[MoD] The Flying Dutchman - Week 64

Just as last week, another round of subsidies from The Flying Dutchman initiative is incoming*. The rules for the initiative can be found here.
*During events and other occurrences that heavily inflate kill output, additional caps and limits may be in place.

Getting better, or having lots of energy due to the event?
I guess we can only tell in a few weeks if this change in activity is permanent.
I think in a sense both had an effect, lit may be good as an idea itself to compare the records and statistics pre-event a week before it, after event and 2-3 weeks after that when energy size, boosters and stingers are depleted. Then from that it would truly show if we have actually improved or not. Me myself, I would comparing weeks ago my air damage has vastly improved for which i could only do a fll FF of 20k, today i did a full FF which came up as 60-80k damage
Getting better by obtaining ranks, which is the only method, how to improve their air damage input.
Hopefully some of those, who only became active due to the event, will stick around, even if their energy levels will drop. All in all, getting 125 kills is not difficult task even during normal weeks 🙂 .
@Janty F: damage is nowhere listed in any of these Flying Dutchman articles. The only metric is kills, which takes typically 3 to 4 hits, but will take less if boosters or (very overpriced) weapons are used.
So while them doing damage indeed means they are getting stronger (specifically the people in the list on the right), the effect may be small if they don't keep up at least 125 weekly kills of activity.
As long as we will have some good ranked people, when we go to the war!

Agreed on the remark about people in the right djirtsdew. Several of those never do anything in the field and only did now due to stingers and such and naturally are first to claim rewards when they can (while at the same time often opposing all changes and gov programms)
That said, our long term trends do show that ever since the changes arrose, forum is abandoned and gov programms active both in air and ground our nation prospers on the battlefield and in activity.

En hier ook toch enkele opmerkingen.
er word een max getoond van 3000. dit hoort (staat in het artikel van de regels) 1500 te zijn.
als je de beloning van de mensen die max beloning krijgen lijkt het wel te kloppen dat ze maximaal voor 1500 krijgen. (1500 maal 5).
maar kijk je dan bijvoorbeeld naar een jacktrout. die 139 maal 5 zou moeten krijgen (695CC) en hij krijgt maar 500CC
Het is mogelijk dat dit in het verleden ook al niet goed ging (keek er nooit goed naar), maar als je een programma hebt volg dan in ieder geval de regels die jezelf opgesteld hebt....
As in previous weeks, the rewards have been temporarily lowered in conjunction with the increased energy regeneration / storage (= the lower rewarding is off-set by the increase, meaning the same effort put in would give a player the same reward in cc). It should return to ''normal'' pretty soon.
So not a mistake, or a wrong calculation.
Daarmee gaat de regering dus tegen de regels in die ze zelf hebben opgesteld... aangezien er niks in die regels staat over tijdelijk verhogen/verlagen van beloningen.
Zoals ook al in het groene baret artikel aangegeven had dit simpel gedaan kunnen worden door de regels voortijdig te wijzigen, maar de regering heeft dit nagelaten.
Al met al zou het de regering sieren als ze
a. alsnog de onterechte achtergehouden beloningen uitkeren aan de spelers.
b. zich eens achter de oren gaan krabben of de juiste mensen wel op hun plaats zitten. want dit zijn gewoon erg domme fouten, die heel simpel op te lossen waren.
First of all, by law, the Government is allowed to review each application and Program. It has been known for more than two weeks that the Programs are de jure lowered (while in practice, the same amount rewarding for the same effort). This rigidity and total lack of flexibility is the reason why in the past such efforts did never work. And it quite dishonest to suggest that we should just go bankrupt or fire people who put everything on the line to keep these programs running for such a long time, perhaps the longest time in all eRepublik.
We are acting in an extraordinary circumstance (Anniversary) to keep everything fair and working for both citizens and the eDutch state. Suggesting otherwise like you do, means you either only care for self-interest (more money for the same amount of effort..) or just want to see it all burn by insinuating that the Government is disadvantaging anyone. The Ministry of Defense will not retract this ordinary and common-sense decision.
Ben je zelf wel bekend met de wetten en regels? lees onderstaande eens goed. 1e gedeelte staat in ons wetboek. 2e zijn de huidige regels van dit programma.
Wat de regering op dit moment dus doet met betrekking tot flying dutchman is niet geldig. het is gewoon een gigantische fuckup van de regering.
1. All citizens of the eNetherlands that meet the requirements communicated by the Government will receive The Flying Dutchman sponsorship.
2. Citizens are, at minimum, required to make a certain amount of aerial kills per week or improve their aerial rank to receive the sponsorship.
3. The Government is obliged to publish weekly articles reporting on the program and informing about individual sponsorships.
4. The detailed requirements of The Flying Dutchman can be found in MoD newspapers.
"eligible citizens"
- You need to be a citizen of eNetherlands with level higher (or equal) than 20.
- You need to have an aerial rank higher or equal to Flight Luitenant.
- When your aerial rank is higher or equal to a Group Captain you are excluded from the kill rewards and will only receive ranking rewards.
- You need to make atleast 125 kills in aerial battles during the previous week.
Kill rewards:
- Every eligible citizen will receive a fixed 5cc per aerial kill.
- The ''kill cap'' is set at 1500 kills per week.
Deja vu... there was a time odan kept stating we should spend more money as it was written in a law that could not be changed as all I&W and most of DemNL CM didn’t want it to change. The effect was eNL rapidly lost it’s treasure as the cc reserves were spend and locked in way to expensive gold by another brilliant I&W player that was MoF back then.
Asking now to stick to certain fixed numbers rather than common sense is as stupid as he acted back then...

