Dear citizens,
We've been running the Flying Dutchman Program for almost a year now, a fact that makes it arguably one of the most effective and durable Programs in our history. We set it up all that time ago in the realization that our funds were limited and established a 'pooling system' in which a fixed amount of rewards are divided over participants. Over all these months, in addition to other feedback, some changes are to be implemented to make the system more fair, but also more rewarding for those that excel.
More fair, because the changing amount of participation in the Program week-by-week can sometimes result in rewarded cc per kill on average changing erratically, and therefore is very unpredictable. More rewarding, because the current limits on participation (amount of kills, limits for Wing Commanders) no longer fit with current circumstances. In addition to the Government having healthy financial budgets, it allows some 'experimentation again. Hence, from next week on (current applicants will still be paid on old system) the following updates are implemente

- Every citizen eligible will receive a fixed 5cc per kill (to ensure some continuity).
- The ''kill cap'' of 1000 kills will be increased to 1500 (to allow more effort being done).
- Wing Commanders are no longer additionally capped are fall under the same rules as the rest. Group Captains are, for now, still excluded, however.
- This is technical, but without a pooling system, payment will be based on the results of last week. Applicants no longer need to apply a week beforehand, but can 'claim' their reward following an article similar to the Green Berets. This means that in the following days, to make up for that one week, people may receive a double payment.
For the current (old) applicants, the following rewards will be handed out soon automatically:
We hope that with these changes we can continue supporting you in your endeavours in the air for many more weeks, if not months! Just to be aware: With holidays occurring and the change in system, the payment/articles are probably delayed by a few days in the next week(s) - but everyone will get what is due!

You can do in the next article next week but noted xD - the table is for old system you applied for and will be handed the reward soon automatically. Sorry for the confusion
Certainly seems like a better worked out, more consistent and easier to maintain system, which rewards aerial activity better for all the pilots.
Just to add - according to MoF calculations, one aerial kill costs around 4-4.5 cc to do (and this number did not change in months), so the payment of 5 cc per kill (used also by other countries) makes sure that by doing aerial kills, you are compensated justly, meaning you can progress in your aerial ranks without any fear of losing money by doing so.
That is theoretic, of course, regarding the calculation. Assuming that most have at least - some - food production and other factors (e.g. level up), it nets a good profit. And for the extreme rewards we have very lucrative rank rewards - so it's rewarding and not just self sufficient (and I still stand by that, fighting should be a viable way to play this game without RL money and still have a living, as much as owning a lot of companies 😃)
Self-sufficiency is not a bad word - before increasing the pool to 50 k cc, the program was far from self-sufficient - so even achieving that is something worth to celebrate 😉 .

Food produced and eaten is food, which you cannot sell on the market and therefore earn money from it. So from that point of view, the calculation is quite real (it's like the unnamed NL citizen saying: I am profiting 2k cc daily from my Q7 tank factory, because I produce all my WRM... truuuue, but you still pay for that WRM production, and you can't just neglect that). I am merely explaining, why the (at first hand arbitrary) number of 5cc per kill came to exist, and why is it the reasonable number to use 😉 .
And indeed, ranking rewards are a motivation for you, dear pilot, to aim for some goal, for which you will get a deserved extra reward.
