Dear and loyal citizens of Korea,

This month Congress and Government have been working on a project to give our country a Constitution that regulates the activity of the State. Proposals and debates result on a text approved unanimously by the Supreme People's Assembly, today: 4,602 of New World.

“We, the people of Korea, in order to establish with justice the stability and defense of our nation and to secure the enjoyment of our individual rights; INSTITUTE, PASS and ENACT this Constitution as supreme law derived from eRepublik laws and the consentment of the governed.”


Art. 1.- Korea constitutes itself as a people’s republic. Its government will be democratic and representative.

Art 2.- There will have full citizenship all players who accept and subscribe this constitution. Full citizenship allows to participate freely in the outgame. Not subscribing this constitution will not affect rights ingame.

Art. 3.- Ingame elements will be ruled by eRepublik Laws. Proposed and approved laws will only rule outgame elements and ingame manners about public administration and public property. No citizen will be forced to do something that laws don't order clearly.

Art. 4.- The Legislative Power will be exerted by the Supreme People's Assembly, whose members will be proposed, elected and designated under eRepublik Laws.

Art. 5.- Supreme People’s Assembly has the right to propose all law projects defined by eRepublik and those outgame related with the exception of all project related with Foreign Affairs and Defense.

Art. 6.- National general budget and its reforms must be approved by Supreme People's Assembly under proposal of the Executive Power.

Art. 7.- There will be no law with retroactive application.

Art. 8.- All financial movement in the budget must be approved by Supreme People's Assembly.

Art. 9.- Supreme People's Assembly must deny any proposal contrary to this constitution. A proposal contrary to this constitution is understood as any proposal that is not provided by the current law system.

Art. 10.- Supreme People's Assembly is the only body legally constituted and able to vote any change to this constitution.

Art. 11.- Supreme People's Assembly can't delegate its functions to another person, authority or organization; except in that cases when it can't be elected due to ingame circumstances.

Art. 12.- The Executive Power is conformed by the President and all the ministers appointed by him, excepting Prime Minister who is elected by Supreme People's Assembly as its representant.

Art. 13.- The Executive must present every 15 days a State of Nation report to the Supreme People's Assembly, in order to make it know about financial, political and diplomatic affairs. Based on this report, Supreme People's Assembly could initiate political actions.

Art. 14.- There will be attributions of the Executive all those established by eRepublik Laws and,
a. To exercise through the President, or who he decides, as Commander in chief of all korean military units. Minister of Defense will be Commander of the National Army designated by the Supreme People's Assembly.
b. To direct diplomatic affairs, negotiate treaties and appoint ambassadors to other nations or supranational organizations. Treaties must be approved by two-thirds of Supreme People's Assembly.
c. To call in case of emergency to the Supreme People's Assembly and, in case of imminent risk to national sovereignty, take all actions needed to preserve it. Supreme People's Assembly could take political actions in order to evaluate those actions.

Querido y leal pueblo de Corea,

Este mes el Congreso y el Gobierno han estado trabajando en un proyecto para dar a nuestro país una Constitución que regule la actividad del Estado. Propuestas y debates resultan en un texto aprobado unánimente por la Asamblea Suprema del Pueblo, hoy: 4,602 del Nuevo Mundo.

“Nosotros, el pueblo de Corea, para establecer con justicia la estabilidad y defensa de nuestra nación y para asegurar el goce de nuestros derechos individuales; DEFINIMOS, SANCIONAMOS Y PROMULGAMOS esta Constitución como ley suprema derivada de las leyes de eRepublik y el consentimiento de los gobernados.”


Art. 1.- Corea se constituye como una república popular. Su gobierno será democrático y representativo.

Art. 2.- Tendrán plena ciudadanía todos los jugadores que acepten y suscriban esta constitución. La plena ciudadanía permite participar libremente en el outgame. No suscribir esta constitución no afectará derechos ingame.

Art. 3.- Los elementos ingame será regidos por las leyes de eRepublik. Las leyes propuestas y aprobadas únicamente podrán regir elementos outgame y comportamientos ingame acerca de la administración pública y la propiedad pública. Ningún ciudadano será forzado a hacer algo que las leyes no ordenen con claridad.

Art. 4.- El Poder Legislativo será ejercido por la Asamblea Suprema del Pueblo, cuyos miembros serán propuestos, elegidos y designados según las leyes de eRepublik.

Art. 5.- La Asamblea Suprema del Pueblo tiene la iniciativa en los proyectos de ley definidos por eRepublik y en materia outgame con la excepción de todo proyecto sobre relaciones exteriores y defensa.

Art. 6.- El Presupuesto General de la Nación y sus reformas deberán ser aprobados por la Asamblea Suprema del Pueblo a iniciativa del Poder Ejecutivo.

Art. 7.- No habrá leyes con carácter retroactivo.

Art. 8.- Todo movimiento financiero en el presupuesto debe ser aprobado por la Asamblea Suprema del Pueblo.

Art. 9.- La Asamblea Suprema del Pueblo debe rechazar cualquier propuesta contraria a esta constitución. Una propuesta contraria a esta constitución se entiende como cualquier propuesta que no sea provista por el sistema legal actual.

Art. 10.- La Asamblea Suprema del Pueblo es el único órgano legalmente constituido y calificado para votar cualquier cambio a esta constitución.

Art. 11.- La Asamblea Suprema del Pueblo no puede delegar sus funciones en otra persona, autoridad u organización; excepto en aquellos casos cuando no pueda ser electa debido a circunstancias ingame.

Art. 12.- El Poder Ejecutivo está conformado por el Presidente y todos los ministros nombrados por él, con excepción del Primer Ministro quien es elegido por la Asamblea Suprema del Pueblo como su representante.

Art. 13.- El Ejecutivo debe presentar cada 15 días un reporte de Estado de la Nación a la Asamblea Suprema del Pueblo, con el objetivo de darle a conocer acerca de los asuntos financieros, políticos y diplomáticos. Con base en este reporte, la Asamblea Suprema del Pueblo puede iniciar acciones políticas.

Art. 14.- Serán atribuciones del Ejecutivo todas las establecidas en las leyes de eRepublik y:
a. Ejercer a través del Presidente, o quien él decida, como Comandante en jefe de todas las unidades militares de Corea. El Ministro de Defensa será Comandante de la Armada Nacional designada por la Asamblea Suprema del Pueblo.
b. Dirigir los asuntos diplomáticos, negociar tratados y nombrar embajadores ante otras naciones u organismos supranacionales. Los tratados deberán ser aprobados por dos tercios de la Asamblea Suprema del Pueblo.
c. Convocar en caso de emergencia a la Asamblea Suprema del Pueblo y, en caso de riesgo inminente a la soberanía nacional, tomar todas las acciones necesarias para preservarla. La Asamblea Suprema del Pueblo podrá tomar acciones políticas con el objetivo de evaluar dichas acciones.
