[Plato Foundation Reapplication] The Flying Dutchman

Greetings, citizens of eNetherlands,
we release this article in order to apply for the second month sponsorship from The Plato Foundation for The Flying Dutchman initiative, a project aimed at making our citizens more active in the aerial module and the game in general.
First of all - the current rules of the Inititative can be found here. We have overlooked the rules after a month, and both the government and citizens are mostly satisfied. There are however some points to debate for the future (and all citizens and participants in TFD should help us to do so in the comment section
😉):
- The changes in ranking rewards - some players debated the ranking rewards for lower ranks, which are still eligible for weekly sponsorship, should be canceled, and the rewards for ranking above Wing Commander should increase, given the time difficulty of reaching such a rank. Since the ranking rewards are purely sponsored by the government, the government will look onto the issue, and try to create improved reward system.
- Penalties/additional rewards for (not) fulfilling DO - it has been debated by the government that players, who follow DOs, should be rewarded better than players, who get their kills on random battlefields. We are currently looking onto a way, how to implement this rule.
- MoD CO in weekly strikes - the government would like to introduce the concept of weekly strikes, where players would meet together on one battlefield, and fought, while government would set CO for them to collect. Since this would allow all citizens to participate quite easily, we plan to introduce this option during the next month.
Please let us know your feedback on these issues.
Secondly, we should look at some statistics, to see, whether the initiative works. Let's look at some graphs - the total Dutch Aerial Damage, the amount of players receiving a weekly sponsorship, and the amount of kills used in calculations of weekly subsidy during first 7 weeks of the Initiative. In all graphs, we can see increasing trend, and it is certainly a big success that from week 1, the amount of recipients of subsidy tripled from 7 to 21. Of course, we are small country, and we cannot expect the trend to continue, as we are getting near our limits of active playerbase. However, we believe that we will be able to keep the increased amount of activity for the next months as well.
We should also look at the financing for the last month. Please keep in mind the rewards for Week 7 will be payed on Tuesday, but they are already counted in expenses. More details can be found in the MoD doc, here we bring you a summary for all four weeks:

From the summary, we can see that Plato foundation contribution is around 75% of total sponsorship, while the government sponsors the 25%. One of our goals should be to increase the contribution from the government, so we can transfer more easily, when the sponsorship from Plato Foundation will no longer be available.
In the end, let us thank to our contact from Plato Foundation, Gyantse, who has been responsible for handling out the Plato transactions during last month, and who has been the target of our many questions about what we should do, or not to do. He was always able to provide us help, he communicated well, and we believe he is doing a great job as a member of Plato Foundation Board.

'- Penalties/additional rewards for (not) fulfilling DO'
I don't like that idea tbh. I want to complete my DO, but can't always do it because it's not in the sky. I don't have always the time to wait until the DO is in the sky. So this rule would only reward players who are active on watching the DO go in the sky.
And what about when I complete my DO on land to gain extra flying dutchman money? That would mean I have to fight on land in addition to the air, which is wasting air experience for me.

As for the proposed changes/additions to the program with state funds:
1) The Rank Rewards are in general fine I think. You can stack them up easily as low-rank, but the money is not that much for each rank. You could argue for increase of the higher ranks of Wing Commanders + Group Captains because it indeed takes a lot of effort and as of now are not subsidized weekly. But once you reach that rank even 50k+ is sometimes not ''much'' money.
2) I don't like the idea to tie rewards/penalties to DO too much. It's not a good factor to determine activity. Especially in the air, where one needs to have 'luck' the DO is in an air battle unless he's online all through the day. Sometimes the DO is not where we necessarily want people to fight either. If one gets every day CC and maybe even gold from fighting elsewhere, that's to be applauded as well.
3) Which is why I do like the proposed CO system during a 'weekly strike'. Very easy to implement too. Once a week at a specific time people can earn cc by hitting in a specific air battle (hopefully an 'important' one) for Dutch players only. It's easy for players to do (and money talks), everyone including higher ranks have some fun and it possibly may influence battles for our allies for example.
As a citizen (and not MoD, aka the author of the article)
1) I personally believe ranking rewards in higher ranks should offer some "unique" extra reward (like aerial weapons, or house)
2) If there would be a way to distinguish between DO made in Ground, and in the Air, I would support this option heavily. But under current rules, DO is not exactly the best metric, IMHO.
3) Seems like a good option - but knowing Dutch people, all these strikes will be at 3 AM, when all except me are online 😂 . Either way, as a metric for activity, the idea of weekly strikes seems to be quite good.
