thank you for your time.
