I. Members of the Cabinet/内阁组成

After my last article inviting people to work in the Cabinet, I have received a lot of PMs. Thank you all for your concern about NK. But I think NK as a tiny country does not need a too complicated Cabinet. Therefore, some people are not included in my list. Still, I'll contact you if the NK government needs your help. Hope you can offer your help then.
自从我上上篇文章中邀请人们加入内阁以来，我收到了许多热心人士的讯息。感谢各位对NK的关心。但是，我认为NK这样的小国，并不需要一个庞大的内阁。因此，有些热心人士没有包括在这个名单中。但如果有一天，NK政府需要你们的帮助了，希望你们届时仍然不吝伸出援手。

Here is the Cabinet for December:

President: Dandelion Ou
Responsible for arranging and reporting the work of the Cabinet.
Vice president & President of Central Bank: Afanasiy Drago
Responsible for managing the NK reserve bank.
Minister of Employment & Commander of NK Army: Kaigefoh
Responsible for offering job offers for new babies and organizing our national army.
Minister of Foreign Affairs: kaycloud
Responsible for communicating with friendly countries, especially eChina.
Minister of Defence: Ballman
Responsible for publishing the military order and communicating with EDEN countries. However, he will only be available from Dec. 15, so I'll take his job to publish the military order before that.
Minister of Education: Kim Young
Responsible for guiding new babies.

副总统、央行行长：Afanasiy Drago，负责管理央行。
劳动部长兼NK国军军长：Kaigefoh，负责提供劳动岗位，组织建设NK的国家军队。
外交部长：kaycloud，负责与友好国家之间的外交事务，尤其是增进与eChina的关系。
国防部长：Ballman，负责发布军令以及与EDEN国家的沟通。他15号之后才有空，在此之
前，我会代他发布国防部指令。
教育部长：Kim Young，负责采集新人信息，提供指导。

MeiFawAn负责选举ATO事宜。

II. Things to Do Now/需立即着手的事

1. Negotiating with eChina for Kangwon/与eChina就Kangwon问题协商

Kangwon is rich in deer. We all know that one kind of resource may add a 25% bonus to the factory gathering that resource and a 5% bonus to the manufacturing company using that resource. And all these bonuses will not be doubled if we hold two regions with the same resource. Therefore, it is better for eChina to keep Kangwon. But since it will bring economic benefit to eChina, eChina needs to pay a compensation for this. Kaycloud will be responsible for negotiating with the eChina government to reach agreement on this issue.
Kangwon有鹿资源。众所周知，高资源地能够为该资源的采集厂提供25%的加成，为使用该资源的制造厂提供5%的加成。但是，对于同一资源，我们即使拥有两块高资源地区，上述加成也不会叠加。因此，最好的办法是让eChina控制Kangwon。但是由于Kangwon能够带来经济利益，因此eC应该为此支付一定的租金。外长kaycloud将会负责与eC就Kangwon问题进行协商，希望能够就租金金额达成双方均可接受的协议。

2. National Army of NK/NK的国家军队

Kaigefoh mentioned in his article that NK needs a national army. After communicating with him, we reached the agreement that we should organize people first. NK does not have much money to support the training and fighting of soldiers, but an organization will make people active. So, we are planning to organize the national army of NK. As for the name and avatar of the army, you are appreciated to share with us your opinions. Kaigefoh, Ballman and I will work on this together.
Kaigefoh在他的政纲中提到，NK需要自己的国家军队。与他沟通后，我们达成了共识，认为应该先将战士组织起来。NK国库资金匮乏，也许没有能力支持战士们的训练和作战费用，但是一个良好的组织能够提高人们的凝聚力。所以，我们计划组建NK的国家军队。对于军队的名称和战士头像，欢迎大家提供建议。Kaigefoh、Ballman和我将一起负责这一组织工作。
