Power-Leveling for Congress Members

Good day.
Wanna fight abroad but can't because you feel tied down to you congressional duties? Wanna find another way to gain XP quick?
You too can level up faster like our soldiers fighting abroad.
Did you know that for every vote you make in Congress, you get 1 XP?
Therefore, I propose a "power-leveling" plan for Congress members where we will submit "lulz" proposals that we will vote DOWN in the congress chamber just for the sake of the extra 1 XP.
Dangers
Now, I understand that there are inherent dangers with this kind of scheme, like, for example, getting a potentially damaging bill approved.
However, the benefits outweigh the risks. All our congresspeople need to do is to be vigilant and not vote before finding out more info. Authors of the proposals should expressly state that they want their peers to vote NO to their proposals either in their newspapers or in the forums, or preferably both.
Also, proposing bills that are not too drastic will minimize any untoward effects the bills might have should they unwittingly slip past Congress.

Once this proposal is approved, "lulz" proposal-makers should publish the details of their "lulz" proposal on their newspapers and/or in the forums asking fellow congressmen to vote NO.
What happens when we need a "REAL" proposal to get approved?
"REAL" proposal-makers should PM me of their intentions to propose a "REAL" proposal and I will call for the suspension of all "lulz" proposals.
In the future, we could probably elect a Speaker of the House or Senate President dedicated to handling this kind of stuff.

@rpoc, I disagree. Actually, our congressmen are "agraviado" because, unlike us normal citizens who can go abroad to fight whenever and wherever we wish, they are stuck there in the Philippines with no wars. They have no way to get more than 3xp per day besides doing this.
Great Idea, although a little impractical, this gives an opportunity for congress members to gain a little more xp for the good things that they have done. I do hope they would not abuse it
@Purge: Ferdz, makes me wanna be a congress member too, but I intend to be one when I fully understand the concepts of being a congressman. If i join now, I might just call myself a greedy person... LOL XD
@rpoc: What they're doing doesn't necessarily mean corruption, maybe someday you will also benefit from this idea...

I really dont mean that, i hope ariel wont take it seriously though. This is an in game feature and taking advantage of it doesnt relly affect any one else so I wont really disagree. Maybe we can also advise people on how to level up faster.

You realize at even level 24, just to get to 25, that would be more than 1000 clicks for that level, it would be a waste of time.
