[Dictator] 2nd Debate to Resolve Constitution

Hello Citizens!
First of all, a massive thank you & well done to all who voted in the referendum that was held yesterday. I was personally pleasantly surprised with the turnout, and think it is a testament to our political engagement that so many people cast votes. (25 No, 21 Yes, 2 Abstain - 48 in total, with one disqualified for forig cit [side note - would have been 49 if I could figure out which way UNO was trying to vote).
Now, to update you on the situations: both the previous Congress’ impeachment vote and yesterday’s referendum on whether said Congress can continue for a month were voted down. This means that the CP is safe to continue, but does not solve the fact that we still have no Congress.
This article shall act as the debate period for a second referendum, which seeks to decide which of the proposed solutions to no-Congress we shall adopt until April 25th.
The following were the main suggestions I was able to discern from the previous discussions. Please feel free to discuss/refine/alter these suggestions, and after a approximate 24hr period voting shall begin (I am back in work on wednesday so will have to publish the vote article an hour early). There shall be a none of the both above option in the final vote.
Option a). The Dictator assumes the responsibilities of Congress.
Option b). All Congressional matters are decided by public Referendums.
Option c). Hold a meta-election to appoint a new Congress.
Note - no matter what the outcome all scenarios will end when a new Congress is elected in April.
Things to consider: how will a budget be set, who is making decisions, what about sensitive materials, how can we make it fair. In the cases of B and C, I think it is best that I held the referendum or election as Dictator. Please don’t worry about my increased workload should you feel they are the best choices*.

Tbf we practically got 50 which is a great turnout
On the other hand, that was almost 50 out of how many? WAY too many people in the eUK aren't paying any attention! WAKE UP AND SMELL THE TEA!

I think the only hiccup with B is to do with strategic/sensitive stuff, we would have to ask the public to make decisions but obviously would be unable to publish any proposed plans because then the evil enemies would see them. Which is particularly relevant at the moment. I'm more leaning toward C for this reason alone.

With any other person as dictator I'd be very skeptical of A, but Woldy is trustworthy imo and this is just a temporary fix.

A: How I feel about this would depend on the dictator (Woldy is alright), but overall I think having less people with power is a bad idea because it is easier to make mistakes or go crazy. Imagine it Woldy's wife/girlfriend/cat left him, he could go crazy with the power! Not a good long term fix, but possibly alright for this term, I'm unsure.
B: Probably the most fun of the ideas, and the most inclusive. When we are under wipe and hopefully looking to free ourselves it may not work very well due to sensitive information flying around which can't be released to the public (because our enemies will see). Especially at this moment in time I don't think it is favourable. If we had a small Congress or group of people who are not part of the government who could handle sensitive issues for us then a referendum for every other law would be good.
C: As Woldy doesn't care about workload we can do this one. The flaw in this depends on who is elected into Congress really - but Congress hasn't really done anything stupid in a while. If this was a temporary measure it would allow us to fix this problem overall as well as things like COs, budget and not having a crazy government (CP elections in a week so we don't know what government we have) - all things we cannot deal with without Congress or things we are unsure about dealing with if we are to continue following legislation.
If this referendum was a permanent change I'd probably go for B, but since it is temporary I'd go for C.

Seriously I would for option A that Woldy holds all power without Congress to moan about every decision which he and CP makes,and the good CP brings good decisions a bad brings bad decision and I am sure that Woldy wouldn"t go crazy because of cat/wife/friend,or maybe he will 😛.

C, with A until the election can be held (since this will require some planning and I think we need someone able to make congresses decisions immediately) would be best.
B would cause several problems - sensitive issues being discussed in public and the possibility of a vital decision failing to pass because we don't get enough votes to make it official (we didn't even get enough on the last referendum, and as they become more frequent people are likely to get bored with them and even less will vote) etc...

On a serious note the cabinet are elected by the people monthly so I prefer it to dictator. Even if it is woldy who would probably delegate it to his cabinet anyway.

The dictator was elected by the people.
The cabinet are not elected by the people, they're chosen by the CP and can be replaced at the CP's whim, so if a CP turns out bad in a month that the cabinet subsumes congress' function, how does that bad CP get impeached?
