Dear Citizens,
The New World's environment has changed due to the wars that have been fought. Some countries have even perished as others have expanded. Academies were funded and military tactics evolved.
Who declares wars?
A country president can propose a declaration of war that would then be debated in Congress. The costs for declaring a war are 200 Gold plus an amount of Gold equal to 10% of the citizens able to fight (having at least 25 experience points) in the attacking country.
If the proposal passes, the presidents of the countries involved can choose which regions to attack according to their strategy and budget (attacking a region costs 50 Gold plus 25% of the population in the enemy region – this fee is also used for starting resistance wars). Breaking lines of defense instead of destroying walls
Once regional productivities were established, it became obvious that it was vital to control country borders. Defenders can no longer rely only on their personal wellness and strength, so fortifications are needed for securing what might be a future battle zone.
In times of war, every inhabitant contributes to a region's fortification with 100 defense points (see formula below).
Conquering a region is not an easy task as it requires taking out every line of defense:
- Border area – covering the area which represents 80%-100% of the defensive points
- Rural area – 60%-80%
- Suburbia - 40%-60%
- City - 20%-40%
- Administration Center - 0%-20%
Once the Administration Center is taken over, the defenders’ only escape would be to hide in the underground. If after 24 hours of siege, attackers don't manage to entirely break the defense, the counter force can secure the region by pushing attackers behind the borders into no man's land.
Conquering or defending every line of defense is not the only way of ending a battle in a region - negotiations for peace can be made at any time and presidents can retreat their troops in order to show good will.
Defense systems
Researchers developed defense systems to increase the potential of these fortifications:
Defensive points of the region = (Defending Region Population * 100) * (1 + Defense System Quality / 10)
These defense systems add 10 % to the total defense points of the region for every quality level. Presidents can propose to Congress the acquisition of these buildings depending on a country's strategy.
Soldiers
Higher military rank grades will be gained based on the force (damage) inflicted in the fight, and no longer on the super-fights. Don't worry, the transition from super-fights to total force will not affect the rank of soldiers in the New World.

WHAT ABOUT adding a "prisoner's screen", accessed only by the winner president or commander, at the end of war, where they may choose some options like "lock in prison", "free prisoner" and "execute prisoner"?

I can't say for sure until I have tested it, but the war module seems to be reasonably well thought out. Good enough for now, anyway. It can be later expanded if need be. It sounds like it could be abused, but I guess we will find that out in the coming weeks.
If the esteemed Admins would like to see the system tested, you could donate some 1000 gold to eFinland's treasury. I promise we would use the gold to test the system throughoutly 😃

You can't let people create business in defense system with strategy for selecting the quality and then changing the principles of the Defense system.

@bisiacco: The administration center is the last part of the region that needs to be protected in a war. After that, the defenders don't have anything to protect anymore and they need to come out from the underground to push the attack over the boundaries of that region into the no man's land
@Kumnaa: I wouldn't say very expensive, but at least raw material companies can start making profit now.

ok... i have read it now... I understand.. its a good idea.
But I have one question about the balance of this system.

If a region has only 100 habitants its defense points will be 10000, if you maintain the current attack strength i believe it will be really easy to conquer certain regions.
Another thing, if a county attacks territory "A" with 100 citizens, the territory "A" will have 10000 defense points. If the entire population of the country moves to that territory, for example the population goes up to 1000 citizens. Do the defense points increase??? Will the region have 100000 defense points???

In the exemple in the wiki the "T" value is "75"
what about:

this would give a small help to the small regions.
I've just updated my calculator at it seems to cost me 7 times the amount to make 1 Q4 iron as it did before. As well as having a 0.25 multiplier the Skill * 2 has been taken away for RMs 🙁

It does encourage moving before the war in order to increase or decrease the cost of war, but at least the moving industry will be happy about this.
The idea of having defensive points based on citizen number is good, but it does have slight problems in Resistance War, where the citizens fighting for freedom also count for the size of the wall. Is this suppose to represent a psychological battle the rebels have to go through? Are they breaking their own mental barriers?
Anyway, I hope you get this module ready before D-Day (you all know which date I am talking about).
@Cristi Badea: A) This may be a little tricky to implement, but prisoners of war could be "locked" in one region, where they would be forced to work heavily in National Companies, without receiving any payment, only wellness per day of work. They would lose access to their newspaper and message box. Those prisoners could also choose to work or not, but if don't, they would simply starve to death (when they would be automaticly released).
The costs of feeding (per prisoner) would be discounted from the National Trasury, based on the lowest price of Q1 food in the country market OR the president would be in charge to buy Q1 food to maintain those prisons.

Money and gold would not be taken by the Winner Country from the prisoner, since we "imagine" that our currencies are in a "bank". But this can be discussed.
C) Execution option would inflict a 100% damage in the prisoner and/or one week of login suspension.
The image of presidents and leaders would be very affected in the Erepublik Community, according to their decision on each prisoners' life.
ANYWAY, hearing and accepting users and beta testers opinions is always a wise decision (when their opinions seems also wise, lol). Thanks, Mr. Canoeist.
There is only 12.5% production left in RAW suddenly. I think that will be too big of a step.

I believe that you ADMIN will NOT change productivity formula in next days. I trusted you and i have bought a lot of raw materials. According to the change of formula the prices will be higher.
