THE MANDATE
On October 5th, a majority of eCanadian voters provided me with a mandate to build an eCanada of vision, passion, and purpose. I have an outstanding team of people to help me achieve this:

Opening Remarks
With congress elections over, we are heading down the home stretch of this CP term. I am excited about freeing up some of my eRep time in November for an in-game project that I will write about next time, as well as freeing up some RL time for a NaNoWriMo attempt. Hopefully both projects are a success!
On signing MPPs...
There was some confusion in congress recently regarding the MPP with Peru as to whether or not is should be supported. Part of this was the new congress not being aware of the party line but the bigger part was a lack of guidance from me.
The party line of this Executive is to only sign MPP's with member nations of CoT who are at war. eCanada is fiscally constrained due to our small population and can't afford to sign MPPs with whomever we choose. The CoT alliance charter requires members to sign MPPs with each other member except where affordability is an issue. CoT SC potato approved eCan's application for an exception so we do not have to sign MPPs with all CoT nations. If they are at war, we provide our support via MPP; if they are not at war, they don't require our MPP support and we respectfully decline the MPP and support them in spirit.
If there are exceptions to this, the Executive will bring it to the attention of congress as the motion is moved in-game. Case in point, the MPP with Albania. Albania was facing an Air Strike that would lead to a wipe. Also, CoT is trying to recruit Albania into the alliance and this show of support was hoped to influence their decision to join.
On the interest of an eCroatian MU in coming to eCanada...
There was much said about the eUS coming to Canada to set up shop. Well they aren't the only ones.
There is a Croatian MU wanting to start an operation in eCanada. I have been approach by Drmusara who is acting on behalf of the eCroatian MU Crvana Garda. The MU Commander is darksfer.
They are willing to act strictly in consultations with the eCanadian government and in eCanada's best interest. The want to transplant their MU here, will create one here, but anyone would be able to join it and the purpose would be to organize it in a way to become part of eCanadian society in every possible way.
Their rationale is the "slow and stale pace of game at this point". They have plenty of resources and cash since their members have played for years and they don't really need economic bonuses since they have a guy in eChina with factories so they are well supplied and equipped.
I bring this to your attention as a courtesy. eCan has no immigration policy so there is no legislation governing citizenship approval. This was evident during the debate over eUS citizens applying for eCan citizenship.
Immigration is ultimately in the hands of congressmen who approve the citizenship applications. It is in the interests of transparency that I share this.
It is also a matter of due diligence because I'd like anyone with any reason not to let these guys in to step forward with that info so that we can manage the risk, assuming there is one.
I don't like the fact we have no immigration policy but I can't change that today. What I can do is bring to your attention matters like this so that you can speak up if there is a need to or you can make an informed decision should someone request one of you.
On CPP's multiple personalities...
This is the main event of this article.
It would appear irrefutable that CPP moved into the Top Five for Congress Elections on the strength of a party membership inflated with multies. The hard details are sketchy, but it would appear that as many as 15 members of CPP are citizens created in the three days prior to the election.
Congress is debating the issue now and I'm sure they'll reach a decision on the matter. It is clear that congress considers this practice (padding membership with multies to get into Top Five) to be wrong, even CPP PP DMV admits as much in his statements during the congress debate, and now the focus is on which sort of punishment, discipline or sanction would be appropriate.
In my opinion, the entire congress team of any party who gets into power based on that practise should be banned for the congress term. This has been proposed in congress and I voiced my support of it.
Some people say that the "innocent" congressmen from amongst the ranks of CPP members who were unaware of the scam should not be punished. I disagree.
There is no police in this game, we only can hold each other accountable. When a congressman clicks "run for congress" for their party, they are associating themselves with that party. They had better know what is going on because that is who they represent. To those "innocents" of the CPP, you are representing a group of cheaters. I realize that you may not have known this, but now you do and you should have going in. Perhaps you should have considered running for any of the other reputable parties in eCanada, rather than this newly minted and self-proclaimed PTO party. If you don't want to be a joke, don't run for a party that operates as a joke.
What is often lost in PTO attempts like this is that the PTO group needs valid citizens to run for congress. If they run the multies, they run the risk that their elected congressmen get "banned" and then they lose the political influence they are cheating for. Without the participation of these valid citizens, either knowingly or not, the PTO cannot succeed. The PTO artist controls the valid citizen with commitments of political support, and that is enough for the PTO artist to achieve their goals.
I support the complete banning of the entire CPP congress team for the Nov 25 term. If the "innocents" didn't know, they should have informed themselves. And if they didn't inform themselves, they should have known that running under the banner of a "PTO" party, regardless of it being legit or not, would have consequences.

