[Dictator] Final Vote to Resolve Constitution

Hello Citizens!
Over the past day you have been discussing which solution to adopt for the fact we have no Congress. After sifting through the discussion, the final options for the vote are:
Option a). The Dictator assumes the responsibilities of Congress.
Option b). All Congressional matters are decided by public Referendums.
Option c). Hold a meta-election to appoint a new Congress.
Option d). The Cabinet assumes the responsibilities of Congress.
Option e). None of the above.
To reiterate, whichever solution is adopted will only last until the next Congress election, and I will be fully compliant in any tasks you set me to do as a result of this vote.
This vote will work on an AV system. This means that you will order the options by preference. After the votes are cast, I will count the votes, and if no option has over 50% of the votes I will eliminate the option with the least votes and redistribute the votes of those who supported it to their 2nd preference. If there is still no 50% majority, I will repeat the process (using people’s third preference if necessary) and so on.
People are encouraged, therefore, to list all of the options in order of preference, although you can only list one or two options if you choose to. Please select the No Preference option of you do not want to prioritise one of the options.
To make handling the data easier I request that you use THIS GDOC. Alternatively, write your preference order in the comments and I will input the data for you.
The vote will run from 8am GMT on the 30th until 8am GMT on the 31st of March.

Much as I believe in Woldy's integrity, a meta election is almost certainly likely to be rigged.

Well it would be a meta election run by Woldy so which is it?
D is madness.
All decisions would be made by a body of mostly unelected people, answering to a CP that can't be impeached because there's no Congress. All regulated by a dictator that hasn't got a Congress to refer back to if the government try to do something mad.
To add to that, we don't even know who will be in cabinet from next week onwards.

Option A would seem more appropriate for a temporary fix as it allows Wolds to be a kind of caretaker dude in Mongress' absence (a more sensible one at that), but I'm all for option C, which does well to actually solve the problem we've got (giving us a Congress AND legitimising it).
That was kinda my reasoning for voting A - and I trust Mr Woldy when he says it will be for this month only....

A, E, D, C, B -- Wasn't able to make the 2nd debate. Wonder how the option of letting the top 5 PP's assume the responsibilities of Congress would have fared. They are elected, they are visible via game mechanics (not an option for anything but A), they are a proxy of the retiring Congress, and they have some accountability to the people as there will be a PP election (which will occur wiped or not) prior to the next congress election. If E wins, then I'd hope to see that as an option in the 3rd debate.
