Red tape refers, in this case, to regulations surrounding any administrative act. In short, the rules you must follow as a senator, president or minister. Most of these regulations apply only on forums.

The most common regulation is the if you're not with us, you're against us where the Senatorial structure of your country will require you to sign up on the national forum, and to propose and discuss any vote on the forum before you do in eRepublik. If you don't follow those rules, your vote will typically be shot down.

Usually, there is a "Senate speaker" or "Head of parliament" whose job is to decide whether you're a good boy (girl) or not.

As you can guess, most of the government stuff happens on forums and votes can often take three or four days before they actually go up for vote here. However, by the time you're influential enough to alter your country's system, you'll know it better than I do.

A lot of countries have compiled there regulations (thy may not vote without our consent, etc.) in what is called a constitution. I suspect not even the authors have read them in full, so you could probably ignore it all together.

ii- IRC

A quick word about IRC. IRC is a type of chat room, where loads of people can pretend to be talking about important things together. In a sense, it's very similar to national forms, except it is usually not permanent and a lot quicker.

Go on IRC, even if nothing constructive gets down, you'll get to know your colleagues better and maybe you'll make a friend or two.
