As for the rest of the Cabinet, the One Man MoD Band that is Chaz is showing you and Bamber how to really run the MoD ministry, mitte is busy doing MoFAing things (we've become accustomed to our MoFA's not doing much) and Pauly is busy spying on Orion.

Roachford ain't done much (to complain about), luckily geopolitics stopped the retarded ASTW idea in it's tracks and we can't blame Roachford for the lack of war or sensible TW partners. Harambe had the same issues and I'll assume Mitte did too, which is why she felt the need to push an expensive ASTW. This is why ditching the Swede TW was a retard idea (even though no doubt it would have been closed due to recent events), hence why the Gov/cabinet you were apart of got shit during your term.
