I want to ask party members to vote me back into 'Shadow Congress' since it seems obvious we will once again not have an in-game Congress.
TL/DR of the following is called the 'You don't sign in, You don't vote Bill'
During many of my Congressional terms, some Congress Member or another would posted this Useless Sign in for week of April 22nd. So. Since America needs Congress Members who want to be there and who want to see changes in the government which brought us to this point and in order to make signing in each week much more meaningful, I propose the following changes to the Constitution.
Original Constitutional Text
'1.1: Quorum
1.11: Definition of a Quorum
A Quorum, the minimum number of votes necessary for any measure to become law whether those votes are “yes” votes, “no” votes, or abstentions.
1.12: Requirement for Quorum to have been deemed reached
Quorum size shall be based on a weekly sign-in thread on the forum. If the number of sign-ins is odd, then quorum is half that number rounded up to the nearest integer. If the number of sign-ins is even, then quorum is half that number plus 1.
1.2 Proposals, Votes, and Laws
1.21 Proposals
Before a proposal can be made, a member of Congress (hereafter "member") must pose the subject for discussion and allow 24 hours to pass. The SOH or DSoH may waive this requirement if necessary. Ten members must approve an identically worded proposal for it to come to a vote.
1.22 Voting
Voting on proposals will last 24 hours but may be extended for up to 72 hours by the SOH or DSoH at their discretion. All members may vote. Only votes in the form of "yes" "no" or "abstain" will be counted. Proposals that require a 2/3rd majority in game to execute or Amendments to the Constitution will require a 2/3rd majority to pass. Any member may start a voting thread for a proposal after it reaches 10 approvals. A member may change his or her vote at any time before the voting period ends.
1.23 Becoming Law
If a quorum of votes are cast (see 1.1 "Quorum"), and the required number of votes cast approve, the proposal becomes law. Proposals amending the constitution require affirmative votes that meet or exceed 2/3 of the weekly sign-in thread for the week. The final tally shall be performed by the SoH or a DSoH, who shall announce the final results.'

Y'all know me and the above is just one discussion that needs to happen right now. Without an in-game Congress, the eUS Congressional Forums will be run by citizens who will hold our future in their hands. We need to change the fundamental way in which our government functions.

After I published this article it was pointed out by Comrade Party President Chickensguy that there was a slight misalignment in my thinking about this discussion and my stance on writing articles to campaign for Shadow Office. I remember the days when running for Congress meant winning in a region...so I have adjusted my thinking accordingly.

Ah yes, the monthly proposal strikes again.
I guess I don't understand what's the issue with it? Why do you think such changes are wrong? I'm genuinely curious because I view that as just being how standard Parliamentary Procedure is run and I'm used to it.
He wishes to use Congress Members who only show up when told to show up and vote. I want to limit voting to those who wish to serve in Congress and actually show up on their own.
Because I want the meta to reflect the game as closely as possible. The game doesn’t place any restrictions on how and when a congressman may vote. A congressman may vote, regardless of activity level. They could become a dead citizen in office, come back, and vote in-game. Just as well, a congressman may choose NOT to vote and abstain instead.
Franklin wants the meta to follow a completely different set of rules. I refuse to implement Franklin’s Meta Game. We are playing eRepublik. The meta should match it.
What you have stated is true. A dead citizen may die and come back to vote in Party President, Country President, and Congressional elections. What they can not do it vote on Country Laws which only Congressional Members may do. So, yes I wish to hold Congressional Members to a higher standard...especially since the Congressional sub Forums are also not mandated in-game. So if you wish to reflect gameplay you need to play eRepublik and not eUS Forums.
Also, they may not abstain. They must vote yes or no. Abstaining would lead to some laws not passing.
Franklin, a Congressman can be voted into office, die in office, come back to life, and still vote on a country law. When you die, your title of "Congressman", "President" etc.. does not go away. You still have it and can use it upon return.
Also, you don't have to vote "yes" or "no." You can choose NOT to vote altogether. Its an abstention. Trust me, I used to do it on minor votes.
Again, I don't want to play Franklin's Meta Game. I want to play eRepublik.
It takes 30+ days to die. So no you can't die in Congress and then come back to life to vote while still in Congress. Again you are correct that not voting on Country Laws is the same as an abstention but it goes uncounted while on the eUS Forums an abstention is counted toward quorum which helps pass laws that otherwise would have failed.
So once again I wish to play eRepublik NOT eUS Forums....

Franklin. My sweet sweet summer child. You can die in office. You can click to “Run for Congress” 10 days before the election.
After that? Go inactive. Never log in. You can still be elected. However, you will DIE WITH TEN DAYS LEFT IN THE TERM.
Then later, come back for some important vote that your party has asked you to login for. Taxes, controversial MPP/NE, whatever. You can come back and vote.
The point I’m getting at here is that it doesn’t matter how long you’ve been “inactive” for. If you’re a congressman in game, you can vote. Doesn’t matter if it’s been 24 hours of 24 days. If it doesn’t matter in-game, it shouldn’t matter in the forum. We play by the rules of eRep.
Derphoof, all you have proven is that you and those who would support you are willing to exploit every game mechanic possible to use multis in order to rig the in-game vote.
Lmao, multis? You’re shifting to multis because you didn’t know game mechanics? How do multis factor into this at all??
Multis don't necessarily have to be run by you or even one person. They could simply be dead citizens who are so inactive -in other words actually playing the game- that they die and only get reactivated when an active citizen text/phone/emails or otherwise contacts them and tells them how to vote. We see 'Old Players' -fingerguns for one- come back all the time.
Another point would be they certainly aren't active enough to help defend America or to help win our freedom. I can't support citizens who have so little loyalty.
