Hello eIreland,

I now come to you with one last address before elections. Here I will try to tie everything together; reminding you of what I have promised, and bringing you final news of the developments in my campaign.

I offer to you eIreland, a platformed government which is diligent, principled, and progressive. While addressing the difficult current issues of the nation, I also promise meaningful and practical reforms... reforms which I can and will deliver. I have not made any promises that I cannot keep, and yet I will not shy away from having great ambition for our nation.



I have done my best in this campaign, not only to share my platform, but to develop a plan and cabinet capable of real performance - capable of leaving a positive mark on our history and paving the way for future glory.

I hope you'll place your trust in me, not for my own sake, but because I'm genuinely excited to see eIreland through the promise that I've made.


Cabinet Updates
The following updates have been made to my cabinet, as per the original release of my cabinet article. This will include Deputy Minister appointments - anyone interested in joining a ministry as a Deputy will be able to apply at anytime by sending me a pm, or by filling out the form in this article.



Official Defence Consultant - I-Bleed-Blue-93
A citizen of eCanada, I-Bleed-Blue has offered his service in my cabinet. He is a seven time Minister of Defence, and has had a long standing involvement and contribution in eIrish defence interests and government.


Minister of Community, Office of Census and Statistics - MrConway
Though Conway has had a checkered past, having left eIreland and sworn allegiance to the eUK several terms ago (among other controversial noterieties), I know him very well and am certain that he'll do me proud in this appointment.

As head of the office of Census and Statistics, Conway will have an important practical role in informing the government, not only in projects like our advertising campaign, but also in tracking vital indicators of activity and community well being. I already have some starter data that I'll be pleased to have maintained.


Deputy Minister of Defence - Sir Adriano Prette
Sir Adriano has already been actively involved in the Department of Defence. As a former president of eIreland Sir Adriano knows his way around military strategy, and I've always found him to be diligent, mentally quick, and actively dependable. He'll be continuing to give Seanan a hand in our defence department, now with an government title to recognize his contributions.


Deputy Minister of Foreign Affairs - Johnny Jnr
Johnny has shown his talent for building international relationships, both through his experience as an ambassador to eNew Zealand, where he moved to for a time, and through his interest in joining international communities and building ties. I want to build on this proficiency for international shoulder rubbing, so this month he'll be running our Ambassador program for Brian's FA department. I know he's up to the task, and he'll have Raven Anarcho to call on if he should need guidance.


Deputy Minister of Community - Grannus
Grannus (aka.CoolBurger99, Cairpre) is a developing citizen who has taken on political initiatives, such as grassroots presidential campaigns, in the past and would like to get involved in government. He'll be working with the three offices off the Ministry of Community, handling any extra work that our Ministers need done.


Deputy Minister of Community - Seanlynch
Seanlynch is a longstanding eIrish citizen. He's been involved in our Ministry of Community many times over his eRepublik career, and should be a real asset to the Ministry. Although he'll be on call for all three offices, he may be of most use to our office of community events along side Anthony.

This article presents my cabinet while outlining my plans for each ministry. It also includes information on my plan for immigration and congressional policy.


What's New?
I'd like to outline the various ways in which my proposed government will operate differently than the current one. In addition you'll see the new ideas and projects that my government will bring into action.

Immigration
Immigration will be screened by an immigration office consisting of three officers. Each officer will be from a different top 5 political party, and in order for a immigration candidate to be accepted, the candidate will require 2/3 approvals from these officers.

I have recently decided to add that the Cp/MoFA/MoD will also be able to approve candidates. This is to ensure that if an individual, for whatever reason, should be approved immediately, we wont be slowed down by the bureaucracy of this office. In cases where time is not an issue, the Immigration will be an ideal screening measure, and in cases where time is of the essence, this new exception will keep things running smoothly.

Congress Proposals
All congress proposals will require pre-approval from a relevant minister, or the Cp, in order to ensure that both congress groups have been given an opportunity to discuss issues, and to encourage well thought out proposals which reasonable and informed individuals can agree with.

