[Artela] I seem to be back and applying for Congress

It's been a while, and much has changed in my absence. One thing that never seems to change though is Congress.

A good Congress is one that strikes a balance between older more experienced players to provide a steadying hand and newer blood seeking change. Congress fails and becomes stagnant when that first group try to repress the second group, but it also fails if the second group throw out hard learned lessons that the first group are aware of. Congress should be in a state of constant revolution, always striving to find better ways that help the majority of the playerbase, not seeking just to satisfy a group of elites at the top of the game.

A good Congress, in short, requires a mix of old and new, where the old are prepared to entertain new ideas from the new, and where the new are prepared to listen to reason when things have been tried before rather than keep beating Congress' collective head against a wall. It requires co-operation between parties and between members in order to progress things that affect the common good, and it also needs people prepared to speak their minds politely when they can see that the common good is not being served.
