Nobody but PigInZen (the forum owner and codemonkey) could delete votes from a poll...and I'm not even sure he could remove them...maybe. No idea. Moderators and Administrators don't have that ability. You would need direct access to the database being used to store the information.
Kinda like how Mike Ontry can make this say whatever he wants, or Alexis Bonte can make the in game elections say whatever he wants.

I have moderated on several forums, lol, yes you can absolutely edit a post and poll. Nevermind the fact that you guys are playing eGod and deciding who is and isn't allowed on the forum. It's a privately owned forum owned by a citizen, with moderators chosen by that citizen, NOT the citizens of this country en masse. It's a conflict of interest and forum results CAN BE ALTERED BY ADMINS without a shadow of a doubt. It's as easy as clicking "edit" on the post.

You cannot moderate vote counts as a Moderator or Admin on the forum we use. It is impossible. I have been both a Moderator and an Administrator, those buttons do not exist. All you could do is change which name corresponded to which vote total...but that's so blatantly obvious it's ridiculous. One name would go from being option 1 to option 4 or something.
As I said, unless you had database access, you can't do it. It's the same risk you have with Ontry's poll. You just decided you like this.

Polls to my knowledge cannot.
As far as I see Hank is correct in that the names could be altered but I haven't found the spot where the poll totals are stored just yet.
I will keep looking into this though, mayhaps I will one day learn how to fudge the votes in OSC.
