[Congress] Chairman of congress June 2019
UNL Congress
Greetings, citizens of Netherlands,
It's that time of the month again, the election for a new CoC.
If you wish to run make sure to comment in the debate below.
For a (d)CoC it's important to be familiar with the laws of our country, as a reminder they can be foun

I'd like to run for another month.
Haven't gotten confirmation from kordak if he is willing/able to stay on as dCoC for another month, but i'd like to keep him on as dCoC. if he decides to not be available i'll choose a new dCoC to run with me.
djirtsdew agreed to run as my dCoC.
Why couldn't this just be a National Feed topic, like the past two previous months and worked perfectly fine? Striking, considering another citizen was stricken down for 'spamming':
https://www.erepublik.com/en/article/gold-prices-day-4200-2697492/1/20
This is monthly, not daily. And all other votes are done with articles, why would this be an exception?
Odan also posted in feed btw.
Because now a proposal that has been requested to be debated half a day ago is being put in the waiting for no clear reason, as the past months we did perfectly fine with just this 'debate' article in the National Feed.
CoC must be revolutionising the process
Eh, complaining that the in-game debates are oh-so confusing but yet refusing to post this in the National Feed because you didn't agree on that in the past is hardly revolutionary.
I never complained about the debates, where did I day this? I do remember speaking in favor of an archival system. Maybe you got those points confused?
You were speaking about CoC and so was I. 😉
So where did I complain about the CoC debate in articles?
= You were speaking about Chairman Odan and so was I
I still don't see your point... what is the problem with haring a debate on CoC in the congress newspaper once a month?
It's not a problem. But it's no problem either to have it done in the National Feed as per usual, so clearly there are other motives. But I can read past all that, if it were not that an actual requested debate is being ignored in favour of this ''debate'' (see Congress PM on Janty's request just being interpreted by our Chairman as meaning nothing, while it's an explicit request for a debate to be opened).
So take it up with odan there instead of spamming this thread.
Don't worry Mael, I have the energy to do that as well 😛
Less talking, more running, both of you 😛 .
Geez, I'm already CP Janty
Get elected and resign - ez 😃

because the CoC election requires a proper debate. not just a shout on the feed.
and comparing a debate to someone posting a picture daily....
I agree that a proper debate is better. This way candidates can more clearly present their views, so that congress knows what they are getting themselves into.
I also candidate for the CoC position, IF I can find somebody prepared to act as my deputy.
I will not be as strict with the law as odan was, and instead will follow more of a common sense approach. For example, if people want to start a debate, and they cannot get in touch with the (d)CoC within a few hours, they can also publish their own debate article, instead of waiting for us to publish it in UNL Binnenhof. But for clarity, start the title with "[Congress] Debate: "
As CoC I will not be very outspoken on most topics, but instead will aim to be as neutral as possible. Though there are a few issues with our lawbook that have popped up recently, that I do want to fix, and which may be an exception.
These include
- the way in which a MoNC can be bypassed by an ordinary vote,
- the 2/3 majority to remove a CoC who only needed a plurality to be elected,
- the way in which people requesting/starting a debate can be ignored when it comes to voting, and
- the way in which a dCoC can be dismissed mid-term, leaving a CoC without deputy, while he was elected based on having that deputy, etc.
unless the requestor was vague or it happened during the night, debates were opened within an hour of requesting.
1. not really possible, since it can only happen trough a MoNC. any other debate/vote isn't a legal way according to our laws.
2. yet you voted against making it only need plurality 😉 but i also have some ideas on that subject, so perhaps we can talk about that to come up with a proposal.
3. just reserve the right to cm's/gov again. if a normal citizens wants a debate let him get in contact with a cm like it always was.
4. could be fixed by having the dcoc be done by vote again.
1: The current lawbook is not clear, but both you and I clearly interpret it the same, while some others do not, as I noticed during the last term...
2: The CP should never be removable with less than a 2/3 supermajority (in-game mechanics). By extension, gov members possibly shouldn't either. So I believe only the CoC position should be so fragile. Hence my vote against that proposal...
3: On the forum any eNL citizen could open a debate. What is different is that CMs starting a debate got the right to open a vote first, well before other CMs or the (d)CoC got that right. I actually even want to extend this to non-CMs, who can tell the (d)CoC what proposal should be voted upon if they started a debate.
4: Yes, but also not entirely necessary, as right now we typically elect a CoC team in one go, which saves some time. However, a change/removal of dCoC during a term should be a reason to give congress another chance to vote for the renewed CoC team, let's call it a motion of confidence.
Note regarding point 3: this is for the first vote on a debate. Any potential follow-up votes if the vote is rejected will be handled first-come-first-serve.
1. just because some troublemakers claim it is possible doesn't make it so 😉 if a discharge method wasn't mentioned in the law yes it would be possible via normal debate and vote.
2. cp was specifically mentioned in that vote as having to be done by impeachment law.
and i don't agree with gov members needing 2/3.
3. no they couldn't. (wiki page showing old lawbook 2 ) https://wiki.erepublik.com/index.php?title=Congress_Rules_of_the_Netherlands&oldid=730154
4. i'd rather see a return to voting on them separately.
Using the page you linke😛
Article 1.1 indeed did not apply to ordinary eNL citizens, but it did apply to gov members.
Article 8.4 and 8.6 show the difference in timing for debates started by CM. The debate starter got the first chance to put it to a vote, which is gone from our current law book.
I'm not sure if ordinary citizens couldn't (forum mechanics, they did have writing rights to the congress section and this might include opening topics), but you are right that they by law did not have the right. They do in the new law book.
I've heard that Shawtyl0w is prepared to run as my deputy, so I hereby confirm my candidacy.
