This is not the government, but the Egyptian congress!
Congress is a huge part of Government so as the Congress changes the government adjusts. I'm not saying it was some huge rebellion overthrow but the governement will be different in at least some aspects.
@Lawrence of Arabia: What is the government if not the Congress and Presidency? By changing either the Congress or the President you are essentially changing the government.
