Towards the end of my term as Country President, I commented on an article by Keithunder on dead and revived citizens. I promised an article on statistical information.
The first thing I must note is that there has been very little overall change in the mean and median figures for citizen levels since my previous comments. At present, the mean citizen level is 256 and the median is level 84. Our highest level citizen is currently at level 2626. Our 20th ranked citizen is only at level 443. There are only 94 citizens at level 40 or above.
This does not paint a very promising picture for our national resilience. While some speak of encouraging player retention, my focus is on building up citizen level and strength.
It is very important that players build their level (based on XP points), rank (built by actually fighting) and strength (increased by training). Strength is an important multiplier in combat. As rank increases to new levels, there is a 5% increase in damage. Level determines which division a player fights in but, most importantly, once level 200 is achieved, additional training is free. All of these factors count when we are called upon to fight for our country. In the case of a real war, we need every last bit of strength. Players who engage only in politics are not doing the best for the country!
Every day we get the opportunity to work, train and fight. Those who do the barest minimum are often called “two-clickers”. This unflattering accolade is well-deserved. These players survive but are not really contributing to the country’s overall welfare.

The last two columns show the change in XP in the last eleven days and the daily average for each player.
As I alluded to in earlier comments, this Table is not a pretty sight. There are THREE new players who are progressing very well and another four who are making an effort and would benefit from assistance. The other 26 players are either two-clickers, or totally inactive.
This data suggests that throwing resources at players in the range covered is going to be a complete waste of time and money. It would be better to concentrate on the players actually making a daily effort and rewarding those, as well as assisting them to make even more progress.
The government is about to announce its own scheme for assisting players to establish a firm foothold in the game and then to enhance their rank, level and strength, so that we all benefit.

Yep actually agree on levels not being a good metric to determine who should get support- targeted support at those who are levelled higher but could do with help will be welcome - xp gain is probs a good yardstick as you say, tho perhaps only especially true once you're in D4. I've tended so far to just fight enough to maximise the gain from BH gold before I end up in D4, for example.
Once you are in D4 it can be a long hard road before you feel you are making any progress. The bounty and medal run systems try to give players in that position a bit of an even break.
It is disheartening though. I think we need to do both, encourage both level and rank gain AND retention. Because someone starting today is going to feel so far behind so they need multiple reasons and avenues to stay in the game.

It is not wasteful to resource new players just because they may stop playing. Neither is it wasteful to resource players who don't need assistance. The waste is hard backed into either approach to giveaways, there's not really a golden goose of players who genuinely need or rely on the giveaways and who will not quit in short form, but if someone wanted to profile that group of people it would likely be those between level 1-50 who are proving to be active in the community.
That's all to say in my eyes it is no more wasteful to give resource to a new player who may quit than it is to give it to an old player who doesn't need it

I disagree with your conclusion from the table, I think it goes to show we’re not doing enough to engage lower level people and actually I’d go so far as to say that’s what the concentration should be as the higher level people have all they need. After all the we push the aircraft rank because it’s the only place any newer person could compete as strength is impossible to level out.
However that’s not to say there should be nothing for older players, but it is disappointing to hear this is what the government is focused on.
Combat "skills" are only important for country's that actually fight actual wars. Strenght is just a number when its not used. We should be trying to make playing erep in the euk the most engaging and fun we can.
7/33 have the potential to become strong players, 21% of the new players.
Sure we should focus on helping them, but we should also be looking at how we improve that number. Why are the other 79% inactive or struggling? Can we help them?
This is why I think schemes shouldn't be broad and apply to everyone. Each scheme should match what it's intention is.
For new players, generally supporting them so they feel included and that its a game worth playing could turn them into someone stronger. Doesn't have to be alot, but enough to keep them going.
For the new players who are doing well, extra targeted support can help them achieve their strength goals. This should be one of the biggest areas supported during TW/quiet periods.
For existing strong players, supporting them to keep their strength and progress up is needed.
I guess we also have to balance this against income, expenditure and current savings.
Great statistics though. This is the kind've thing we should be monitoring, glad to see someone is doing it.

This formula calculates how much damage per hit a citizen can inflict on the battlefield.
D = 10 × (1 + S/400) × (1 + R/5) × (1 + FP/100)

The higher are the citizen's (rank and strength), the higher will be his damage.

The damage formula explains the thinking behind the weapons giveaways; a player using Q7 weapons does 3x the damage per hit that they would do if fighting unarmed.
As Rank points gained = D/10 a player should also reach the next military rank quicker which in turn will increase the damage they do per hit.
Where does armory come n to damage. It has taken me months to get my UK damage to that of previous country because of this?
As one of the lower level players my focus has been on building up my strength by trying to gather as many BH/SH medals as possible to justify the gold spend to train whilst there currently isn't a training contract around, oh I'm also utilising the tail end energy bonus of the amazing journey event.
