Dear citizens,

We've been running the Flying Dutchman Program for almost a year now, a fact that makes it arguably one of the most effective and durable Programs in our history. We set it up all that time ago in the realization that our funds were limited and established a 'pooling system' in which a fixed amount of rewards are divided over participants. Over all these months, in addition to other feedback, some changes are to be implemented to make the system more fair, but also more rewarding for those that excel.

More fair, because the changing amount of participation in the Program week-by-week can sometimes result in rewarded cc per kill on average changing erratically, and therefore is very unpredictable. More rewarding, because the current limits on participation (amount of kills, limits for Wing Commanders) no longer fit with current circumstances. In addition to the Government having healthy financial budgets, it allows some 'experimentation again. Hence, from next week on (current applicants will still be paid on old system) the following updates are implemente😛

- Every citizen eligible will receive a fixed 5cc per kill (to ensure some continuity).
- The ''kill cap'' of 1000 kills will be increased to 1500 (to allow more effort being done).
- Wing Commanders are no longer additionally capped are fall under the same rules as the rest. Group Captains are, for now, still excluded, however.
- This is technical, but without a pooling system, payment will be based on the results of last week. Applicants no longer need to apply a week beforehand, but can 'claim' their reward following an article similar to the Green Berets. This means that in the following days, to make up for that one week, people may receive a double payment.

We hope that with these changes we can continue supporting you in your endeavours in the air for many more weeks, if not months! Just to be aware: With holidays occurring and the change in system, the payment/articles are probably delayed by a few days in the next week(s) - but everyone will get what is due!
