The populations of eFinland and eNorway have been steadily declining since our struggle for independence all those months ago, and meanwhile our armies have been unable to develope since the Spear'08 military exercise held last October. This has caused the general atmosphere in our countries to become passive and as a result, our people have moved abroad in order to seek for a better way of eLife.

Other countries have had the luxury to increase their military strength in their wars of conquest. These wars, however futile they have been, keep the economy alive and provide entertainment for the people. eFinland has recently received a flood of new players and it is imperative to keep up their enthusiasm, as well as quickly increase their eRepublik levels.

Unfortunately, Finland and Norway have not, despite our best efforts, managed to participate in wars other than indirectly through our mobile forces. This alone has not been enough. The time has finally come for Norway and Finland to awaken from their long slumber, and train their armies to meet the challenges of the future and to secure our borders by building an army with credible military strength to fend off all aggressors.

Anvil'09 Military Exercise
The Congress of Finland is voting for the initiation of Anvil'09 military exercise - a joint operation between Finland and Norway. So far the proposal is receiving full Government support on both sides. The military exercise was born from the mutual desire to activate the players, to improve cooperation and coordination between our countries, to reawaken our economy and to increase the military potential of our armies.

Anvil'09 military exercise is continuation to the Norwegian and Finnish co-operation, and is the second joint military exercise held in the Fennoscandian region.

The exercise area will be the Norwegian controlled Leningrad Oblast region. The area was chosen in order to minimize the cost of the exercise, and to avoid activating the Alliances Norway and Finland have signed. Russia has given its approval for the use of this region for the duration of the exercise, and Norway and Finland wish to offer their gratidute for the understanding they have shown in this matter.

The Objectives of Anvil'09:
- The development of Norwegian and Finnish armed forces and analyzing potential strength
- The gaining of experience points and level increase
- The improvement of the economy by increased consumption and war tourism
- Upkeeping the enthusiasm of the old and new players alike


The Details of Anvil'09:
- The state of Norway declares war on Finland to minimize the cost
- The cost of the exercise will be paid in half
- The exercise will continue as long as possible
- New battles will be activated after around three days have passed from the last battle
- The State of Finland always activates the battles in the target region at 0800-0900 AM (eRe time)
- The President of Finland presses the retreat button if the situation requires it


Note! This is not an attempt to conquer the area, and I will use the retreat button, if it appears that the region is about to change control. I do not support the physical invasion of Leningrad on any level. For the success of the exercise it is of paramount importance that the region remains in Norwegian control.

The Impact of the Exercise on the Citizens
During the exercise all trading between Norway and Finland will be discontinued until peace is declared. Resources can still be donated over borders as normal. All offers placed by a Norwegian company to Finland (and vice versa) will have their products locked without any chance of retrieving them. The entrepreneurs are adviced to take this into account when placing their offers prior to the declaration of war.

Moving between the countries stop. The transition from Norway and Finland is only possible through neutral countries, so one extra ticket has to be spend in this case.

Hospitals:

- The Finnish side has two Q4-hospitals - one in Eastern Finland, the other in Southern Finland. A Q5 hospital is under production and should be ready in few weeks.

- The Norwegian side has a Q5-hospital in Sorlandet and a Q4-hospital in Ostlandet, Vestlandet,
East Siberia,Trondelag and Nord-Norge.

Starting Time

The Anvil'09 military exercise will be commencing on Saturday 28.2. at 10.30 am eRe time (19.30 Norwegian time, 20.30 Finnish time). You get to fight in the battle before hitting the bar to fight some more.
