Given how all the main CP candidates have seemingly (and sensibly) gone along with the idea that reform is something to embrace I have a simple but major proposal – to release all non-sensitive parliamentary discussion ingame in an article every 2 days. Most of the community have stuck around for years and know where the common land lies - there's no harm in releasing those matters for all to contribute on, judged on merit rather than office.
Primarily this removes the much criticized 2 congress mails system and significantly resolves the issue of governmental transparency as anybody can contribute. There's also the useful side effect of stimulating our usually stagnant media with purposeful discussion on what to do as a society...
And I think it's high time the public saw what a shambles congress is firsthand. The growing clamour for reform is something to be embraced, respected and responded to in every branch of representative government
Whilst MPs will retain the right to vote, the rest of the community gains the right to directly have their say. Perhaps Parliament will be a slightly more professional forum for the communities views if the electorate has a keen eye on individual member’s efforts…
Sensitive material can be covered in each party's parliamentary group and responses distributed among the others. Otherwise, let all else be free for all to consider.

The problem with your wall of text is it makes too much sense and therefore is very lucky to be ignored. And I think that the general public already knows that congress is an organised mess. The only thing that can fix it now is this referendum and something interesting to happen (Like an overhaul of this game)
or me just proposing an act of parliament to this effect >_

given the alliance deadlock anybody with an eye for FA will already know almost as much as the foreign office.
tbh all but alliance crises are sensitive. everything else is perfectly capable of ingame discussion.

It is a step towards greater transparency from our elected members and would give the electorate a chance to scrutinise / support decisions made informed with the prior Congressional discussion leading up to the decision. Also the opportunity to enter discussion with their representatives about particular issues.
Yes, I like this and agree with what Huey has said. If we do nothing else to change things domestically - this could create the participation we've been looking for.

I support this personally, but I think that it'd be up to Parliament to decide if it wants this. However, more transparency is always welcome!

Three links for SHA's option and I still don't know what's being proposed...or is it really just replace the Congress mailers with articles? If it's that then I guess I'll vote for that. Although the final part of the draft: "Have the CP open a message with both every PP and their chosen chief whip & each party's MPs with their PP to have them elect a chief whip and remind the buggers to vote/consider important info." Either I'm too drunk to understand that, or someone was too drunk when they wrote it. I think it has something to do with MPs spending all their time playing with their peepees, which I thought was the problem with the current system...?
Option 2 (give people something to be pissed off about so they won't get bored and leave) will just make people get frustrated and leave.
