De afgelopen twee weken heeft de CRAP-commissie hard gewerkt aan de voltooiing van het nieuwe Wetboek. Met resultaat, want ik kan bekendmaken dat de hoofdstukken I tot en met IV voltooid zijn. Voltooid betekend dat de Engelstalige teksten voor deze hoofdstukken af zijn. Het enige werk wat er nu rest is het doorlopen van alle hoofdstukken of mogelijke fouten en inconsequenties.

Met de voltooiing van het schrijfwerk zijn we aangekomen bij de volgende stap: het bespreken en, na de eventuele aanpassingen en de vertaling, het invoeren van het nieuwe Wetboek.
Het in het vorige artikel geschetste tijdpad kan niet verder gevolgd worden. Zelfs al had de commissie vorige week een compleet, tweetalig conceptwetboek aan het Congres kunnen aanbieden, dan was er toch niet voldoende tijd geweest om de gehele inhoud te kunnen bespreken en aan te nemen voor de Congresverkiezingen overmorgen.

Daarom heeft de commissie besloten een nieuw tijdpad te volgen. Het nieuwe Congres zal, zo snel mogelijk na haar aantreden, de verschillende hoofdstukken van het nieuwe Wetboek aangeboden krijgen, zodat er een gehele maand is om deze te kunnen bespreken. Stemmingen over de verschillende hoofdstukken kunnen dan plaatsvinden vóór de Congresverkiezingen van 25 september, evenals de vertalingen naar het Nederlands. Het in september gekozen Congres kan dan vervolgens de vier hoofdstukken in tweede lezing goedkeuren, zodat het nieuwe Wetboek op 1 oktober in werking kan treden.

Dit tijdpad maakt het mogelijk om de CP-verkiezingen en de daar bijbehorende regeringsformatie van oktober volgens het nieuwe Wetboek te regelen.

Over the last two weeks, the CRAP committee has worked hard to finish the new Lawbook, with the result that Chapters I through IV are now complete, meaning that the English texts for these chapters are done. The work to be done consists of checking all chapters for possible mistakes and inconsistencies.

Having finished writing, we come to the next step: debating and, after making changes and a translation, introducing the new Lawbook. The timetable as presented in the previous article has become obsolete. Even if the committee had been able to provide Congress with a complete, dual bilingual Lawbook last week, there wouldn’t have been enough time to talk about the complete proposal and putting it to a vote before the Congress elections of the day after tomorrow.

Therefore, the committee proposes a new timetable. The chapters of the new Lawbook will be presented to the newly elected Congress as soon as possible, in order for it to have a whole month for debate. Votes about the various chapters can take place before the Congress elections of the 25th of September, including the Dutch translations. The Congress that is chosen in September will be able to approve the chapters in the second reading, so the new Lawbook can come into effect on October 1st.

This timetable makes it possible to organize the CP elections and the government formation according to the new Lawbook.
