如报价相同与时间相同，例如回复时间均为15：00的相同报价，先出价者优先获得。

附加说明Additional Information:
1. 在拍卖结束前ec国内所有非正式起义都将遭到镇压。before the end of the auction ，all informal RW will got suppressed.
2. 起义开始后军令将给出相关说明，但仍希望起义者留意观察，适时介入。 After the RW started, DOSD will have instructions, but still willing to monitor about the battle.
3. 拍卖费用在拍卖结束后缴纳，起义若最终失败将如数退还。The auction fee is paid after the auction ends, the uprising will be refunded if the RW got defeat.
