Estimados compatriotas, amigos y aliados

Les presentamos el informe de actividades del Ministerio de Relaciones Exteriores de Chile (MoFA Chile) para el mes de agosto, durante la gestión del CP Pablofrancisco.

1. Nuevo acuerdo sobre regiones y recursos con Bolivia

Al principio del mes nos encontramos con el anuncio de dos importantes cambios en el juego: 1) los nuevos parámetros para el cálculo de la determinación en las regiones ocupadas y 2) la introducción de las concesiones estatales para recursos naturales, cambios que entraron en vigencia a mediados del mes.

Durante la última guerra de recursos ayudamos a Bolivia a obtener un bono completo de comida, recursos naturales que fueron puestos en las regiones bolivianas de Altiplano (venado, cereal, ganado, frutas) y Beni (pescado), y acordamos el alquiler de esas dos regiones garantizándonos un bono de comida de 100%.

Los cambios introducidos por los administradores del juego significaban para Chile que
1) no solo se corría el riesgo de perder las regiones de bono por el significativo aumento en la determinación y la eliminación de la posibilidad de resetearla, sino también que
2) se reduzca el bono de comida al poder tomar concesiones sólo para 3 recursos y que
3) debemos pagar un precio mucho más alto con la fórmula de facturación introducida por los admins (facturación en proporción al Producto Interno Bruto del país que toma la concesión).

Apenas iniciada la gestión del CP Pablofrancisco, el Ministerio de Relaciones Exteriores en estrecha cooperación con el Ministerio de Economía comenzaron a buscar soluciones para los problemas resultantes de los cambios aplicados y consultamos con nuestros pares en Bolivia, para elaborar un nuevo acuerdo con nuestros hermanos bolivianos.

La única opción considerada como viable fue entender las concesiones como un seguro y no negociar activamente nuevos bonos. Por lo tanto, se decidió seguir con el tratado existente, alquilando Altiplano y Beni, y reservar las concesiones para el caso que perdamos las regiones y que no podamos volver a ocuparlas por un tiempo. Aumentamos el pago a Bolivia a 100.000 cc por mes por las regiones alquiladas, asegurando también esa cifra como pago tope en el evento que debamos activar las concesiones, para no pagar el 12% de nuestro PIB de comida, así como está previsto en las actualizaciones del juego.




Viendo los acuerdos comerciales pactados de todos los países hasta al momento, el acuerdo entre Chile y Bolivia es uno de los más eficientes bajo el punto de vista de costos, rentabilidad y austeridad fiscal, beneficiando así a los estados de Bolivia y Chile, y a los empresarios de ambos países.





2. Guerras de entrenamiento: Francia, España y Serbia

Nuestra segunda prioridad para ese mes era mantener y/o aumentar la cantidad de campañas diarias para nuestros combatientes, lo que peligraba por la aventura francesa a Estados Unidos y nuestra propia fijación en renegociar el acuerdo de no-agresión suscrito con Serbia entre enero y febrero de este año.

Francia nos había avisado que se debía terminar la TW con ellos cuando atacaron a Estados Unidos, ya que pensaban no poder manejar tantas batallas. Pero en el transcurso de los días logramos arreglar el funcionamiento de las diferentes campañas con nuestros pares franceses.

Al mismo tiempo entramos en negociaciones con el gobierno de España para conseguir otra guerra de entrenamiento, logrando un acuerdo para una TW que se firmó hace unos días. Cabe destacar la rápida reacción del gobierno español a un NE propuesto por un congresista troll en España al principio del mes, informándonos de inmediato sobre lo sucedido y tomando las medidas necesarias para evitar una guerra real. Agradecemos desde esta comunicación al gobierno español por su accionar y su cooperación con nosotros.

Por otra parte, habíamos establecido como objetivo en el programa de gobierno del CP Pablofrancisco de renegociar el acuerdo suscrito con Serbia al principio del año, y recordarle a Serbia que la TW con ellos debía trasladarse fuera de Sudamérica. Tras una ardua búsqueda de un nuevo lugar para la TW, hemos convenido en continuarla en las regiones que Chile y Serbia ocupan en Taiwán y China por el momento. De todos modos seguiremos buscando un sitio mejor.







3. Ataque aéreo y acuerdo con Taiwán

A mediados de mes fuimos de viaje a Taiwán para tomar sus regiones originarias bajo ocupación croata, ya que Croacia se retiraba de la isla por la alta determinación en estas regiones. El objetivo era seguir presionando a la alianza Pacifica. Pero en el transcurso de los días nos encontramos con parámetros cambiantes. Cabe destacar que no fuimos a Taiwán para dañar a su comunidad con un borrado prolongado de regiones y negociamos un acuerdo que incluye una TW, asegurando para ambos países dos regiones en la isla. Esperamos que nuestro trato con Taiwán sea una oportunidad para que ellos recapaciten acerca de sus relaciones con Corea del Sur.





4. MPPs / Andes

Las numerosas guerras de entrenamiento en el e-mundo siguen teniendo un fuerte impacto en nuestro paquete de MPPs. Con varios aliados no podemos firmar MPPs de momento, ya que mantienen TWs con otros aliados.

Recientemente, dejamos de firmar MPP con Uruguay por la TW de ellos con Argentina, y ahora también con Argentina por su viaje a Chipre. Por el mismo motivo tampoco se renovó con Grecia después de entrar ellos en una TW con Venezuela.