Next issue I'll be taking advantage of my role as CP to market my new MU, Military of Opportunity. I hope to hit the ground running on November 6th and have an impact on the eCan battlefield that MOO had in the political realm.

If we punish parties for using multi's to win election's Addy then how long until other parties are creating multi's in each other to get them kicked out of congress. All we are doing is creating a new forum of dirty politics.
The issue is creating multies to get into the top five.
I would imagine that all parties have multies in them that push their members up. If you are silly enough to do it in an obvious way with large numbers only days before congress, then you deserve the consequences.
Basically, I'd be more subtle if I was a multi-farmer, the direct approach is just too obvious.

Ironically, you were CP during the previous Congress election, not me. On my watch, this sort of stuff doesn't happen without citation.
Right and no action was taken against CPF because they were not to blame for the actions of someone outside their party. For all we know the same person is acting here to discredit CPP.
The CPP benefited (made top five) from the transgression (padding membership with multies) so there is a direct connection.
What do you propose as an acceptable sanction DMV? You admit guilt on the eCan forum, what is a reasonable penance for you/your party?
I don't understand your CPF reference, they are the top ranking party, how did they cheat and how did it affect their ranking to the detriment of others?
CPF didn't do anything wrong, to avoid confusion we should just refer to the french party as Union Nationale forever and always 😉

One guy from MDP was doing it and he ruined his political reputation after said actions. Bribery has been a long used practice in this game and there's little to know way to enforce it. You come from a country that prides itself on it so quit your whining.
One guy in MDP...
1) snubbed eUSA and got eSpain royally pissed at eCanada
2) became PP and leaked CDC sekrets (in the same month)
3) ran a multi who became PP and CP and served some finger lickin' goodness (all in the same month)
4) bumped a Top 5 party from Congress elections (see above comment)
5) yadda & yadda, I'm sure there is more to dig up if I bothered.
MDP has an interesting legacy. Lots of passion for sure, but comes up a little short in other areas. But one could argue each party has its strengths and weaknesses and contradictory political roleplay

As long as its not another DMV and the CPP parade, let the Croats in, they've been loyal and consistent allies to us for far longer than most others.

Thanks for the feedback and for the post about our MU. The one that we form in eCanada would fight solely for this country's interests and we would also invite every eCanadian of good will to join us. We're thinking how to name it and we really want to have really close contacts with every eCan government to be as effective as possible.
We also have a few ideas and an experience with e-youth programs, but if anyone would have any suggestions or ideas or just wants to hang around is always more then welcomed.

The only concern I have about the immigration influx of the Croatians is their possible political influence. At 63 members, they can easily become a Top 5 party. Though I do not object to new individual immigrants having an interest in eCan politics, it is a concern when the new individual immigrants collectively become an organized PTO group. I do like Croatians, but I'm also expressing my paranoia.
(Is paranoia a disease?)

As for sharing NaNo, this is my first attempt so I have nothing to share.

I was thinking of trying it this year myself. But with 4 kids at home plus a full time job, I don't know that I can manage the 2,000 words a day average. ; )
You could always do a mini-NaNo; my roommate is going for 25,000 words for the month to accommodate for her busyness.
Alias, you wrote 30 relevant and quality eRep articles in 30 days, one of the toughest things in this game that I've seen accomplished. You can pull of NaNoWriMo. It may not be the right time for you, but I believe you can do it.
I actually factored in your 30 in 30 when I came to the realization that it was possible. Coming up with an article every 24 hours is tough, that is a steady demand of creativity and puts pressure on finding relevant topics. I only have to drag out a main topic and sprinkle in some sub-topics to pull off this novel.
I've been thinking about that (both what Mary proposed and my 30 in 30 challenge). I went back a re-read my wrap up article. In it I list my final word count for the exercise as 24,845. On pace for a mini or halfway to the true goal.
The two of you may be convincing me to give this a try even if I'm not prepared. Heck, knowing someone else that is doing it at the same time is super motivation.