The function of this measure is not to dictate policy to congress, but to improve the ability to congress to engage in law making efficiently and smartly. A minister or myself will approve a well developed policy, even if I or my minister would vote no to the proposal in question! This ensures the continuation of congresses role as a democratically elected legislative body.


Congressional Accountability
Any time that a proposal is made, or an immigrant is accepted, without pre-approval from the relevant body, that occurrence will be reported to the public in an article from the Cp. This ensures both that congress are accountable to the public, and that transparency be established from the beginning to prevent anyone feeling that they have been unfairly spotlighted.

Ministry of Education, Recruitment Advertising
The Ministry of Education will be focussing on an online advertising campaign designed to bring eIreland new citizens. These efforts will be informed by the Department of Community's census taking, and by the experiments done by Minister Raven Anarcho.

Smarter New Citizen's Training
I will be teaming up with Raven, and our BootCamp Commander Ian Arbuckle, to develop a new citizen's program that emphases guerilla fighting and smart training techniques, in order to keep new citizens in division one for as long as possible while developing their strength attributes. The hope is that this will result in a generation of low division monster soldiers who will capitalize on battle hero medals and make great contributions to our campaigns by winning division battles.

I will also develop a reworked new citizen message and create a streamlined new citizen experience.

A Personal Touch to Community Awards
This month, several community awards will be awarded by members of the community such as ministers, party presidents, and commanders, rather than the traditional community voting. We'll try this for one month to see how it's received, and to spice things up.

Mentoring Future Ministers
An effort will be made during my term to find Deputy Ministers and begin training them as back ups for the inevitable day that our current experienced ministers aren't available.

Department of Community: Welfare and Census Offices
The Department of Community will be handled as three offices and will expand from the traditional role of community events, to including citizen welfare events and census and statistics activities, all in order to provide better services to eIreland and improve the well being of our people.


Approaches to Current Issues
I'd like to outline my views on various issues that are effecting us recently, and how I plan to deal with them as Cp.

eUK Occupying Our Original Regions
It has been several month's now since eIreland signed a non-agression pact with the eUK that gave them control over two of our six regions. Of course, as a result of historical concerns over possible aggression from Spain, the eUK also have control over Cork, a third eIrish region under foreign occupation, because of our decision to let them remain in control of it as a blocker to attacks for the European mainland.

Following the National shield competition we are in an unfortunate and difficult position, because of the billions of damage defence now enjoyed by both eIreland and the eUK from placing highly in the competition. Neither side wants to waste this shield in a conflict, and any conflict that we do undergo will not result in a change of regional ownership because of how strong these shields make both nation's defences.

Due to the delicate situation that we're in as a result of these colliding circumstances, my plan for September is not to pursue conflict with the eUK. I also do not have any expectation of regaining our natural territories during the month - purely mathematically that goal is impractical as demonstrated by our MoD's article here. Not only that, but in the long term, it's clear that aggression would hurt eIreland more than it could conceivably help us.

So rather than war, I will use this month of "peace" to aid our international allies and strengthen our chances of winning revolutionary wars in the future. The ultimate goal is to have preserved our shield, and consolidated our might, enough that we may take our natural territorial form and defend it as a fortress built on patients and solid strategy.

eBritish Refugees
Recently a number of citizens from the eUK have sought to cross the Irish sea and swear loyalty to eIreland. Under my government I will continue the current cautious consent to accommodating these refugees. Though there is a risk that this is a trojan horse, and that they will attempt to use their Irish citizenships against the state somehow, they have a great deal to offer eIreland and have so far been really good people who I'm perfectly happy to call my countrymen. They have agreed to join our national military unit, and to avoid politics for the indefinite future in order to continue controlled a cautious immigration.


Conclusion
Thank you for reading, and for all the support I've received so far in my campaign. Thank you to my fellow candidates for being so classy and running a clean friendly race. Thank you to eIreland for the many years of great community that I've been welcomed into.
