Regarding this congress election rule.

There is a certain congress election rule in place, this is in our advantage at the moment.

We now have a total of 46 congress seats.

I will explain this rule.

With this rule, the amount of canidates per region is calculated on the end of the 22th.
That was before shikoku was conquered. We had 5 regions on the end of the 22th.
5 regions = 7 x 5 official canidates + 5 wildcards.
So the amount of canidates was calculated on 7 per region, this means that if we conquer another region on the 23th, we will have an EXTRA 7 canidates.
Because the amount of regions, thus final canidates is calculated on the end of the 23th day.

So in short : End 22th we had 5 regions, this would equal 7 canidates per region and 5 wildcards.
Totalling 40 -> However, we conquered another region between the 22th and 23th so we gained ANOTHER 7 canidates.

Looking at the other side, Taiwan. Taiwan had been calculated to have 16 regions. This means that they get 2 canidates per region AND 8 wildcards.
On the end of the 22th their amount of "canidates" per region was calculated to be 2 per region. However on the 23th they lost one region, this means that they lose 2 canidates. Resulting in them having a total of 38 canidates.

My writing style might not be entirely clear but I hope I did make this new "development" in the congress elections a bit more clear.
