It isn't known yet whether it's best to live in a huge and rich city or a small one. We'll have to wait a couple of weeks until city mayors are added. They will be able to spend city budgets on something. What will it be? Some laws/upgrades, giving temporary benefits for the residents, I guess, but we can only speculate at this moment.
On the other hand, the decision about where to live isn't as important as in the case of companies. It costs an arm an a leg to move your companies from one holding to another, while it's just a few hundred cc to establish a new residence in another city.
