Mutual Protection Pacts issues

Dear Citizens,
Taking into account the events that succeeded in the past few days, we are announcing the following changes:
- A Mutual Protection Pact (MPP) signed by both Presidents will become active after 3 days, and it will protect the 2 countries just for the wars declared after the 3 days have passed;
- A MPP that is canceled will still remain valid for a period of 3 days;
- Country Presidents will be able to cancel any Congress proposal before it is passed or rejected. Canceling a war proposal will give back 75% of the cost of the war. Rejecting a war proposal will give back 100%.
Don't forget that the proposals become valid at 00:10 am (Erepublik time) at least 24 hours (and 10 minutes) after the Congress vote.
The changes in the code will be available in the next days.
For the moment there are four open war proposals, ready to be voted in Congress, in the following countries:
Pakistan to attack China
USA to attack Canada

If one of the Presidents of Pakistan, USA, Slovakia or Belgium want to cancel their proposal, they will need to contact us and we recommend they make their opinion public.

Don\'t forget that a country can occupy only regions from their borders. So Sweden can\'t occupy Pakistan in this war. But would facilitate a Chinese invasion.

@Forconin - MPP already signed will take into place immediately. Still we give the chance to Presidents to take back the war proposal and to analyze them again considering those ideas.

The rest is good, a 3 day waiting period is a good thing, makes it more real.

re: Forconin - it\'s only a day, and with George\'s proposal it will be delayed 3 days anyway. An MPP is a big commitment and shouldn\'t be left up to just the President to decide on their own.

We do ratify them by congress in Norway. We just do it in our closed congress-forums.
That way we can keep it a secret until it\'s signed atleast.

Proposed MPP BEFORE this announcement should be active immediately even if accepted AFTER this announcement. OMG Why?! Do you, admin, take SIDES? It really looks like it. Please if you don\'t be careful not to do it, if YOU don\'t want....
MPP\'s are only defensive agreements.
Agree that MPP\'s should need the congress approval but this needs some big changes in the code and for the moment it can wait as we focusing on bugs.

Ok, but next time, let everyone know at same time about it. We were greatly damaged by this... Don\'t you see how? Some are privileged with information ahead of everyone else and if only it was this... Please do not tip some (like Nave) and let others (me) guessing about it.... It\'s fine that you change the rules, but it\'s not cool to tell some know all about it way ahead of announcement... Should I instead of be alert to EInsider news be doing something else?

I didn\'t know about this before anyone else. He announced the decision publically before telling me. Hence, my comment is #27, not #1.

(me neither) -- I said that I thinnk thta the admin would allow us to cancel our wars. It made sense, seeing that the war module was just released and there was bound to be some mixups like this.
In terms of ratifying MPPs. Keep in mind that even IRL MPPs are rarely kept secret, especialy more secret then Declarations of War. Is DoW has to be voted publicly few days before invasion may start there is no reason why MPP should not. Especially with issues we had during last 24h.

Ok, there\'s some point that isn\'t look good. First, you can attack country 24 hours after congress agreed. Second, you have to wait 48 hours longer to lent a hand for the defense. Isn\'t that a bit... unfair?

As far I can understand, this has little to do with fairness, but rather to keep it small wars. World wars are forbidden.
I think there should be some sort of a time limit between how often a country can declare war on another. If you\'re going to set time limits for MPPs, it only makes sense that you should also set them for often war can be declared.
If a declaration of war gets voted down or cancelled or whatever, maybe that country should have to wait until after the next election before declaring again. You should give the people a chance to vote out a leader who is constantly declaring war on other countries.
Defending via MPP should cost something, a fraction of what it costs to start a war, to discourage countries trying to get a free war by association

So there\'s been some teething problems, it\'s not like we\'re just making another Command & Conquer clone. The social, human dimension to this games does make it difficult to always foresee what problems can arise in advance... although I could have spotted this one
