[State] On the USA-Poland NAP

Fellow Americans,
As you may or may not have seen, there was a proposed treaty with Poland being discussed in our congress. Poland had announced the final terms in this article, last night. A link to my original gDoc treaty text, in English, is available at the end of the article.
Essentially, we negotiated with Poland and brought them from their lofty position down to our terms. We would have paid $250k for all 17 of the regions held by Poland, complete with a one month NAP. Poland would have kept the regions that bordered Serbia in order to keep our regions safe. That way, we could reclaim the border regions once Serbia had been neutralized. There were plenty of upsides and downsides. After all, paying for regions is not preferable by any means. Yet, it was an option on the table, albeit an unsavory one, and could have helped to end our occupation. However, Poland announced the treaty... prematurely.
When we had agreed on the final numbers, I told them that we would have to send the treaty to congress and that it could take 2+ days. Yet, it seems that got lost in translation. Assuming that I had the power to unilaterally sign treaties without any approval, they slapped my name on it and triumphantly paraded it before the public.
However, the treaty was not yet final, as it was not approved by US Congress. When I saw the article, I was shocked that they would be so excited to announce it. After seeing the article, I immediately informed them of their mistake via PM. The Polish government was simply extremely eager to announce that it would be taking cash payments to leave their allies in the region to fend for themselves. It is well within their right to do so, but as they paraded it before the public, it appeared that TWO did not take too kindly to it.
With Poland giving back our regions, and shielding us no less, we would have been guaranteed a congress and a safehaven. With the NAP, we would have been free to coordinate with our allies to take down Hungary and Serbia. We could have started pushing them out while Poland would’ve been on the sidelines, watching them burn, and stacking their pile of cash. Seeing this, Serbia and Hungary got pissed and didn’t want this to be approved. They pressured Poland and the outrage from TWO was visible in the article announcing the treaty.

Naturally, over the course of the day, they saw as the outrage and outside pressure turned the Polish announcement into a debacle and embarrassment. Feeling that pressure, they decided to cut off the treaty before our congress had even been able to vote on it. It is sad that TWO officials and citizens will not let a nation such as Poland make it’s own decisions, but that’s simply how international politics works at times. They sold their allies for a quick buck and got reprimanded for it.
Since our congress had not approved the treaty, they decided to cancel the treaty. It was completely within their right to do so, as it was not final. However, we are fine without the NAP and do not lament its loss. We are strong enough to regain our land under our own power, with the help of our trusted allies. Our regions can certainly be reclaimed in due time, without purchasing them.
Even though we had the blessings of our allies to go ahead with the treaty, we felt no pressure to sign the treaty and leave them in the wake, just to reclaim some regions. In fact, the treaty was likely to be voted down. Our regions are not worth harming the friendships we have made nor are they worth defacing the reputation of the eUSA as a proud nation. Land can be reclaimed in several hours of battle. The wounds that could be caused to foreign relations and our reputation, because of the acceptance of the treaty, would take a much longer time to heal.
The United States sticks by its allies, even at the cost of regions. However, the same may not be able to be said when it comes to Poland and it’s friends when you offer them a pile of money.
I would personally like to thank the Polish government for their kindness and cooperation throughout the negotiations. They were extremely hospitable and reasonable during the process.

Poland is a fierce enemy as an enemy, but they were just as strong as friends when we were allies.
some sort of deal-- even a cash deal-- to return our regions would be a good step in that direction.
Wait, were we going to pay $250,000 per territory or $250,000 for all 17 territories? Because if it's the later then that's only like $14,700 per State which isn't very much at all.

So basically, what you are saying is that you have negotiated a treaty, came to terms with Poland and now you are happy it didn't happen???

You qualify as a deputy-ambassador in one unimportant country, almost.
As the Secretary of State, I was tasked by the executive with trying to negotiate the best deal possible and present it to Congress as an option to obtain our freedom.
As I said earlier in the article, "There were plenty of upsides and downsides."
The possible harm it would do to our reputation and allied relations was simply one of the possible downsides of the treaty. I never said that I wasn't happy that the treaty was dropped.