De nummers hoeven niet statisch te zijn, de regering heeft er voor gekozen om dat te doen. Zoals ik al meerdere keren heb aangegeven had het simpel opgelost kunnen worden door de regels tijdig te veranderen.

Based on the linked rules, I should receive 5cc per kill, capped to 1500, so 7500 cc. Maybe recalculate all rewards?

Then dont link to the rules if you arent playing as put into the Lawbook. I dont mind but you have to communicate it properly.
Exactly the problems I warned for, you will get when you put these programs in the Lawbook. Better to remove them.
Wat in het wetboek staat is niet het probleem.
Het probleem is dat ze de regels niet hebben aangepast van te voren, wat de regering makkelijk had kunnen doen, ze hebben hier geen toestemming van congres voor nodig.
Nu zijn ze gewoon aan het klungelen door hun eigen regels te breken, en mensen hun verdiende beloningen niet uit te betalen.
In this case I have to agree with odan.
Let me put it in numbers then. The Flying Dutchman would cost 224 876 cc and the Green Beret around 750 000 cc without accounting for events and damage inflation. And that just week, whilst the event is not limited to just one. People have more opportunities to do damage for the same effort, due to energy regeneration / storage and especially on ground in lots of (free) bombs.
Government Programs are flexible for a reason. This rigidity that some may want would bankrupt the eNetherlands and would mean the end of the Programs. Is that what we want, so that we can just say we blindly followed procedures? Not what we want, we account for the free damage/kills and reward people for the same effort (!) put in as in normal weeks to keep it fair for everyone, players now, players in the future who still want Programs, and the eDutch state. 🙂
Event are extraordinary circumstances, especially the last weeks. And then the responsibility is on the Government to ensure that consistency is viable under these circumstances. This has been announced during the event and previous renditions of TFD/GB. Not doing that is a sad return to the past - hence why I find it highly laughable that a certain person is the first to find a reason to complain, when is his days not -ONE- initiative could be successfully launched/maintained and eNL was deemed dead by said person.
And this still leaves outside account the awards for ranks in both TFD/GB, which have both been left unchanged and reward 50-100k a week in these times as well, as ranks are the ultimate goal. Don't get the wrong impression; we still hand out 500k-1000k in these weeks, which is significantly more than usual weeks (100-300k). People and the eNetherlands do get paid their part 🙂
Een dure les, maar blijkbaar een les die de regering nodig heeft.
It is a lesson and an eye-opener for us all, indeed. And something to find rejoice in as well. These Programs were initiated when we could barely muster a few people being eligible and having the will to fight. The amount of activity/damage/kills during the last weeks is totally unheard of for the eNetherlands. Hence why it has been said before that after Black Friday these programs will need to be adapted, based on these lessons and the new-found potential in our country. I don't deny that there are lessons to be learnt, as every Government should (see e.g: this discussion https://www.erepublik.com/en?countryPost=346012 ).
I find it therefore harsh to attack the Government so fervently, when all we do is adapt to current circumstances whilst working on consistent and future-proof initiatives. And I believe it is always kept fair for everyone, and hope one can realize that once he looks past solely his own individual nominal damage/kills (which are heavily inflated). Don't forget that I'm one of the most pro-fighter people in eNL, and go every way (often in conflict with others) into aiding the collective fighting potential of the eNetherlands including these programs.
I would never purposefully harm anyone from realizing its fighting potential and I believe a temporary lower applied key (which has been made up and is only calculated based on ''normal weeks'' on usual statistics like expected energy regeneration / storage) does not infringe on that and in fact can still be counterbalanced by effort, e.g. dropping enough bombs, using enough stingers and in general utilizing the 2/3x more energy. The fact that weekly payment is still up 3/4x from normal weeks, despite the re-calculated key for these weeks, shows that happens and that people still profit more than they did before!

Het herberekenen is het probleem. Een probleem dat de regering aan had kunnen en moeten zien komen, maar niet legaal wat mee gedaan heeft. Dit heb ik eerder in dit artikel ook al aangegeven.

Het gaat er hier niet over of ik wel of niet voldaan ben.
relevante wetten: elke burger die voldoet aan x krijgt een beloning y.
de regering kan x en y aanpassen
de regels voor x en y staan in de MoD krant
huidige relevante regels:
5cc per kill met een maximum van 1500 en een minimum van 125 kills
minimaal flight captain benodigd en na group captain geen kill rewards meer.
er staan in de huidige regels niks over flexibiliteit van max/min kills of verminderde beloningen per kill.

The size of MoD sponsorship rewards for this program is NOT written in the Lawbook. The Lawbook merely states:
4. The detailed requirements of The Flying Dutchman can be found in MoD newspapers.
... which means, MoD newspapers should have the details published. TFD, TGB and Housing program have no details in the Lawbook, only the basic requirements (citizens need to make kills, damage, be active or rank up). Therefore it is not a problem of MoD not following the Law, but MoD not publishing the internal details correctly.
Please, when you refer to the Lawbook, read it first, before you accidentally make a wrong reference.
Janty, exactly. And the article is pointing to the rewards of 5cc per kill, maxed to 1500. Just admit a mistake is made.

So MoD is clear in the instructions, but made a mistake in the math. Or the other way around.