Quedan a la espera de terminar sus TWs para poder firmar nuevamente:

Georgia
Uruguay

Todos los demás MPPs vigentes fueron renovados de acuerdo al calendario establecido.

Las actividades en nuestra alianza Andes se centraron en el mes de agosto en la reactivación del servidor Discord de Andes, mediante la organización de pegadas conjuntas, especialmente en rondas aéreas, para impulsar a los aviadores de los países miembros de Andes.

También destaca la inclusión del nuevo miembro México en el HQ de la alianza, ejerciendo el vCP mexicano 4NG3L PR0GR4MM3R el cargo de vSC en la alianza.

Dear compatriots, friends and allies

We´d like to present you the report of the activities of the Ministry of Foreign Affairs of Chile (MoFA Chile) for the month of August during the administration of CP Pablofrancisco.

1. New agreement on regions and resources with Bolivia

At the beginning of the month we came upon the announcement of two important changes in the game: 1) the new parameters for the computation of the determination in the occupied regions and 2) the introduction of state concessions for natural resources, changes that came into effect in the middle of the month.

During the last resource war, we helped Bolivia obtain a full food bonus, natural resources that were placed in the region of Bolivian Altiplano (deer, grain, livestock, fruits) and Beni (fish), and we agreed to rent those two regions guaranteeing us a 100% food bonus.

The changes introduced by the game administrators meant for Chile that
1) we not only risked losing the bonus regions with the significant increase in the determination and the elimination of the possibility to reset the determination, but also that
2) the food bonus would be reduced by to the possibility to take concessions only for 3 resources and that
3) we must pay a much higher price with the billing formula introduced by the admins (billing in proportion to the Gross Domestic Product of the country that takes the concession).

Right to the beginning of the term of CP Pablofrancisco, the Ministry of Foreign Affairs, in close cooperation with the Ministry of Economy, we began to look for solutions for the problems that resulted from the announced changes and we consulted with our colleagues in Bolivia to draw up a new agreement with our Bolivian brothers.

It seemed as the only viable option for us to see the concessions as a reinsurance and not to actively negotiate new bonds. Therefore it was decided to continue with the existing treaty, renting Altiplano and Beni, and to procure in the event that we lose the regions and that we can´t occupy them for a while. So we increased the payment to Bolivia to 100,000 cc per month for the rented regions, also assuring that figure as a maximum payment in the event that we must activate the concessions, in order not to pay 12% of our GDP for food provided in the game updates.




Looking over all trade agreements made so far by other countries, the agreement between Chile and Bolivia is one of the most efficient from the point of view of costs, profitability and fiscal austerity, thus benefiting the states of Bolivia and Chile as also the businessmen in both countries.





2. Training wars: France, Spain and Serbia

Our second priority for the month was to maintain and/or increase the number of daily campaigns for our fighters, which was jeopardized by the French adventure to the United States and our own determination to renegotiate the non-aggression pact signed with Serbia at the beginning of this year.

France had signaled us that the TW with them should be ended when they attacked the United States because they thought they couldn´t handle so many battles. But in the course of the days we managed to arrange the different campaigns with our French colleagues.

At th same time we also entered into negotiations with the government of Spain to get going another training war, achieving an agreement for a TW that was signed few days ago. It should be noted the quick reaction of the Spanish government to an NE proposed by a troll congressman in Spain at the beginning of the month, informing us immediately about what happened and taking the necessary measures to avoid a serious war. We´d like to thank the Spanish government for their actions and their cooperation with us.

On the other hand, we had established the goal in CP Pablofrancisco´s government program to renegotiate the agreement with Serbia from the beginning of the year and to remember Serbia that the TW with them should be moved out of South America. After an arduous search for a new place for the TW, we agreed to keep up the TW in the regions which Chile and Serbia occupy in Taiwan and China at the moment. Anyway, we will continue looking for a better place.








3. Aistrike on and agreement with Taiwan

In the middle of the month we went on a trip to Taiwan to take the Taiwanese regions under Croatian occupation as Croatia had to withdrew from the island due to the high determination in these regions. The goal was to keep putting pressure on the alliance Pacifica. But over the course of the days we found the parameters changing. We also have to state that we didn´t go to Taiwan to damage their community with a prolonged wipe of their cores, so we negotiated an agreement with Taiwan that includes a TW, ensuring for both countries two regions on the island. Hopefully, our Taiwan deal will be an opportunity for Taiwan to reconsider its relations and behavior with and towards South Korea.





4. MPPs / Andes

The numerous training wars in the e-world continue to have a strong impact on our MPP package. With several allies we cannot sign MPPs at the moment as they maintain TWs with other allies.

We recently stopped signing a MPP with Uruguay because of the TW between them and Argentina, and now also with Argentina because of their trip to Cyprus. For the same reason it was not renewed with Greece after they entered a TW with Venezuela.
We are waiting the following countries to finish their TWs in order to be able to sign MPPs again

All other MPPs that we maintain were renewed according to the renovation schedule.

The activities in our alliance Andes focused in the month of August on the reactivation of the discord server of Andes with the organization of joint hits, especially in aerial rounds to boost the aviators of the member countries of Andes.

It also should be highlighted the inclusion of the new member Mexico in the HQ of the alliance, with the Mexican vCP 4NG3L PR0GR4MM3R exercising the position of vSC in the alliance.