Valiant Thor, I think Derphoof was quite clear. He is happy that the treaty fell through. Derphoof had been given the task of negotiating a treaty. He got a pretty sweet deal in fact, but it wasn't his decision whether the treaty went into effect or not. As he said in the article, that was up to Congress to vote on.
The treaty didn't go through though, because Poland pulled out. So Derphoof is happy about that, even if some other people aren't all that happy.
Personally, I think it was a great treaty that would have shortened the campaign to retake the eUS by a couple weeks that was going to be really cheap in the long-term. (unless Spain attacked the eUS from Canada)

I cannot sign a treaty without congressional approval and I would not dare attempt to do so. They didnt even have the PotUS's signature, which is also what such a treaty would warrant. My position as Secretary of State holds no force of law.
All treaties must be approved by congress and signed by the President.

from what I heard, after a meeting of TWO alliance was held the Polish president admitted the mistake and officially announced that the NAP with the USA is invalid.

Poland screwed America over in negotiations during CTRL, recently they refused to join the Imperium; now they have negotiated a NAP that they have now crapped on -when will America learn that Poland is simply a Serbian lapdog and stop talking to them. We should instead be talking with Spain....

It's too bad that this fell through. In our current situation, having to worry about one less front would have been a huge help. I would like to believe that Poland negotiated in good faith, and that the misunderstanding about the necessity of this moving through congress allowed them an out when Serbia & Hungary threw a tantrum. Hopefully they will be willing to come back to the table, and I would like to see our next PotUS make these negotiations a priority.
How about we just buy the lands SECRETLY and no one will kno we can make a lie tht Poland is losing battles against us just sayin oh and ah if u mske agreements like tht again u must ASK THE PRESIDENT FIRST and he will decide and maybe he'll ask his fello americans for the final decision making.

honestly, i don't think i could trust any nation who would throw their own allies under the bus for self gain. It was a hell of a deal in our favor, for sure. too bad we couldn't have it. but at the same time, how can you trust someone who throws their own allies to the wolves?

So basically, you've made a great NAP with Poles (congrats on that) but when Polish public turned it down, now you say something like "we didn't even want it". But it's a lie, since it's great NAP, that could have destroyed TWO.
On one side you have rocked the TWO and Poles standing in it, but on the other side, after this debacle Poles won't sign any NAP with the US again.
It was in the process of being voted on by congress when they said it wasn't going to happen and there had only been one vote cast. There was also a good chance it was going to fail and we wouldn't have signed the NAP anyway.

Puppets do what their masters say and this so called congress has never voted town anything from the government. Also congress voting was lost in the translation?? Why? Because it's just a formality.
It happened in Private Congress, so I can't give any details. But I think I can safely say that this was not a guaranteed yes or no vote. There was a lot of discussion from both sides of the argument....cheap way to get some regions back / increased relations with Spoland vs. this isn't the American way / we don't negotiate with terrorists. Congress aren't the gov't puppets you're making us out to be. We're a diverse group of individuals, with widely varying opinions on things. I think if this treaty would have lasted long enough for the vote to finish, it would have been decided by a very slim majority, either for or against.
so basically...us paying a pittance to reclaim 17 regions...less than we would spend fighting it out...meanwhile tearing apart the bloc alliance that wants our nation gone from the face of the map is deemed not the American way?

Well put it this way.....if we were to set this precedent, what would be to stop any country from wiping us every few months, because they know that we would pay them? The argument wasn't about 'the American Way", it was about the ramifications of appearing weak to the rest of the world. But you summed up the pro argument pretty well.
Funny thing is, it's just a formality no matter what way you look at it. It's still in meta, but it's a check on the president and our presidents still go along with the "made up" meta congress so it works. The only difference is, this months 'congress' can't do anything in game. As long as the current PotUS believes in the system in place, it will work, otherwise yes, our made up meta congress wouldn't work. But since it does, your argument doesn't stand.
